To concretize socio-economic development goals and ensure the effective use of national resources, on December 31, 2025, the Hai Phong City People's Committee issued Plan No. 356/KH-UBNDregarding the 2026 Public Investment Disbursement Scenario. This is a crucial document aimed at ensuring the disbursement of 100% of the assigned capital plan, creating momentum for the city in the pivotal year of the new term. According to the plan, the total state budget public investment capital deployed by the city in 2026 is 36,967 billion VND(after excluding the 5% expenditure savings of approximately 1,840 billion VND as directed by the Prime Minister).
Strict Quarterly Disbursement Roadmap
The city has set a rigorous disbursement roadmap for each quarter to ensure progress:
- By the end of Q1/2026: Disbursement reaching 1% (equivalent to 6,672 billion VND).
- By the end of Q2/2026: Disbursement reaching 9% (equivalent to 14,720 billion VND).
- By the end of Q3/2026: Disbursement reaching 65% (equivalent to 23,996 billion VND).
- By the end of Q4/2026: Disbursement reaching 9% (equivalent to 33,908 billion VND).
- By January 31, 2027: Striving to complete 100% disbursement of the capital plan assigned by the city.
Key Breakthrough Task Groups
To realize this scenario, the city requires all levels and sectors to synchronously implement five key task groups:
- Accelerating procedures and contractor selection: Investors must assign capable officials to closely follow the plan and minimize appraisal time while ensuring project quality.
- Breakthroughs in compensation and site clearance: The Department of Agriculture and Environment leads the urging and supervision of site clearance; localities must develop detailed plans for each project to avoid delays caused by pending land availability.
- Rapid payment and final settlement: Accumulating payment records at the end of the year is strictly prohibited. Within 03 working days of having an acceptance volume, the investor must prepare a payment request file and send it to the State Treasury.
- Tightening discipline and order: Implementing the “6 Clearances” motto (Clear people, clear work, clear responsibility, clear authority, clear time, clear results). The city will promptly replace or transfer officials who are weak, causing obstructions, or slowing down disbursement progress.
Focusing Resources on Driving-Force Projects
In 2026, the city manages a total of 561 projects, including 405 ongoing construction projects and 62 newly started projects. Specifically, resources will be concentrated on key projects such as the Lao Cai - Hanoi - Hai Phong railway line (with compensation and site clearance capital needs of over 3,121 billion VND), the construction project for Nguyen Trai Bridge, and inter-regional connection roads.
Chairman of the City People’s Committee Le Ngoc Chau emphasized that public investment disbursement results in 2026 will be the most important criterion for evaluating and ranking the performance of collectives and individual leaders of units at the end of the year.
