Hai Phong: Agree to invest in 4 projects with more than VND 8,000 billion

Under the Resolution No. 22 on investment policy to build the city’s Convention and Performance Center with synchronous technical infrastructure system in the North of Cam River Urban Area, the center will be a multi-purpose building with enough conditions to hold large-scale events such as international conferences, seminars, art performances... The project’s scale is about 1,500 seats with a total floor area of 41,900 m2 and technical infrastructure system of 12.39 ha. Along with that is a 22 KV medium voltage power system and RMU distribution station for architectural works and lighting systems.

Total project investment is about VND 1,785 billion from Hai Phong city budget. It is expected that the project’s preparation phase will be completed by the end of the 1st quarter of 2022 and will be started from the 2nd quarter of 2022 to the 4th quarter of 2025.

According to Mr. Pham Van Lap, Chairman of the People's Council of Hai Phong City, the City’s Council has determined that the investment and construction of the projects will contribute to the successful implementation of the Resolution 45-NQ/TW dated January 24th, 2019 by the Politburo and strive to complete the relocation of the city's administrative center to the North of Cam River by 2025.

The North of Cam River Urban Area has an area of 324 ha with an expected population of about 17,500 people. The planning area is located mainly in the North of Cam River and a part of the South of Cam River in Hoa Dong, Tan Duong, Duong Quan commune (Thuy Nguyen district); Minh Khai commune (Hong Bang district) and May To commune (Ngo Quyen district).

Under the Resolution No. 20 on investment policy to construct Lai Xuan bridge, renovate and expand Provincial Road No. 352. Accordingly, the construction of Lai bridge investment project, the renovation and expansion of Provincial Road No. 352 under BOT contract will be terminated according to the Decision No. 50/QD-HDND dated October 10, 2016 by the Standing City People's Council.

Both projects will gradually improve service capacity, traffic network, and connection between Thuy Nguyen (Hai Phong), Dong Trieu (Quang Ninh) and the Northern key economic region, thus contributing to the socio, economic and cultural development of the project areas.

Lai Xuan Bridge is about 786m long and 15 m wide; the main bridge is 12m wide and the approach bridge is 12m wide. The approach route connecting the two ends of the bridge is built to meet the standard of plain road level III with 12m wide and 1.814km long (1,212m towards Hai Phong and 602m towards Quang Ninh). The provincial road No.352 is renovated and expanded to meet the standard of plain road level III with 12m wide and 13,4 km long from the National Highway No.10 to the approach route of Lai Xuan bridge. The construction must ensure synchronism. The drainage, lighting and signal system must be built and renovated to meet the demand of the current standards. The total investment of the project is VND 1,334.876 billion with its implementation period from 2021 – 2024.

At the same time, the People’s Council also issued the Resolution No. 27/NQ-HDND on Van My building investment project. Accordingly, the implementation of the project to build technical infrastructure for the old-apartment renovating projects in the area of Van My commune of Ngo Quyen district would be terminated according to the Decision No. 32/QD-HĐND dated June 1st, 2018 of the Standing Committee of the City People's Council.

In the Resolution 27, Van My Apartment Building Investment Project will create new housing areas with good quality, contribute to improve and enhance people's living conditions. At the same time, it will create a land fund to build flower gardens, trees, parking lots and renovate the city’s architecture towards civilization and modernity. It will also help to arrange resettlement for the households living in Van My collective quarter and other quarters in the city and supplement the housing fund to meet the demand of the city's temporary settlement and resettlement.

The project will build 02 apartment buildings namely Van My 1 and Van My 2 with 36 floors; Each building has a design capacity of about 924 apartments with total floor area of about 157,543m². The projects will be invested to construct synchronous technical infrastructure outside the house such as roads, trees, electricity supply, lighting, water supply and drainage ... Total investment capital for the project is VND 2,718.235 billion taken from the city’s budget. The project is expected to be put into operation in the 4th quarter of 2025.
