On April 13, 2026, the Standing Committee of the Hai Phong City Party Committee officially issued Plan No. 47-KH/TU to realize the contents signed in the Minutes of the 2026 Spring Meeting. This is an important document that not only concretizes the "both comrades and brothers" relationship but also shapes Hai Phong as a core hub in the economic, technological, and cultural exchange linkage chain with the Guangxi Zhuang Autonomous Region (China).

Strategic Vision: Building a "Community with a Shared Future"
Plan 47-KH/TU was developed on the basis of deeply grasping the common perceptions of the high-level leaders of the two Parties and the two States of Vietnam and China. The city's core objective is to closely follow the “16-word” motto and the “4-good” spirit, aiming toward the overall “6-more”goals in bilateral relations. The implementation of this plan is not limited to the bilateral scope between Hai Phong and Guangxi but also contributes to strengthening the cooperation mechanism between five northern provinces of Vietnam (Quang Ninh, Lang Son, Cao Bang, Tuyen Quang, Hai Phong) and the Chinese side.
Hai Phong has determined that local foreign affairs must be substantive and effective, avoiding mere formality while strictly complying with Central government directives and current legal regulations.
- Strengthening Political Pillars and Party Committee Exchanges
The top task identified by the Hai Phong City Party Committee is to maintain regular visits and contacts between high-level leaders. Through the Spring Meeting mechanism and the Joint Working Committee Conference, both sides will continuously exchange experiences in Party building, reform and opening up, and the construction of a socialist legal system.
The Department of Foreign Affairs is assigned to lead the advisory work for city leadership delegations visiting Guangxi and welcoming visiting delegations to Hai Phong in 2026. Additionally, advisory agencies of the City Party Committee, the People's Council, and the People's Committee will enhance connectivity through cooperation documents, official letters, and diplomatic correspondence with corresponding partners in Guangxi. The goal is to ensure smooth information flow and timely resolution of difficulties arising during practical cooperation.
- Technological Breakthrough: Artificial Intelligence (AI) as a New Spearhead
The most prominent highlight in the 2026 Plan is the strong focus on the high-tech sector. Hai Phong and Guangxi will coordinate to build the Vietnam-China Artificial Intelligence Application Cooperation Center. This is a symbolic project for the shift in the city's growth model. Specific tasks include:
- Human Resource Training Cooperation: The Department of Science and Technology, in coordination with the Department of Education and Training, will implement AI majors at universities.
- AI Application in Infrastructure: Enhancing AI in seaport logistics, cargo customs clearance, the digital economy, and cross-border e-commerce.
- Startups and Innovation: Hai Phong will send startup teams to participate in the 4th China-ASEAN Startup Competition and the “AI+” program in Guangxi.
Guangxi has also committed to supporting ASEAN scholarships starting from 2026 for Hai Phong students to study AI at their training institutions.
- Substantive Economic Cooperation and "Hard-Soft Connectivity"
To promote trade, Hai Phong prioritizes developing transport infrastructure and simplifying procedural processes.
Regarding "hard connectivity," the city is actively coordinating with Central ministries and sectors to accelerate the planning and construction of the Mong Cai – Ha Long – Hai Phong standard-gauge railway. This is the backbone corridor connecting the Gulf of Tonkin economic region.
Regarding "soft connectivity," Hai Phong is promoting the implementation of “Smart Customs”and regular information sharing on import-export activities. Notably, both sides and other localities within the cooperation framework are researching a mechanism for payment in local currencies and simplifying payment procedures to facilitate smooth cash transport for businesses and individuals.
The Hai Phong Economic Zone Authority, in coordination with the Department of Finance, will organize two-way investment promotion activities focusing on energy-saving industries, supporting industries, green technology, and advanced manufacturing.
- Humanistic Exchange and Preservation of Traditional Values
The relationship between Hai Phong and Guangxi is also linked by shared historical values. Plan 47 places special emphasis on preserving and promoting the value of “Red Relics” associated with President Ho Chi Minh in Guangxi and Hai Phong.
Symbolic youth exchange programs will continue to be organized, such as the “Red Journey of Research and Study” with the theme “Following in the Footsteps of Uncle Ho,” and the “Hand in Hand” children's friendship exchange program. Additionally, the city's press and media agencies will increase articles and reports on the traditional friendship between the two countries.
- Development of Tourism and Aviation Services
The tourism industry is expected to see new growth through the effective exploitation of the Nanning – Hai Phong flight route. The Department of Culture, Sports, and Tourism will coordinate with the Guangxi side to develop new tourism products, cross-border tourism brands, and organize art festivals, film exhibitions, and promotions of unique culinary heritage. Both sides will establish an information exchange mechanism to timely resolve tourist difficulties, protect legal rights, and monitor the joint tourism market.
- Smart Agriculture and Cross-Border Healthcare
In agriculture, Hai Phong aims to learn from Guangxi's green and smart agriculture models. Specific projects include building high-quality plant seed testing stations, digitizing agricultural supply chains, and coordinating the prevention of zoonotic diseases.
In healthcare, both sides will increase technical staff exchanges. Hai Phong will continue to send medical staff to Guangxi for short-term training, organize joint drills for emergency medical relief, and implement projects to treat thalassemia and cataracts. Both sides are also researching the construction of a smart warning platform for cross-border epidemic prevention.
Hai Phong – Destination for the "2027 Spring Meeting"
A key political task stated in Plan 47 is that Hai Phong City will host the 2027 Spring Meeting Program between the Party Secretaries of five Vietnamese provinces/cities and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region. The Department of Foreign Affairs, along with the City Party Committee Office and the City People's Committee Office, are assigned to develop detailed organizational plans starting in 2026 to ensure the event's success.

To realize this massive volume of work, the Standing Committee of the Hai Phong City Party Committee has assigned specific tasks to each Party unit, department, and locality.
- The Party Committee of the City People's Committee is responsible for leading and urging departments to implement specific economic and technical projects.
- The City Party Committee Office acts as the focal point for monitoring, synthesizing, and reporting on progress every six months.
- Departments and sectors will establish estimates and detailed plans based on their functions, ensuring each task has a specific output (such as a memorandum, training course, conference, or signed project).
