The 5th session (thematic session) of the 16th City People's Council term 2021-2026 has been organized with great success

(Haiphong.gov.vn) - After one day of active and urgent working, with the high sense of responsibility in front of the Party Committee, authority and people of the City, the City had accomplished the 5th session (thematic session) of the 16th City People's Council term 2021-2026, in which 19 important resolutions had been approved, including:

1. To reduce the 2021 public investment; extend the implementation and disbursement of the city's public investment from 2021 to 2022.
2. To supplement the city's medium-term public investment plan in the period of 2021 - 2025 and adjust the city's 2022 public investment plan.
3. To approve the contents of adjustments to Hai Phong City master plan to 2040 with a vision to 2050.
4. To approve the construction project of social housing providing accommodation for households living in old apartment buildings in the city.
5. To provide financial support to develop Hai Phong Football in the period of 2022 - 2026.
6. To approve the construction program of parks, flower gardens and trees in districts in the period of 2021 - 2025.
7. To approve the investment policy of the construction project of the extension of Do Muoi road to VSIP main road and developing urban areas in adjacent areas.
8. To approve the investment policy of the construction project of the 7-storey patient treatment building at Kien An Hospital.
9. To approve the investment policy of the construction project of environmental monitoring for data and installing automatic environmental monitoring stations, phase 1.
10. To approve the investment policy of the project on Thien Van mountain landslide prevention at Kien An District, phase 1.
11. To approve the investment policy of the construction project of technical infrastructure at Phuong Ke resettlement area at Dong Hoa Ward, Kien An District.

12 To approve the investment policy of the construction project of Cat Hai Island resettlement area in Nghia Lo Commune and the road connecting the resettlement area with Tan Vu - Lach Huyen road.

13. To approve the investment policy of the construction and upgrade project of the social welfare establishments in Hai Phong City.
14. To adjust the investment policy of the construction project of a green park at the southern intersection of Binh bridge.
15. To adjust investment policy of the upgrade project of National Highway No.10, the section from Da Bac bridge to Kien bridge.
16. To adjust the investment policy of the construction project of the city's politic - administration center, the synchronous technical infrastructure system in the northern urban area of Cam River.
17. To adjust the investment policy of the construction project of the city’s performance - convention center and synchronous technical infrastructure system in the northern urban area of Cam River.
18. To adjust the investment policy of the construction and renovation project sof road No.359, the section from Thuy Trieu Commune to the route of Ben Rung urban and industrial area, Thuy Nguyen District.
19. To supplement the list of projects using rice land, protection forest and special-use forest land; projects with land recovery; state budget capital levels expected to be allocated for compensation and site clearance in the city area in 2022.

In his closing speech, Mr. Pham Van Lap, Chairman of the City People’s Council suggested the City People's Committee of all levels, branches, localities and units expeditiously and immediately implement resolutions in accordance with the spirit of the session, which is to "solve urgent and imperative problems"; continue to closely follow the targets and tasks of socio-economic development, defense and security in 2022; highly focus on site clearance, state budget revenue and non-state budget attraction, speeding up the construction progress of key programs and projects. Along with that, he urged the city’s authority to strengthen the management capacity, improve the efficiency of using public investment capital; only allocate capital for projects with high feasibility in terms of site clearance and disbursement progress; reduce the situation of adjusting projects too much. For new and difficult programs and projects, it was necessary to carry out both implementation and review simultaneously to learn experience in order to minimize the problems in practical performance./.
