To realize the goals of comprehensive development and international integration, the Hai Phong City People's Committee has promptly begun implementing the Government's Resolution No. 100/NQ-CP. This is an important step toward innovating management methods, improving the efficiency of resource mobilization from foreign non-governmental organizations (FNGOs), and firmly ensuring national security in the new situation.

Strategic Orientations from the Central Government
On April 6, 2026, the Government issued Resolution No. 100/NQ-CP, which established the Action Program to implement Directive No. 49-CT/TW (dated June 28, 2025) of the Secretariat regarding FNGO work for the 2026–2030 period. The core objective of this program is to unify actions and create favorable conditions for FNGOs to operate for purposes of friendship, cooperation, and development support in Vietnam.
The Resolution emphasizes innovating mindsets and raising the awareness of all levels of government and people's organizations regarding the importance of FNGO work. The goal is not only to leverage external resources for national development but also to ensure the absolute leadership of the Party while maintaining national security and interests.
Hai Phong Promptly Substantializes Tasks
To strictly implement the directives from the Central government, Vice Chairman Hoang Minh Cuong has assigned the Department of Foreign Affairs to lead and coordinate with relevant departments, sectors, and localities to develop a plan to supplement and adjust Plan No. 02/KH-UBND (dated January 12, 2026) of the City People's Committee. This adjustment must ensure that all tasks under Resolution No. 100/NQ-CP are fully updated, creating consistency and synchronization with the Government's Action Program. The city requires a clear assignment of leading and coordinating agencies based on their functions and tasks, as well as clear accountability for the heads of these agencies during implementation.
Focus on Digital Transformation and Security
A standout new feature of this implementation phase in Hai Phong is the emphasis on digital transformation. In the spirit of Resolution 100/NQ-CP, FNGO management needs to shift strongly toward a modern, professional direction by building interconnected data systems and applying information technology in managing activities and aid. Hai Phong aims to transition from a "pre-inspection" to a "post-inspection" method combined with increased inspection and supervision based on digital data.
Additionally, ensuring security in FNGO work is a top priority. The city requires the addition of content regarding management mechanisms, supervision, and measures to prevent and deter negative impacts, ensuring that FNGO activities do not harm national security. Raising security awareness among staff is a key task to firmly protect national sovereignty and interests.
Enhancing Capacity and Aid Mobilization Efficiency
Hai Phong has also identified capacity building for staff as a decisive factor. The city will promote training and fostering of foreign policy, aid mobilization skills, and national security knowledge for staff involved in FNGO work across all levels and sectors.
Regarding mobilization, the city will expand and develop relations with FNGOs based on harmonizing political and security requirements with development goals. Resources and knowledge from FNGOs will be directed toward priority areas such as digital transformation, green growth, and social welfare programs.
Determination to Complete on Schedule in Q2 2026
The City People's Committee requires the Department of Foreign Affairs and relevant units to complete the adjusted action plan within the second quarter of 2026 to report to the Government. Implementation results will be monitored and supervised regularly to ensure the Action Program is deployed synchronously, comprehensively, and effectively.
The resolute implementation of Resolution No. 100/NQ-CP in Hai Phong is not only a political task but also a commitment by the city to build a professional and transparent international cooperation environment, contributing to the maximum mobilization of resources for the sustainable development of the Port City during the 2026–2030 period.
