In order to implement Plan No. 333/KH-UBND issued by the Hai Phong People’s Committee on the realization of the Memorandum of Understanding on science, technology and innovation between the Hai Phong People’s Committee and the Korea Institute of Science and Technology (KIST), the Department of Science and Technology has recently taken the lead in organizing a series of working sessions between KIST representatives and relevant city agencies.

During the meetings, both sides discussed cooperation orientations for 2026, focusing on building a foundation for the development of science, technology and innovation, thereby enhancing the city’s research capacity, technology transfer, and the quality of its human resources. The parties also held detailed discussions on coordination mechanisms, implementation roadmaps, and resource allocation plans to ensure the feasibility and effectiveness of the cooperation programs.

The two sides agreed to implement four key groups of tasks in 2026. First, the city will study the establishment and step-by-step operation of the Hai Phong – KIST R&D Techhub Center under a public service unit of the Department of Science and Technology, with professional consultancy from KIST to optimize the operational model and technical infrastructure. It is expected that in 2026 the decision on its establishment will be issued and its operational regulations will begin to be developed, laying the groundwork for research and technology transfer activities in the following phase.
In addition, the two sides will coordinate to implement training and human resource development programs through the design of modules on R&D management, technology transfer, and innovation ecosystem development. A short-term training course is expected to be organized in 2026 for the city’s research staff, contributing to enhancing professional capacity, international integration, and access to advanced technology trends.
In terms of technology linkage, the parties agreed to develop a KIST technology database aligned with the practical needs of Hai Phong enterprises; promote B2B connections between Korean technology companies and local partners; and organize knowledge transfer forums and thematic workshops within the framework of TECHFEST Hai Phong 2026, thereby increasing opportunities for cooperation and technology commercialization.
Furthermore, both sides will strengthen cooperation in research and technology transfer through surveys on the technological innovation needs of key manufacturing enterprises, while exploring potential in areas such as marine biomedical science. On that basis, two pilot joint research projects are expected to be implemented to support the application and commercialization of research results.
The outcomes of these working sessions have created an important foundation for translating cooperation commitments into concrete actions, while reaffirming Hai Phong’s strong determination to enhance international cooperation in science and technology, towards the goal of developing an innovative and sustainable city in the coming period.
