(HPDT)- On the morning of December 6, Mr. Nguyen Hoa Binh, Politburo member, Secretary of the Central Party Committee, Chief Justice of the Supreme People's Court, Steering Committee member, Head of survey delegation of the Central Steering Committee on payroll management for the term 2021-2026 worked with the Standing Committee of Hai Phong Party Committee.

Attending the delegation were Mr. Nguyen Trong Thua, Deputy Minister of Home Affairs; leaders of the Supreme People's Court; Central Organization Committee, Ministry of Home Affairs.

Mr. Nguyen Hoa Binh, Politburo member, Secretary of the Central Party Committee, Chief Justice of the Supreme People's Court, member of the Central Steering Committee on payroll management for the term 2021-2026 spoke at the meeting with the Standing Committee of Hai Phong Party Committee.

Mr. Nguyen Hoa Binh, Politburo member, Secretary of the Central Party Committee, Chief Justice of the Supreme People's Court, member of the Central Steering Committee on payroll management for the term 2021-2026 spoke at the meeting with the Standing Committee of Hai Phong Party Committee.

At the meeting, Mr. Nguyen Hoa Binh, Chief Justice of the Supreme People's Court, emphasized some oriented contents. He said, in order to overcome the limitations of payroll work in recent years, according to the new Central Government regulations, the management and staffing decisions are directed by the Politburo. On staffing issues decisions, the Politburo established a Central Steering Committee on payroll management. The Steering Committee organized 7 working groups to survey payroll management at 30 ministries, branches, central and local units, including Hai Phong city.

Mr. Nguyen Hoa Binh stated that, in the past time, the Party Central Committee and the Politburo issued many directions and resolutions on management of the apparatus, improving leadership capacity, such as Resolution No. 18 on continuing to innovate, arrange the organizational apparatus of the political system, creating the effectiveness of political system; Resolution No. 19 on continuing to renovate the organizational and management system, improving the quality and operational efficiency of public non-business units; Resolution No. 39 on downsizing and restructuring the staff. Implementing the Resolutions of the Central Committee and the Politburo, restructuring of the apparatus, the downsizing of the staff has achieved some results.

The arrangement and improvement of the government apparatus effectiveness has been drastically implemented in most of Party organizations and localities; downsizing is also done very seriously. The downsizing of the payroll is an important step to improve the quality of the employees, and further strongly renew the salary regime and policy. According to the survey on delegation's plan, many experts worked directly with departments and branches, recorded many opinions and evaluations. At this meeting, the survey delegation continued to listen to the city's opinions on the results of payroll management in the period 2016-2021, difficulties and proposals in the next period.

Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee presented a payroll management implementation summary report in 2016-2021, proposed for the period 2022-2026.

Mr. Le Anh Quan, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the City People's Committee spoke at the meeting.

Speaking at the meeting, Mr. Nguyen Hoa Binh, Chief Justice of the Supreme People's Court highly appreciated the careful preparation and responsibility of Hai Phong Standing Committee, the Standing Board of Hai Phong Party Committee regarding the report content, data combination. Through the report and comments at the meeting, Mr. Nguyen Hoa Binh affirmed that Hai Phong has many bright spots in the Party's policy implementation on payroll management. The Standing Committee of the City Party Committee and specialized agencies have thoroughly grasped and seriously implemented the Party's resolutions on downsizing the staff and reorganizing the apparatus; promulgating implementation programs and plans, actively and extensively disseminate to cadres, party members and the people.

The Standing Board of Hai Phong Party Committee cares about leading, directing and has scientific adjustment in terms of organizational structure; strengthen inspection and examination of departments, divisions, branches and Party committees on the implementation of the Party's resolutions, and promptly remove obstacles in practice. During the implementation process, the Standing Board of Hai Phong Party Committee directed fiercely with high determination, initiative and creativity, there are many new points such as payroll management associated with administrative reform, promoting information technology application, apparatus arrangement; building a standards framework for cadres and officers... In terms of implementation results, Hai Phong has basically completed the targets of the Party's resolutions on downsizing employees; organizational arrangement.

In addition to the achieved results, Mr. Nguyen Hoa Binh stated that, in the implementation process, Hai Phong still has some limitations mentioned in the report and the Survey Delegation pointed out, such as the low quality of the downsizing, most of cases are due to age and health factors; the delay in implementing solutions according to the Party's Resolutions, especially in the autonomy mechanism implementation; the staff structure is sometimes not reasonable; the staff arrangement and apparatus organization after downsizing are still slow; there are some difficulties in payroll connect between the party and the government…

Mr. Nguyen Hoa Binh, Chief Justice of the Supreme People's Court, suggested that Hai Phong overcome the limitations, have more creative and dramatic approaches. The Standing Committee of Hai Phong Party Committee focuses on leading, directing and continuing to well implement the Party's resolutions on reorganizing the apparatus, downsizing the staff, but it is necessary to improve the quality of downsizing, "can not equate", downsizing according to the "address", close to reality... Downsizing must be associated with improving the staff quality, becoming more elite, more qualified, meeting the assigned task requirements; organizing the more effective and scientific apparatus. The staff reduction is associated with other activities such as application of information technology, administrative reform, model transformation, rearrangement function and tasks of agencies and units, etc., thereby creating more "zoom" to reduce downsizing.

Mr. Nguyen Hoa Binh, Chief Justice of the Supreme People's Court noted 5 issue groups and 17 contents proposed by the Standing Committee of Hai Phong Party Committee; requested the Standing Board of Hai Phong Party Committee to complete the report, provide more scientific and practical bases of some proposals and pilots, use as a basis for the Survey Delegation to summarize, report to the Politburo. Mr. Nguyen Hoa Binh believed Hai Phong will become a bright spot in terms of economic growth and disease prevention as well as will achieve higher results in staff downsizing, improve the leadership and management efficiency of state apparatus.

Speaking at the meeting, Secretary of Hai Phong Party Committee Tran Luu Quang sincerely thanked Mr. Nguyen Hoa Binh, Chief Justice of the Supreme People's Court and the Survey Delegation. This is an opportunity for the city to re-evaluate the achieved results as well as the limitation in downsizing and apparatus reorganization. The Standing Committee of Hai Phong Party Committee fully understood the direction of Mr. Nguyen Hoa Binh and the Survey Delegation, thereby continuing to lead and direct to overcome limitations, implement the Party's resolutions on staff downsizing, achieve high efficiency in apparatus organization

In the coming time, Hai Phong city will focus on many strong solutions, especially promoting digital transformation and administrative reform, the cadre evaluation will be more accurately and effectively; promoting the socialization of public services; encouraging self-control… Mr. Tran Luu Quang, Secretary of the City Party Committee shared, this is a difficult area with many obstacles, so the Central Government should have specific guidelines and mechanisms for the locality to proactively remove problems. At the same time, the Standing Committee of Hai Phong Party Committee hopes to receive the attention, direction of Mr. Nguyen Hoa Binh and the Survey Delegation so that Hai Phong city can do better in the staff management; the apparatus organization and arrangement is more and more brief.
