On the afternoon of September 29, Mr. Tran Luu Quang - Member of the Party Central Committee, Secretary of the City Party Committee, Head of Hai Phong National Assembly Deputies’ Delegation - hosted the meeting with the Party Executive Committee of Hai Phong Department of Customs. Mr. Nguyen Van Tung - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, Mr. Do Manh Hien - Standing Deputy Secretary of the City Party Committee, members of the Standing Committee of the City Party Committee including Mr. Pham Van Lap - Chairman of the City People's Council, Mr. Le Anh Quan - Standing Vice Chairman of the City People's Committee, Mr. Vu Thanh Chuong - Director of the Department of Police, Mr. Le Trung Kien - Head of Hai Phong Economic Zone Authority and leaders of relevant departments and agencies attended the meeting.
The Party Committee of Hai Phong Department of Customs is under the management of Hai Phong City Party Committee with a total of 714 members/937 civil servants and employees (accounting for 76.2%), joining 20 Party Cells and Committees; The Party Executive Committee consists of 21 members.

Over the years, the Party Committee of Hai Phong Department of Customs has comprehensively directed the functional duties of the Department. In which, process of building up the Party; political and ideological education; instruction, supervision and implementation of Party discipline; reform and modernization of the city’s customs and development of partnership between the Department of Customs and Businesses have been paying special attention in order to successfully implement the motto of the Department’s Party Congress for the term 2015 - 2020 and 2020 - 2025 "Reform - Discipline -" Professionalism"; build up its Party Committee to further develop strongly and comprehensively; raise its position and make an increasingly important contribution to the performance of political tasks, socio-economic development of the locality and Customs sector.
From the beginning of the 2020 - 2025 term until now, 30 new members have been admitted and 47 reserved members have been officially recognized by the Department’s Party Committee; the Department’s Party Committee also implemented personnel transfer among cells for 210 members within the Department and 18 members who had retired or changed jobs. The Department’s Party Committee has issued 2 Resolutions, 19 Plans, 3 Action Programs, 315 guideline documents to instruct the Party’s organization, propaganda, public mobilization, inspection, supervision and implementation of the Party’s discipline. The inspection, supervision and implementation of the Party’s discipline of the entire Party Committee and Cells for the term of 2020 – 2025 have seen positive changes and gradually put into order.

In the first year of implementing the Party's resolutions, the Party Committee of Hai Phong Department of Customs determined to focus on developing the partnership relation between the Department and businesses, drastically improving its management methods, applying Information technology in working management. Overcoming great difficulties due to COVID-19 pandemic, Hai Phong Department of Customs has put its constant efforts to achieve encouraging results in budget collection. Until almost the end of the third quarter, Hai Phong Department of Customs has collected more than 47,770 billion VND, Hai Phong area alone has collected more than 41,457 billion VND, reaching 83.8% compared to the assigned target of 49,500 billion VND. It also reached 81.6% of the target set by the City’s Council of 53,000 billion VND and increased more than 7,100 billion VND compared to the same period of 2020. With the above encouraging results, it is expected that the Department’s budget revenue can reach 61,000 billion VND by December 31st, in which Hai Phong area’s budget revenue is estimated to reach 53,500 billion VND.
At the meeting, Hai Phong Department of Customs proposed to the City Party Committee and People's Committee to (1) direct relevant agencies to assist the Department in completing procedures for the construction of the headquarters of Customs Branch for Hai Phong Port Area 1 Border Gate, ensuring to meet the requirements of the centralized clearance model and smart customs in the future; (2) direct the city's functional agencies to soon complete the relevant administrative procedures so as to soon start the warehouse’s construction to keep the violation material evidences and hand over them to Hai Phong Department of Customs; (3) direct relevant agencies to coordinate with the Department to look for solutions to support and resolve the problems and difficulties related to regulations on customs inspection and supervision conditions for export processing enterprises in the city. ...

Concluding the meeting, Mr. Tran Luu Quang agreed with the opinions of the delegates, recognized the clear innovations of Hai Phong Department of Customs in three aspects: innovation, discipline and professionalism, especially its mindset in considering businesses from the managed object into the companion. That mindset has not only promoted its professional results, but also made a strong contribution to the process of improving the city's business environment, enhancing competitiveness in the context of the pandemic, and creating maximum favorable conditions for the city’s enterprises, especially export processing enterprises. From the achieved results, the City Party Committee’s Secretary evaluated the Party Committee of Hai Phong Department of Customs as a stainless and strong Party Committee with regular, continuous and comprehensive innovation in its professional duties, especially in information technology, digital transformation application into its working.
In the coming time, he suggested that the Party Committee of Hai Phong Department of Customs needs to continue to pay attention to build up the Party. Regarding personnel arrangement, it is important to have proper evaluation on human resource’s planning and training in the future and pay attention to the young staff; renovate and arrange the organizational apparatus to be lean, effective and efficient to meet the demand of reform and modernization and assigned tasks; focus on inspection and supervision to promptly detect violations for reorganization; at the same time, implement propagandization and mobilization of the entire officers and staff to create solidarity, strictly abide the discipline and rules. He acknowledged the suggestions and recommendations of the Party Committee of Hai Phong Department of Customs and affirmed that the city leadership always welcome, listen to and share all opinions, recommendations, advice and suggestions from agencies at all levels. He believed that digital transformation and strong application of information technology will be the key for the development of Vietnam Customs in general and Hai Phong Customs in particular at present. He hoped that Hai Phong Department of Customs would continue to make efforts to effectively fulfill its tasks to significantly contribute to the dynamic image of Hai Phong in the new period.

Previously, Mr. Tran Luu Quang had visited Lach Huyen international gateway port to encourage the Customs’ officers and staff working in the area of Tan Cang Hai Phong International Container Terminal, HICT.
The delegation had directly observed Customs procedures and process of import and export goods inspection by container scanners of the Customs Control Team of the Department of Customs.
