(HPDT)- On the morning of October 11, as a part of the working program of 2021, the City Party Committee’s Standing Board convened the 5th Conference of the City Party Committee to review reports and discuss a number of contents in accordance with the working regulations. Mr. Tran Luu Quang, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the City National Assembly Delegation chaired the Conference.
The Conference was attened by Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee; Members of the City Party Committee’s Standing Board, Members of the City Party Committee; Secretaries of Party committees under the City Party Committee; Leaders of the city departments and agencies.
Mr. Pham Hung Hung, Chief of Office of the City Party Committee introduced the delegates and working program.
Ahead of the conference program, Mr. Dao Trong Duc, Member of the City Party Committee’s Standing Board, Head of the City Organization Commissionannounced the decision of the Central Organization Commission to award medals for the cause of Party building to 25 officials Hai Phong City Party Committee. At the conference, Mr. Tran Luu Quang, Secretary of the City Party Committee awarded medals, Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee presented flowers to the City’s Leaders, Members of the City Party Committee’s Standing Board, Members of the City Party Committee with positive contributions to the organization and building of the Party.

Addressing the conference, Secretary Tran Luu Quang emphasized: The 5th Conference of the City Party Committee focused on discussing and reviewing the implementation of 2021 9-month tasks and the key tasks of the last 3 months of 2021; approving the working regulation of the 16th City Party Committee in 2020-2025 tenure. The Conference also reviewed reports and directed the implementation in a number of other important issues.

At the conference, Standing Deputy Secretary of the City Party Committee Mr. Do Manh Hien presented report of the City Party Committee on the 9-month performance of 2021. In particular, in the past 9 months, the City has continued to highly focus on and drastically implement measures to control the pandemic, prevent it from spreading in community, and speed up the vaccination against COVID-19 for the local dwellers. The city's economy continued to enjoy growth with the growth rate higher than that of national average; commencing and inaugurating a number of major works and projects in the fields of transportation and urban areas, contributing to raising the city's position and creating favorable conditions for the city’s socio-economic development in many fields. The sectors of culture, society and environment received continual attention; social security has been ensured, especially the organization of visiting and giving gifts to policy families and people with meritorious services to the revolution. Political and social activities have been stabilized, national defense and security as well as social safety order has been maintained. The City authorities keeps having people’s trust, concensus and support .

However, COVID-19 epidemic has greatly affected people's lives ,production and business, especially the service and tourism fields; some sectors of the City grew more slowly than the same period last year. The progress of site clearance and construction of some projects called for investment by the City was still slow in implementation. The disbursement rate of public investment capital in some localities and sectors was still low, and behind the plan. The building of the Party and political system as well as mass mobilization work still have many issues that need more drastic and responsible direction; some contents of 2021 working program have not been implemented on schedule.
Regarding the key tasks of the last 3 months of the year, on the building of the Party, it is necessary to continue to grasp thoroughly and deploy effectively the Action Plan of the City Party Committee on implementing Resolution of the 13th National Party Congress, Resolution of the 16th City Party Congress; continue to arrange and consolidate personel organization in association with implementing Conclusion No. 09 of the City Party Committee’s Standing Board; continue to carry out and complete the inspection, supervision of the Party discipline in line with current regulations; direct and urge the inspection and evaluation of implementing targets on mass mobilization; focus on ensuring policy schemes for employees... As for socio-economic development, national defense and security, the city has to highly concentrate on leading, directing to implement effectively the “dual goals”, the city's annual theme, as well as speed up the progress of projects, and complete the pilot building of new exemplary rural area in 8 communes; highly focus on attracting investment, strengthen the discipline of budget revenue and expenditure; drastically remove obstacles and difficulties to accelerate the implementation and disbursement of public investment capital; gradually recover and develop tourism sector in accordance with the situation of COVID-19 epidemic; continue to promote administrative reform…
On behalf of Party Committee of the City People's Committee, Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee made an additional report, pointing out the results as well as limitations and key tasks for the last 3 months of 2021 in the prevention and control of COVID-19 epidemic; the disbursement of public investment capital; domestic budget revenue; digital transformation; the contents to be submitted at the City People’s Council last year-end session; the implementation of parks construction; the tasks in national defense - security, social order and safety, and handling problematic issues....

Conclusing the conference, on behalf of the City Party Committee’s Standing Board, Secretary Tran Luu Quang agreed with the contents of report and acknowledged the speech of delegates at the conference. Looking back the nine months of 2021, the Party building was carried out synchronously in all areas, gradually overcoming the limitations and problems that had been pointed out by the central inspection delegation. Besides, the planning, consolidating, and arranging officials were carried out in a centralized manner. The city's leader apparatus was arranged more effectively, creating favorable conditions for official development, with a stronger, more determined and united cadres. Thanks to the effective epidemic prevention and control, in the past 9 months, the city's economic growth rate has reached high level across thecountry, making a positive contribution to the national growth, attracting investment of more than 2.9 billion USD.

Mr. Tran Luu Quang also emphasized some limitations such as lack of synchronization, uniformity, activeness in working performance, effectiveness in mindset innovation. According to Resolution No. 45 of the Politburo, Resolution No.16 of the City Party Committee, the given tasks are still very massive. Therefore, in order to fulfill the set targets and plans, the City must control and prevent the COVID-19 epidemic at all costs, thereby maintaining growth rate in the last months of the year. Simultaneously, it was necessary to strengthen inspection, supervision, timely detect and prevent possible errors and violations, tightening the prevention and fight against corruption and waste . Localities and sectors focused on handling shortcomings, letting no complex complaints to exist; pay attention to solving environmental problems, waste treatment and drainage; speed up the renovation of old apartments.

The Standing Board of the City Party Committee will issue its own resolution and prioritize resources to implement digital transformation. The conference agreed with the Party Committee of the City People's Committee’s proposal on adjusting the land use purpose at No. 2/258 Da Nang Street to expand Thai Phien High School. For localities having agricultural land, a number of mechanisms as investment in building a new exemplary rural area will be applied. For sectors and localities that have not yet disbursed well, it is necessary to calculate and consider reducing the budget allocation for next year. The results of budget revenue collection will be among the criterias to assess the responsibilities and capacity of officials, especially the heads of Party committees and authorities./.
