The Municipal Party Standing Committee worked on plans to develop Hai Phong according to Resolution No.45-NQ/TW of the Politburo

On the afternoon of July 15th, the Standing Committee of Hai Phong Municipal Party Committee held a meeting to hear reports related to the establishment and operation of the steering committee on building specific mechanism and policy to develop Hai Phong according to Resolution No.45-NQ/TW of the Politburo.

Scientists and experts at the meeting affirmed Hai Phong’s economic and strategic geography, great potentials as well as special advantage to develop, its vital role in national and regional development strategy, especially in the context of global integration. Hai Phong is among the few localities where a specialized free trade zone can be established. Therefore, the Politburo issued 2 thematic resolutions with Hai Phong (Resolution No. 32 in 2003 and Resolution No. 45 in 2019). Experts also pointed out the weak points, "bottlenecks" in the city's development; international experience on applying outstanding policies and lessons for Hai Phong, following which the experts emphasized orientation, ground-breaking solutions in the fields of population-urban planning; economy; government-administration apparatus; urban budget-finance. Simultaneously, the city should change its approach and propose the Central Government to pilot new policies and institutions in line with the direction of autonomy in state management decisions and in business investment.

It was the experts’ opinion that Hai Phong should take the lead in terms of class structure and superior mechanism (modern, fast, above and beyond); pioneer integration to create conditions for the city to converge world power and successfully compete in the international area; link the Hanoi-Northeast Coast region, the Northern Key Economic Zone and the Southwest China...Regarding economic goals, Hai Phong needs to build into an industrial-high-tech center; International Logistics Center; with the leading enterprises being strong corporations and modern ones; building an innovation-start-up center. In terms of urban goals, the city should focus on building modern architectural planning; high-quality residential; urban areas with cultural identity and natural harmony; building an urban government institution with outstanding mechanisms, towards a smart city...

At the meeting, participants debated whether "renew" or "reuse and expand" should be used when proposing specific methods and policies for Hai Phong. It is said that in order for a breakthrough, a pilot system based on decentralization with new policies and institutions was required, resulting in significant development resources. For example, pilot procedures on seaports, free trade, logistics centers, tourism, investment, and so on should be implemented to promote the city's advantages.

The conference’s view

Concluding the conference, Mr. Tran Luu Quang, Member of Party Central Committee, Secretary of the Municipal Party Committee emphasized that in recent years, the city had obtained numerous achievements, maintaining a high growth rate of two digits, suitable for a specific mechanism construction. Overall, departments, agencies and localities were required to study and develop scheme on specific mechanisms and policies for Hai Phong with breakthrough solutions, closely following the orientation and direction of the Resolution No.45 issued by the Politburo to express Hai Phong's aspiration to rise.
