Hai Phong Department of Science and Technology: Strengthening International Cooperation in Artificial Intelligence

Following the directions of the Prime Minister and the City People's Committee to expedite the implementation of high-level foreign commitments and agreements, the Hai Phong Department of Science and Technology (DOST) has proactively advised and implemented numerous substantive activities, particularly in spearhead technology.

Recognizing science, technology, and innovation breakthroughs as key drivers for growth, the Department has focused on promoting cooperation with partners from the Guangxi Zhuang Autonomous Region, China.

  • Signing a Strategic Memorandum of Understanding: On September 18, 2025, within the framework of the CAEXPO Fair in Nanning, Hai Phong DOST officially signed a “Memorandum of Understanding on Deepening Cooperation in the Field of Artificial Intelligence” with the Nanning Municipal Data Bureau.
  • Comprehensive Cooperation Orientation: The MOU establishes a cooperation roadmap in several areas: enhancing AI platform capacity, applying AI to practical industries, cultivating talent for the digital era, and supporting businesses in market expansion.
  • Improving Staff Capacity: In 2025, the Department sent several groups of officials to participate in specialized AI training courses in Nanning, Guilin, and Liuzhou to acquire the latest management experiences and advanced techniques.

In addition to direct activities, Hai Phong DOST has consistently demonstrated responsibility in implementing cooperation documents between the City Party Committee and international partners.

  • With Yunnan (China) Partners: The Department organized broad dissemination and thorough grasp of Plan No. 360/KH-TU of the City Party Committee among all civil servants and public employees to ensure unity in awareness and implementation.
  • 2026 Spring Meeting: After participating in the Spring Meeting between leaders of five Vietnamese border provinces and Guangxi in February 2026, the DOST is urgently researching specific contents to realize the high-level leaders' common perception of innovation.

Adopting the Prime Minister's instructions in Notice No. 45/TB-VPCP, Hai Phong DOST is committed to implementing international agreements in the "6 Clears" spirit (clear people, clear work, clear time, clear responsibility, clear products, and clear authority). In the coming period, the Department will focus on high-feasibility projects, prioritizing green technology, high technology, and the digital economy to contribute directly to the city's double-digit growth goal. The effective implementation of international commitments not only enhances the internal capacity of the local science and technology sector but also affirms Hai Phong's position in the regional innovation value chain.
