Hai Phong promulgated the economic diplomatic action program for the country’s development to 2030

On March 27, 2023, Hai Phong City People's Committee issued Action Plan No. 01/CTr-UBND in the period of 2023-2028 to implement the Plan No. 217-KH/TU dated January 16, 2023 of the Standing Committee of the City Party Committee on carrying out Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat of the Party Central Committee on economic diplomacy for the country’s development to 2030.
The action plan was issued to create a profound change in the awareness of departments, branches, People's Committees of districts, and other organizations towards economic diplomacy, in which it is necessary to thoroughly grasp economic diplomacy as a fundamental task, playing an important role in promoting and mobilizing resources, contributing to the city's development, enhancing the city's competitiveness and efficiency in international economic integration; concretize and implement the guiding viewpoints, tasks, and solutions in Directive No. 15-CT/TW and Plan No. 217-KH/TU of the Standing Committee of the City Party Committee to implement the Directive No. 15-CT/TW based on closely following the goals, tasks, and solutions of the Plan on 5-year socio-economic development of the City in the period of 2021-2025, creating new growth steps in the leadership and direction on economic diplomacy for the country’s development.
 In 2022, many economic diplomatic activities were implemented in Hai Phong, as shown in the photo, the Program "Hai Phong-Netherlands business connection: to build a smart, sustainable logistics sector and promote trade" organized by the Dutch Embassy in Vietnam and Hai Phong City in November 2022.
The City People's Committee requested all levels, branches, districts, agencies, units, socio-political and professional organizations to grasp thoroughly Directive No. 15-CT/TW, as well as developed and implemented action plans to carry out the Directive and Plan No. 217-KH/TU under the motto of “Creative thinking, drastic action, flexible and effective response to exploit and take advantage of all opportunities for the development of the Country and the City” with specific requirements such as: In the leadership and direction of economic diplomacy, it is necessary to clearly define the key tasks, take the interests, efficiency, sustainability of the nation as the top criteria, take the people and enterprises as the center; precisely specify the roles of governments at all levels as well as heads of agencies and units in implementing economic diplomacy. The research and grasp must be organized and implemented in serious, practical, effective ways to avoid formalism and be suitable for each object, each level, and each sector. Authorities at all levels, especially the grassroots level, develop specific plans and programs to implement Directive No. 15-CT/TW that must closely follow the actual situation of localities, agencies, and units with practicality and efficiency. Timely strengthen the tasks of guiding, urging, inspecting, monitoring, and evaluating the implementation process, as well as promptly summarize and draw experience in conducting the Directive.
Embassies of Japan and Israel, Dutch businesses together with leaders of Ministry of Science and Technology and leaders of the City People's Committee pressed buttons to open the Hai Phong Innovation Week - Techfest 2022.
The action plan included the following key contents:
  1. Propaganda to raise awareness and responsibility for economic diplomacy
  2. Continue to expand and deepen the relationship; create a position to intertwine economic benefits with the city's partners.
  3. Improve the quality and efficiency of international economic integration, contributing to the implementation of the socio-economic development strategy in the period of 2021-2025, with a vision to 2030.
  4. Organize the research, evaluation, experiences learning, and economic diplomacy building for development; and take the people and enterprises as the center.
  5. Strengthen monitoring, timely and effective updating of the regional and global economic information and situation; improve the capacity of forecasting and advising on economic diplomacy for the city’s economic development.
  6. Build a solution system to continue to strengthen close and effective coordination; further promote the role of party diplomacy, state diplomacy, and people-to-people diplomacy at multilateral economic forums to which the City is a member./.
