(Haiphong.gov.vn) – On February 28 afternoon, Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee cum Chairman of the City People’s Committee hosted a meeting to inspect the compensation and site clearance, progress of technical infrastructure construction project of the new urban area of the Northern Cam River, and important project in the area of Thuy Nguyen District. Mr. Tran Luu Quang, member of the Central Party, Secretary of the City Party Committee, Head of the National Assembly Hai Phong Delegation, participated in and gave the direction at the meeting. Also attending the meeting were leaders of related departments, agencies, and units.
Mr. Tran Luu Quang, Secretary of the City Party Committee, and Mr. Nguyen Van Tung, Chairman of the City People’s Committee, inspected the compensation, site clearance and implementation progress of the technical infrastructure construction of the Northern Cam River Urban project.
The delegation had a talk with residents at the ground clearance area.
According to a report of Thuy Nguyen Rural District People’s Committee, the Project on technical infrastructure construction of the Northern Cam River’s new urban area has had a scaled area of 324 ha and related to land in use of 15 organizations and over 2,700 households. By now, the ground clearance work has liberated 1,486 households within agricultural land and more than 900 households within residential land. Currently, under leadership of the City People’s Committee and cooperation of departments and agencies, Thuy Nguyen Rural District has been determined to implement the ground clearance; however the latter has still faced difficulties and obstacles due to disagreement of some households. Thuy Nguyen Rural District has continued focusing on the ground clearance, implementing review, handling inquiries and making dossiers for enforcement to households not relocating. Thuy Nguyen Rural District has strived to hand over all cleared ground by the end of May 2022.
Overview on the meeting
Regarding other important projects as the National Road 10, Mang Nuoc Road, Road line 359, Thuy Nguyen Rural District proposed the City to deploy mechanisms on land allocation with usage fees collection applied for households, quickly approve locally adjusted coefficient and land price, to meet the target that is to accomplish cleaned ground handover and to start implementation by September 2022.
For implementation progress of technical infrastructure construction of the Northern Cam River’s new urban area, Hai Phong Urban Development and Civil Construction Investment Project Management Board informed, by now contractors have basically implemented a volume 95% of work regarding 05 main roads including Do Muoi Road, North – South 01 Road, etc.; and have consulted on model and architecture of the new Convention Center and Political Administration Center. At the same time, departments and agencies have worked on areas selection for residential and commercial services auctions, to guarantee increasing the city’s budget, modern and civilized urban landscape

Giving a speech for direction at the meeting, Mr. Tran Luu Quang, Secretary of the City Party Committee, emphasized that, the Project on Technical Infrastructure Construction of the Northern Cam River’s new urban area is significant as a momentum and image of Hai Phong City in the future, a kick-off for a series of projects ongoing time. Mr. Tran Luu Quang acknowledged the first achievements, and noticed a need for tightened cooperation among departments, agencies and localities during the project implementation to guarantee quality and the fastest progress. The ground clearance has been required to follow principles and law regulations and to be carefully considered for the sake of residents’ benefit and fairness.

To conclude the meeting, Mr. Nguyen Van Tung, Chairman of the City People’s Committee, acknowledged the site clearance and implementation of key projects in Thuy Nguyen District. During the implementation, the Chairman of the City People’s Committee requested Thuy Nguyen Rural District to continue focusing on the site clearance, especially the technical infrastructure construction project of the Northern Cam River’s new urban area, in which prioritizing locations and works related to land auctions, embellishing trees on Do Muoi Road, and master plan adjustment to other important projects’ locations, to ensure the quality of projects as regulated.
