The Government Issues an Action Plan to Implement the 14th National Party Congress Resolution

On March 11, 2026, the Government issued Resolution No. 41/NQ-CP regarding the Action Plan to implement the Resolution of the 14th National Representative Congress of the Party. This is considered the Government's most important document of the current term, concretizing the Party's strategic lines and orientations into detailed tasks, indicators, and implementation roadmaps for every ministry, sector, and locality.

Strategic Vision and Ambitious Goals

The Government's Action Plan establishes a clear roadmap to lead the country strongly into a "New Era". The general objective is to maintain a peaceful and stable environment, achieve breakthroughs for sustainable development, and firmly protect the Fatherland. The Government has set two important milestones:

  • By 2030: Vietnam aims to become a developing country with modern industry and high middle income.
  • By 2045: To become a developed, high-income nation; a peaceful, independent, strong, prosperous, and happy Vietnam.

To achieve this vision, the Government requires all levels of authority to thoroughly grasp the action motto: “Solidarity, discipline - Democracy, innovation - Breakthrough, development - Near the people, for the people”.

System of Breakthrough Indicators for 2026–2030

Resolution 41/NQ-CP has established an ambitious system of quantitative indicators for the next 5-year period. These figures reflect the determination to transform Vietnam's growth model toward depth and sustainability:

  • On the Economy: The average GDP growth rate nationwide is to reach at least 10.0%/year.
  • Income and Digitalization: GDP per capita is to reach approximately 8,500 USD by 2030, and the digital economy's share of GDP must reach 30%.

Ten Key Task Groups: Levers for Development

To successfully implement the goals, the Government established 10 main task groups throughout all sectors.

  1. Perfecting institutions and releasing resources This is the top priority task to remove legal bottlenecks. The Government will review and amend the legal system regarding business investment, trade, intellectual property, and land. The goal is to bring Vietnam's investment environment into the top 3 ASEAN leaders by 2028. New economic models like the digital economy, green economy, circular economy, and night-time economy will be strongly institutionalized.
  2. Restructuring the economy associated with growth model innovation The Government will focus on promoting industrialization and modernization based on science and technology. Spearhead industries such as semiconductors, AI, robotics, renewable energy, and biotechnology will be prioritized for development to participate deeper in global value chains.
  3. Developing high-quality human resources and modern education The Government will implement universal preschool education for children aged 3 to 5 and roll out a roadmap to make English a second language in schools. STEAM educational methods and AI applications in education will also be emphasized.
  4. Developing culture, society, and social justice Economic development will be closely linked with cultural development. The healthcare system will be developed toward fairness and quality; by 2030, people will be exempt from basic hospital fees within the scope of health insurance benefits following a roadmap.
  5. Managing resources, the environment, and responding to climate change The Government commits to decisively handling environmental pollution in river basins and major cities like Hanoi and Ho Chi Minh City. Efforts will also focus on ensuring water security and the safety of dams and reservoirs.
  6. Building a socialist rule-of-law State This involves promoting a government of integrity, action, and serving the people. The Government will resolutely and persistently fight against corruption, waste, and negativity while strongly implementing decentralization alongside enhancing accountability.

Determination for Implementation and Monitoring Mechanisms

To bring the Resolution to life, Ministers, Heads of ministerial-level agencies, and Chairmen of Provincial/City People's Committees must directly direct and build specific action programs for their units in the first quarter of 2026.

The Ministry of Finance is tasked with leading and coordinating to monitor and urge the Resolution's progress, reporting annually to the Government. Resolution No. 41/NQ-CP serves as the Government's commitment to action before the Party and the People to lead the Vietnamese nation firmly into the new era.
