The construction project of 6km Ninh Binh - Hai Phong expressway through Hai Phong area is proposed based on the Socio-economic Recovery Program.

Hai Phong City People's Committee has just sent the document No. 964/UBND-GT to Ministry of Planning and Investment on proposing the construction project of Ninh Binh – Hai Phong expressway (from Hanoi - Hai Phong expressway to the coastal road) passing through Duong Kinh and Kien Thuy Districts with the capital from Socio-Economic Recovery Program.
The project’s starting point is at the intersection with the coastal road passing through Hai Phong City area at Km5+300 in Tu Son Commune, Kien Thuy District; the ending point is at the interchange with Hanoi - Hai Phong expressway at Km93+970.
The 6km expressway allows a speed of 100 km/h, with roadbed width of 24.75m devided into 4 lanes with asphalt concrete pavement structure. On the route, there are 2 intersections: the opening at-grade intersection with the coastal road; the cloverleaf interchange with Hanoi - Hai Phong expressway (at Km93+970).
The total preliminary capital of project, expected to be implemented in 2022 – 2024 period, is 1,781 billion VND from the central budget, the city budget and other legal capital sources, of which the capital plan of 2022, 2023 and 2024 is 500 billion VND; 1,100 billion VND and 181 billion VND respectively.
Hai Phong City People's Committee said that the City has assigned tasks to relevant departments and units in preparing investment procedures; investment proposals. The documents will be submitted to the City People's Council for approving at the thematic secession scheduled in March 2022.
The investment decision will be approved by Hai Phong City People's Committee in May 2022 so that the project will be kicked off in September 2022, basically completed in 2023 and finalized in 2024.
The construction project is essential when connecting Hanoi - Hai Phong expressway and Ninh Binh - Hai Phong exxpressway, the coastal road and Southern Do Son port to form a road network among localities.
The project also helps to reduce distance and travel time; matching the increasing regional transportation demand and the city’s development orientation; contributing to the coastal traffic linkage, promoting socio-economic development and tourism as well as ensuring national security.
