To strengthen friendship and expand cooperation in international road transport, on February 2, 2026, the Hai Phong Department of Construction signed the Memorandum of Understanding (MOU) from the 2025 Vietnam-China Annual Conference on International Road Transport. This is a regular activity within the cooperation mechanism between Vietnamese border provinces and the Guangxi Zhuang Autonomous Region (China).

Strong Growth in Transport Activities
At the conference, parties reported significant growth in transport activities through the Mong Cai – Dong Hung border crossing pair during the first 10 months of 2025. Specifically:
- Total vehicle turns reached 111,040, up 49.56% compared to the same period in 2024.
- Cargo volume exceeded 1.47 million tons, a growth of 36.83%.
- The two sides exchanged a total of 71,000 international road transport permits of various types.
Key Areas of Cooperation
The MOU between the Hai Phong Department of Construction (led by Deputy Director Pham Van Huy) and the Guangxi Department of Transport reached a consensus on several core areas:
- Expanding transport networks: Promoting passenger and cargo routes deeper into each other's interiors, particularly supporting cargo routes departing from Fangchenggang to Hai Phong and Hanoi.
- Seaport cooperation: Further deepening relations between ports in the Beibu Gulf and Hai Phong port, focusing on cold chain logistics and cross-border e-commerce.
- Green transport development: Both sides committed to exchanging experiences regarding digital transformation, the use of new energy buses, and carbon emission reduction in public transport.
- Management digitalization: Piloting mutual recognition via QR codes for Type C transport permits to enhance administrative efficiency and data sharing.
A major highlight of the agreement is the promotion of interconnected transport infrastructure projects, including the planning of the Mong Cai – Ha Long – Hai Phong standard-gauge railway and researching the construction of the Bac Luan III Bridge connecting Vietnam and China.
Under the rotation mechanism, the 2026 Annual Conference on International Road Transport is expected to be held in either Quang Ninh Province or Hai Phong City. The effective implementation of this MOU is expected to create strong momentum for the city's international road transport activities while aiming for extensive and sustainable cooperation programs in the future.
