(Haiphong.gov.vn) – On the afternoon of March 09, the City Police Department organized a seminar themed “Research on practical issues for law construction in the following subjects: in Law on security forces at grassroot level, Law on road traffic order and safety, and Law on amending and supplementing articles of Law on People’s Public Security”, co-chaired by Mr. Pham Van Lap, Chairman of the City People’s Council and Major General Vu Thanh Chuong, Director of the City Police Department. The event was attended by Mr. Le Khac Nam, Vice Chairman of the City People’s Committee; Mr. La Thanh Tan, Deputy Head of Hai Phong’s Delegation of the National Assembly Deputies; Colonel Nguyen Minh Quang, Chief Commander of the City Military Command, and leaders of relevant Departments and agencies of the city.

To strengthen the People’s Police’s role, functions, and duties and those of the security forces in order and security protection, Ministry of Public Security was assigned by the Central Government to build 03 law projects including Law on security forces at grassroot levels; Law on roads traffic order and security protection and Law on amending and supplementing a number of articles in the Law on People’s Public Security, which were expected to contributingto institutionalizing the Party’s viewpoints and policies in terms of order and security protection and building a regular, elite and modern People’s Public Security force.
Giving speech at the seminar, Chairman of the City People’s Council Pham Van Lap emphasized that those law projects had been identified as an important task that needed participation of departments and organizations in the political system to reach concensus about the significance of those law projects in order and security protection, simultaneously to strengthen and develop the city police forces’ role in effectively fighting and preventing threats to the national security, social order and safety.

At the seminar, Major General Vu Thanh Chuong, Director of the City Police Department mentioned the purpose of the seminar, which was to collect opinion of participants from relevant units in order to clarify practical and academic evidences for the law construction. Accordingly, Mr Chuong requested discussion about the following key topics: The laws’ necessity and significance; Practical difficulties, basing on which proposing suggestions in the law construction.
