Report on the building of Party and political system, mobilizing the people in 2021, Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee stated: In 2021, the building of the Party and political system, mobilizing people have been implemented comprehensively and synchronously with high determination, achieved many innovations and important results. The consolidation, addition, mobilization and rotation of key cadres at all levels have been carried out methodically, in the right process and regulations. The work of rotation and mobilization of young cadres to the locality was initially implemented, ensuring publicity, democracy, and reached a high consensus.
In 2021, the City Party Committee estimated to admit 3,186 party members, contributing to fulfilling the target of party member development for the 2020-2025 term; for the implementation of Resolution No. 28-NQ/TU of the Standing Board of the City Party Committee: establish 44/41 Party organizations, reaching 107% of the plan; admit 448/350 party members, reaching 128% of the plan.
The election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term was well prepared and successfully organized. Party committees at all levels have many practical solutions in preventing and repelling recession. The work of inspection, supervision and Party discipline have been strengthened. Internal affairs have many changes. The movement "Skillful mobilization" in mobilization work continued to have many innovations in depth; activities of the Fatherland Front and socio-political organizations promote efficiency.
The standing Deputy Secretary of the City Party Committee emphasized that the comprehensive results achieved in 2021 have made an important contribution to improving the leadership capacity of the Party organization, the executive capacity and operational efficiency of the agencies and organizations in Hai Phong city political system at all levels. The Party Committee at all levels have highly promoted their comprehensive leadership role in the political task implementation of the Party Committee. People are excited and believe in the leadership of the Party, the City Party Committee, district committees, the city government, becoming an important endogenous force, having a key meaning to the city’s development.

Report on the results of socio-economic tasks in 2021, Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee stated that in the complicated context of the Covid-19 epidemic, the city has strongly directed, effectively implementing the "dual goal", both preventing, controlling the epidemic, protecting the people's health and promoting socio-economic development. The city has continued to have higher growth compared to the average rate of the whole country and other localities. The city's GRDP was estimated to increase by 12.38%; State budget revenue was estimated at 90 billion VND, (equivalent to 117.2% of the assigned budget by the Central Government, equivalent to 101% of the assigned budget by the City People's Council). Many major works and important projects in the fields of transport and urban areas have been carried out and inaugurated, contributing to raise the status and paving the way for socio-economic development of the city.

The fields of culture, society and environment has continued to be interested; social security has been ensured; political and social have been stable; national defense and security as well as social safety order has been maintained.
Contribute to the successful implementation of the 16th Hai Phong Party Congress Resolution, especially the successful implementation of breakthrough solutions on construction, development, modernization of Hai Phong urban area, tasks and solutions on rural transport infrastructure development associated with the implementation of model new rural construction, strong digital transformation in the city, the theme for 2022 is: "Promoting urban embellishment and modernization - Building a model new rural - Implementing digital transformation".
At the Conference, delegates discussed, analyzed and clarified the achieved results as well as pointed out the shortcomings and limitations in 2021; at the same time, gave additional comments on specific targets, tasks and key solutions in 2022.
Conclusion speech by Mr. Tran Luu Quang, Secretary of the City Party Committee
Through reports and opinions expressed by the delegates at the conference, Mr. Tran Luu Quang, Secretary of the City Party Committee made a conclusion speech, highly appreciated Hai Phong's achievements in 2021. The work of Party building was implemented synchronously, comprehensively and met the set requirements. The city has given a priority in changing leadership positions at a number of agencies and units, along with the implementation of Conclusion No. 09 to bring young cadres to the grassroots, combined with initial rotation, has achieved some positive signs. Up to now, the management framework, working regulations of the Executive Committee as well as regulations on management decentralization for the grass roots have been basically formed, but it is still controlled by the city. Successfully held the election of deputies to the 15th National Assembly and the election of People's Council at all levels for the 2021-2026 term. The city has promoted its advantages in infrastructure development, industry, logistics, site clearance... creating a premise for development; step by step handle the backlog to implement the projects in the coming time.
Secretary of the City Party Committee pointed out the limitations in the report and stated that in the coming time, there will be many difficulties and challenges, especially in the complicated situation of the epidemic, public investment resource is still limited, so it is necessary to mobilize non-budget resources, to further change the business investment environment, create space policy mechanism, and the staff must try their best as well as put more effort in management work.
Regarding the tasks in 2022 and the next time, Mr. Tran Luu Quang stated clearly that: continue to synchronize all aspects from inspection, supervision, propaganda and mobilization of the people, deploy the cadre work; develop and organize the implementation of the Action Program according to Resolution 03 of the Standing Board of the City Party Committee on digital transformation; synchronous infrastructure construction in the development of Hai Phong city pay attention to logistics, industry, new rural construction; planning work; work of site clearance and resettlement; pay attention to environmental protection, waste treatment, especially in rural areas; interested in small and medium businesses...Along with economic development, take care of the synchronous, sustainable development of culture, education and tourism; implement special policies and mechanisms approved by the National Assembly for the development of Hai Phong city...
