The Vietnamese Consulate in the US’s New York suggested that Vietnamese citizens carefully consider and emphasized that only prioritized people should register for flights to return home.

Over the past time, many Vietnamese citizens in the US have registered to return home on flights arranged by the government of Vietnam at the link: https://www.vietnamconsulate-ny.org/vn/apply/returnvn/ or via email lanhsuquan.newyork@gmail.com, but when they were put on the list by the Consulate and other authorities to join the flight, they refused for various reasons.
This causes many difficulties for the Consulate and the authorities in organizing and arranging flights, assessing the real demand in the region, and it also takes away opportunities of many other disadvantaged people.
Therefore, to grasp the real needs of citizens and facilitate the organization of flights, the Consulate recommends that citizens should carefully consider and only those in the priority category should register for flights at the link https://www.vietnamconsulate-ny.org/vn/news/28/huong-dan-ve-quy-trinh-dang-ky-nhu-cau-ve-nuoc-tren-chuyen-bay-thuong-mai-do-chinh-phu-to-chuc.html.
Other cases continue to stabilize their lives, work, study, and wait until the COVID-19 pandemic is under control and commercial flights can be reopened; and should not register too early (one month before the plan) when not really ready to return home.
It is recommended that Vietnamese citizens receive an email from the Consulate confirming their need to return home. Within 5 days from the date of receiving the email, if there is no confirmation, the Consulate will remove it from the registration list (later, if the citizen has an urgent and legitimate need to join the flight, they need to re-register).
If citizens have confirmed their needs and difficult circumstances, but then decline to join the flight, they also need to re-register when they want to return home./.
