Hai Phong focuses on supporting ground clearance for projects

Hai Phong concentrates on seeking measures to handle difficulties in the ground clearance to support the project accomplished on time.

Improvement and Upgradation Project of National Road number 10 from Da Bac Bridge to Kien Bridge

Currently, regarding the ground clearance (GPMB) at the project, Thuy Nguyen District has just received 27ha of the National Road number 10, in which Luu Kiem Re-settlement area has been just completed. Thuy Nguyen District also approved a compensation plan for more than 100 households at Kien Bai resettlement area; doing inventory of all trees belonging to residents on the handed-over public land. For the sections of the routes that have been cleared, the Project Management Board has guided contractor to push up project items construction.

Meanwhile, the project carries a total land area of 47.5ha including the National Road number 10, an area of over 39.3ha from Da Bac Bridge to Kien Bridge, a re-settlement area of over 8.2ha for Kien Bai and Luu Kiem communes project. Number of households having land revoked were nearly 1,500, including more than 1,200 households on the National Road number 10 and over 200 households at the resettlement area.

Mr. Nguyen Duc Tho, Vice Chairman of Hai Phong People’s Committee, mentioned that the ground clearance has currently not met posed requirements. Thereby, the Vice Chairman requested collaboration of Thuy Nguyen District and Project Management Board to speed up the ground clearance process; and related units firstly needed to focus on clear ground of Kien Bai resettlement area. At the same time, Department of Transport and Department of Natural Resources and Environment were required to chair the collaboration with functional units and Thuy Nguyen District to identify land origin of several organizations, then to draw supportive plan in compliance with law provisions.

Besides, Hai Phong People’s Committee requested the functioning departments to get consultancy and suggestions of schemes and design adjustments on time to the City. Also, the City People’s Committee required Department of Natural Resources and Environment to guide and support Thuy Nguyen District and Project Management Board during the ground clearance work and on the current ground base. Meanwhile, the contractor was requested to urgently mobilize vehicles and divide equipment for arrows, immediate implementation but absolute safety for transport, labors, and environmental hygiene.

It is known that, the improvement and upgradation of the National Road number 10 Project, the length from Da Bac Bridge to Kien Bridge has a total investment of VND1,220 billion extracted from Hai Phong City’s budget. The project has been implemented in a crossing area of 08 communes including Kien Bai, Thien Huong, Thuy Son, Dong Son, Kenh Giang, Luu Kiem, Luu Ky, Gia Minh (Thuy Nguyen District).

The Project’s scale of investment is to serve: improvement, upgradation, and expansion of 12.9km road according to the scale of plain road grade III with 04 lines; construction of 03 new bridges Hang Luong, Gia, Trinh Xa located beside the old bridge; and 02 resettlement areas of 4.22ha and 4.5ha at Kien Bai and Luu Kiem respectively.

Dong Khe 2 Road Project – Phase 1

As being known, progress of the present project’s GPMB has been slow. Indeed, ground handover work of the present project has been just completed a half, and the rest of not yet handoverGPMB work has been still big.

Indeed, according to the Project Management Board in transport works construction, regarding the GPM from 11/2020 to now, Ngo Quyen District People’s Committee has been implementing such procedures as: land acquisition notice, people's meeting, announcement of implementation plan, inventory, preparation and approval of compensation and support plan, propaganda of households receiving money and handing over premises.

With a total taken-back land area of 8.5ha including 446 households of Gia Vien, Dong Khe, Dang Giang communes, the unit completed an inventory of 26 households, approving 300 households; 204 households got the compensation.

Through checking on scene, Mr. Nguyen Duc Tho, Vice Chairman of Hai Phong People’s Committee, commented that, a remaining amount of not yet handoverground has been still big, and the project would face risk of delay if it had low determination and aggressiveness. This is a crucial project of Hai Phong City and it is requested to complete the construction in 2021. Thereby, Ngo Quyen District People’s Committee is required to continue its high concentration and staff designation to closely follow propaganda, mobilize households’ agreement for soon premises handover.

Simultaneously, Mr. Nguyen Duc Tho requested that, on the ground of already handover area, Ngo Quyen District People’s Committee needed to push up dismantling works and to work with the Project Management Board seeking approaches of cleansed land ground, and to organize arrows of implementation to speed up the progress. Vice Chairman also asked leaders to thoroughly review supporting and compensation measures for ensuring consistency, strictness and compliance with law provisions. Particularly, Ngo Quyen District People’s Committee needs to support the Project Management Board in ground clearance work, guiding the contractor to draw out the implementation plan, mobilizing equipment, vehicles, humans, and utilizing the cleansed ground for construction.

It is known that, project of constructing Dong Khe 2 Road line – Phase 1, the line from crossroads Nguyen Binh Khiem – Van Cao to Le Loi has a length of 1,970m, a cross section of 25m (in which: 15m road surface, 1.5m median strip, 4.5m wide sidewalk on each side). Urban technical infrastructures system consists of: power supply, water supply and drainage, fire protection, green trees. A total amount of investment is more than VND1.340 billion extracted from Hai Phong City’s budget. Timeline of the project implementation is 2013-2022 (completion of construction work in 2021, finalization of the project in 2022)
