Cooperation between Hai Phong city and Kagawa prefecture (Japan)

On August 2, 2022, the Department of Foreign Affairs held a meeting on the project "Promotion of eco-industrial parks toward carbon neutrality in Hai Phong". Representatives of the Institute of Global Environmental Strategy of Japan (IGES), Kitakyushu City Environment Bureau, Hai Phong Department of Natural Resources and Environment, Hai Phong Economic Zone Authority and companies in the field of waste treatment of the two cities attended the meeting.

At the meeting, Mr. Kohei Hibino - Program Manager of IGES introduced an overview of the project "Promotion of eco-industrial parks toward carbon neutrality in Hai Phong". On the framework of sister-city cooperation between Hai Phong and Kitakyushu, Kitakyushu and IGES submitted the project for the approval of Japanese Ministry of Environment to fulfill the commitment of Prime Minister Pham Minh Chinh at the 26th United Nations Climate Change Conference of Paris Agreement in order to achieve net-zero emissions by 2050, contribute to promote zero-emission industrial parks and being recognized as eco-industrial parks, create decarbonization domino and localize SDGs in industrial zones. Some proposed contents for the bilateral cooperation such as: developing 100% renewable energy in Cat Ba, developing Cat Hai Eco-town using 100% renewable energy and zero waste, Dinh Vu landfill solar mountain, energy-saving and high-efficiency equipment, etc… Based on the proposed contents, Kitakyushu city will conduct a feasibility study and survey of the project, of which the first study will be in Hai Phong from August 1 to 2, 2022 to study the feasibility to use material from liquid and solid waste recycling.

Mr. Mitsuhiro Kusano - Acting General Director of Daiseki Co., Ltd. introduced about the company’s activities in the field of energy recovery and utilization from liquid waste through the recycling of waste oil, waste water and sludge with CO2 reduction rate reaches more than 90% compared to incineration method). He also shared that the cement sector is the third-largest industrial energy consumer and the second-largest industrial CO2 emitted globally. Vietnam is also the largest exporter of cement in the world. Therefore, reducing CO2 emissions from cement plants have become extremely necessary. Daiseki Co., Ltd. has been cooperating with many partners to develop the technology of waste recycling as raw materials for cement plants. This technology can bring a lot of benefits to cement plants such as: reducing fossil fuel consumption, CO2 emissions, raw material costs and ensuring the stability of raw materials, etc.

The participants also discussed the current situation of waste treatment in Hai Phong and the potential for bilateral cooperation in this field. It is expected that after completing the research programs within the framework of the project in Hai Phong, Kitakyushu will complete a summary report on the results of the project surveys, assess the feasibility of possible cooperation and organize a workshop to report the results in Hai Phong city. Within the framework of the first survey, the Kitakyushu city delegation worked and visited Hai Phong Urban Environment Co., Ltd, Chinfon Cement Company and Dai Thang Company. /.
