Viet Nam in 2025 – Historical Achievements and Breakthrough Strategy for 2026

The year 2025 is assessed as an exceptionally important year with comprehensive and outstanding achievements, creating a solid foundation for the country to enter a new era. Under the decisive leadership of the Government and the Prime Minister, Vietnam has completed and exceeded all 15 out of 15 key socio-economic development targets for the year.

Vietnam's economy in 2025 achieved impressive figures, affirming its resilient internal strength:

  • GDP Growth: Estimated at 02%, making Vietnam the fastest-growing country in the ASEAN region and among the world's leaders.
  • Economic Scale: Reached approximately 514 billion USD, ranking 32nd in the world; per capita income reached 5,026 USD, officially making Vietnam an upper-middle-income country.
  • Import-Export and FDI: Total turnover reached a record milestone of 05 billion USD. Implemented FDI capital reached 27.62 billion USD, the highest level to date.
  • Financial Market: The Vietnamese stock market was officially upgraded from a frontier market to a secondary emerging market.

The year 2025 marked a major turning point in national governance through the streamlining of the apparatus and the operation of the 2-level local government model.

  • Streamlining the Government: The organizational structure was reduced to 14 Ministries and 03 ministerial-level agencies (a 22.7% reduction). Locally, more than 8,200 district-level specialized agencies were eliminated. Since July 1, 2025, 34 provinces and cities have officially operated stably under the 2-level local government model.
  • Administrative Reform: More than 3,200 business regulations and 97% of administrative procedures related to citizen documents were cut or simplified.

Infrastructure construction and people's welfare achieved miraculous results:

  • Transportation: Completed the technical opening of the entire North-South Expressway with a total length of 3,345km; finished phase 1 construction of Long Thanh International Airport.
  • Eradicating Temporary Housing: Vietnam completed the program to eliminate temporary and dilapidated houses with more than 334,000 homes, finishing 05 years and 04 months ahead of the set goal.
  • Social Housing: Completed more than 103,000 social housing units, reaching 103% of the annual plan.

Entering 2026 – the inaugural year of the 2026-2030 Five-Year Plan – the Government has defined its action motto as: “Discipline and responsibility; proactive efficiency; innovation; accelerated breakthrough; sustainable growth”. Key tasks include:

  1. Economic Growth: Determined to implement solutions to ensure double-digit growth rates for the 2026-2030 period.
  2. Strategic Infrastructure: Concentrating resources to build approximately 2,000 more km of expressways; accelerating the progress of the North-South high-speed railway and the Lao Cai - Hanoi - Hai Phong railway.
  3. Leading-edge Technology: Striving to commence a semiconductor chip production project; bringing Vietnam's Global Innovation Index (GII) into the top 4 ASEAN countries.
  4. Digital Transformation and Energy: Implementing frequency auctions for 5G/6G coverage; investing in nuclear power plants with new, safe technologies.
  5. Social Security: Striving to complete over 110,000 social housing units and building 248 multi-level ethnic boarding schools in border communes.

In Hai Phong City, Permanent Vice Chairman of the City People's Committee Le Anh Quan has directed departments and sectors to carefully study the 2026 directions for implementation, ensuring Hai Phong continues to be a leading growth pole for the country.
