On the morning of July 26, 2024, Mr. Le Tien Chau, member of the Central Party Committee, Secretary of Hai Phong’s Party Committee, and Head of the Hai Phong National Assembly Delegation, visited several businesses and worked with the Tham Viet Investment Co., Ltd. (the investor of An Duong Industrial Park). Accompanying him were various officials, including Major General Vu Thanh Chuong, Director of Hai Phong City Police; Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board; Mr. Le Tri Vu, Head of the Hai Phong Party Organization Department; Mr. Hoang Minh Cuong, Vice Chairman of the Hai Phong People's Committee; and leaders from the Hai Phong Party’s Propaganda, Mobilization, and Economic Departments.
Mr. Le Tien Chau and the delegation visited the construction site of Starvision Vietnam Technology Co., Ltd. within An Duong Industrial Park. This project, with an investment of 8 million USD, will produce security surveillance devices, with an expected capacity of 3-4 million products annually. The plant is set to begin operations in March 2025. During the visit, the delegation received a briefing on the project, offered gifts to workers on-site, and encouraged the company to accelerate construction, ensuring that the factory starts on time. The Secretary emphasized adherence to Vietnamese laws regarding investment, construction, labor safety, and workers’ welfare.
At Horn Vietnam Co., Ltd., a company specializing in the manufacturing and assembly of headphones and related components, Mr. Le Tien Chau praised the company for maintaining stable and efficient production, providing steady jobs and income averaging over 11 million VND per worker per month for its 1,500 employees. Notably, Horn Vietnam was the first company in An Duong Industrial Park to establish a Party cell with 13 members and a trade union, and it plans to set up a youth organization soon. The Secretary encouraged the company to continue fostering strong organizational structures and ensuring the well-being of its workers.
According to Tham Viet Investment Co., Ltd., An Duong Industrial Park is currently 86% occupied, with 39 foreign-invested projects from China, Hong Kong, Singapore, and other countries, totaling 981 million USD in investment. These projects span industries such as engine and motor manufacturing, electronics for the automotive industry, and consumer goods. The park currently employs 16,773 workers, including 665 foreign nationals. The company also suggested that the city leadership focus on upgrading drainage systems and adding additional stormwater exits to address seasonal flooding in the area.
Mr. Le Tien Chau acknowledged the significant contributions made by businesses within An Duong Industrial Park to Hai Phong’s economy, highlighting the role of foreign investment in strengthening the economic ties between Hai Phong, Vietnam, and China. He also pointed to Hai Phong’s upcoming development projects, including the Southern Coastal Economic Zone, new industrial parks, and the proposal to establish a Free Trade Zone, which offers numerous attractive incentives for future investors.
The Secretary expressed his hope that Tham Viet and other enterprises would continue to expand their investments in Hai Phong, with an emphasis on collaboration with local businesses to develop supporting industries. He also encouraged the companies to prioritize compliance with legal regulations and to ensure the welfare of their workers, both materially and socially.
In closing, Mr. Le Tien Chau announced plans for a business delegation visit to China from August 4-10, 2024, with stops including Shenzhen. He urged Tham Viet and other enterprises to help facilitate investment and collaboration between Chinese businesses and Hai Phong. Addressing the companies’ concerns, Mr. Le Tien Chau reassured them that the city government would provide full support and work closely to resolve any issues, adhering to the principle that “the success of businesses is the success of the city.”
