US Fulbright Expert Visits Hai Phong to Enhance Nursing Training Capacity

The Hai Phong City People's Committee recently issued a document directing relevant departments to coordinate and facilitate a visit by an expert from the U.S. Fulbright Program to work in the locality this coming March.

Based on the proposal from Hai Duong Medical Technical University, the school will host and work with the expert from March 9, 2026, to April 19, 2026, to support faculty in enhancing their capacity for nursing program evaluation. This is a vital professional activity aimed at standardizing training processes and improving the quality of nursing graduates.

The Fulbright Program has assigned Dr. Elizabeth Babukutty Simon, an experienced expert and former Dean of the School of Nursing at Alliance University, to perform specific professional duties at the university. Key areas of support include:

  • Enhancing Evaluation Capacity: Supporting faculty in evaluating nursing programs and developing forms of assessment for nursing students' competency to ensure they meet outcome standards.
  • Improving Teaching and Assessment Methods: Organizing lectures and providing methodologies for theoretical, clinical, and practical assessment formats.
  • Developing Materials and Assessment Tools: Assisting faculty in building multiple-choice question banks and Objective Structured Clinical Examination (OSCE) exams for the Adult Nursing 1 module, as well as creating clinical evaluation checklists and rubrics.
  • Strategic Consulting: Advising faculty on the development and perfection of training programs.

Beyond professional support, the Fulbright Program directly ensures the economic conditions for the expert to work in Vietnam, including travel costs (round-trip airfare), expert remuneration, and health insurance. The contribution of the Fulbright Program goes beyond financial support; it focuses on knowledge transfer and standardizing nursing education evaluation according to international standards.

To ensure international cooperation activities proceed smoothly and in compliance with the law, Vice Chairman of the City People's Committee Vu Tien Phung provided specific instructions:

  • Department of Foreign Affairs: Leading the coordination with the Department of Health and City Police to guide the university in complying with regulations on managing foreigners working in the locality.
  • Department of Home Affairs: Guiding the university on management according to regulations regarding foreign workers in Vietnam.

The presence of a Fulbright expert in Hai Phong not only confirms the prestige of local medical training institutions but also demonstrates a proactive spirit in international integration and the modernization of the nursing sector in the Port City.
