On the morning of July 1st, Mr. Tran Luu Quang, Member of the Party Central Committee, Secretary of the City Party Committee hosted the 4th conference of the City Party Committee to review the implementation of the first-6-month tasks of 2021 and set key tasks for the last 6 months of 2021.

Speaking at the opening of the conference, Mr. Tran Luu Quang - Secretary of the City Party Committee emphasized that: The first 6 months of 2021 witnessed the change of key leaders. The complicated development of COVID-19 situation has been affecting many fields of socio-economic life. However, with the efforts of the City Party Committee, the Government and the people, the city gained important and stable achievements, thus maintaining the growth rate, create a premise complete the set targets in the last 6 months.
The 4th Conference with innovations and high responsibilities set forth 4 important contents: Reviewing the implementation of the first-6-month tasks and setting forth key tasks for the last 6 months of 2021; Electing additional members of the 16th City Party Committee’s Inspection Commission; Approving the working regulations of the 16th Party Committee's Inspection Commission and the 16th Party Committee's inspection and supervision program; Approving the Action Plan of the City Party Committee to implement the 13th Party Congress’s Regulation.

The city's gross regional domestic product (GRDP) is estimated to increase by 13.52%
At the conference, Mr Do Manh Hien - Standing Deputy Secretary of the City Party Committee presented the report on the first-6-month results. It is stated clearly that the City Party Committee, Standing Committee of the City Party Committee and Party’s committees at all levels have been focusing on leading and directing the building of the Party and political system and mobilizing the people to achieve positive results. In which, the leadership has met the demand of focusing on urgent, important tasks and key areas, promptly supplementing the contents under the direction of the Central Committee and those arising from practice. The City Party Committee has directed seriously and effectively the research, study, mastery and propagation of the 13th Party Congress’s Resolution; continued to carry out the "dual task" in association with implementating the year's theme "Promoting urban embellishment and modernization - Building a new exemplary rural area"; focused on directing the successful organization of the election of deputies to the 15th National Assembly and all-levels People's Councils for the period of 2021-2026 while ensuring the democracy, lawfulness, high results and deserving to be the people’s festival. The personnel planning and arrangement has been concerned by the City Party Committee and Party committees at all levels including arranging officials under the management of the Standing Committee of the City Party Committee, strengthening, rotating and mobilizing leaders and managers especially the young one of departments, agencies and localities in association with implementating the Conclusion No.9 of the Standing Committee of the City Party Committee.
In the midst of complicated situation of COVID-19 pandemic, the city has highly concentrated and drastically implemented measures to prevent the spread of the pandemic, conducted vaccination against COVID-19 for the citizens; leading and directing the implementation of socio-economic development solutions, the city has continued to have higher grow compared to the average rate of the whole country and other localities. The city started constructing a number of major works and projects in the fields of transportation and urban areas, thus contributing to empower the city and pave the way for its socio-economic development.
Specifically, in the first 6 months of the year, the city's GRDP was estimated to increase by 13.52%; the index of industrial production (IIP) was estimated to increase by 20.5%; State budget revenue was estimated at more than 45,600 billion VND, which was increased by 26.3% (equivalent to 51.2% of the assigned budget by the City People's Council), in which domestic revenue was estimated at nearly 16,567 billion VND, increased by 38.85%; export turnover was estimated at 11.74 billion USD, increased by 31.3%; cargo volume through port was estimated at 70.15 million tons, increased by 14.7%; FDI attraction was estimated at nearly 1.433 billion USD, which was 3.3 times higher than the same period last year… The fields of culture, society and environment has continued to be interested; social security has been ensured; political and social have been stable; national defense and security as well as social safety order has been maintained.

Drastically perform the “dual task", purchase and vaccination for the population as soon as possible
Mr Do Manh Hien stated that the key tasks for the last 6 months of the year are: building of the Party and political system; mobilizing the people, Party committees at all levels, departments, agencies of the city to focus on grasping thoroughly and implementing the Action Plan of the City Party Committee on performing the Resolution of the 13th Party Congress in association with continuing to conducting the Action Program No 02 of the City Party Committee on implementing the Resolution of the 16th City Party’s Congress; reviewing 5 years implementing Directive No. 05 of the Politburo in association with organizing activities to celebrate the 75th anniversary of President Ho Chi Minh's return from France to the country and his first visit to Hai Phong (20/10/1946 – 20/10/2021); continuing to arranging and consolidating of human resources; continuing to making the organizational structure to be lean, effective and highly efficient; directing and urging the inspection and evaluation of the target “100% communes and wards build the model of "clever mass mobilization" to build a new exemplary rural area, embellish the urban area, and construct each ward a park, ect…
Regarding socio-economic development, national defense and security, as well as foreign affairs, the Standing Committee of the City Party Committee and Party Committees at all levels have highly concentrated to continue to perform effectively the "dual tasks"; implement the purchase and vaccination of COVID-19 vaccines for the population as soon as possible; in the short term, give priority to vaccinate workers in industrial zones. It is also necessary to focus on implementing the city's annual theme; continue to carry out urban embellishment and modernization projects such as undergrounding the electrical wiring and telecommunications cables in association with improving central route’s pavement; constructing Van My apartment; construct resettlement areas for site clearance of the large projects; support for new house construction and house repairing for families under preferential treatment policy, people with meritorious services and poor households; promptly complete the construction of new exemplary rural area as targeted in plans and programs. It is essential to continuously focus on leading and directing investment attraction, strengthening the discipline of budget revenue and expenditure, ensuring to complete and exceed the assigned budgeting by the City People's Council, accelerating the disbursement of public investment capital. Moreover, it is important to promptly review and solve problems regarding site clearance, remove obstacles and difficulties, speed up the implementation of tourism development projects, take drastic measures to limit traffic accidents, well implement programs on developing culture, sports, health, education to ensure social security and improve people living standards...
Mr. Nguyen Van Tung - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee representing the Party Committee of the City People’s Committee made an additional report stating the achievements and limitations of the first-6-month tasks and set key tasks for the last 6 months of 2021. First of all, the city has to strictly follow the direction of the Government and Prime Minister, National Steering Committee for COVID-19 prevention and control in actively implementing solutions to control and prevent the pandemic; strongly and drastically implement the COVID-19 vaccination to the population; proactively develop scenarios to respond to the pandemic in industrial parks and economic zones, etc. The city also needs to drastically speed up the implementation and disbursement of public investment capital, focusing on site clearance and solutions to remove difficulties and obstacles in major and key projects of the city. It is essential to pay great attention to create resources for development, in which speeding up the expansion of Trang Due Industrial Park phase 3; complete the procedures for the establishment and construction of technical infrastructure for industrial clusters in the districts of Kien Thuy, Vinh Bao, Tien Lang and An Lao. It is necessary to continue to review and implement drastic solutions for budget revenue to complete and exceed the assigned target by the City Council. Regarding the annual theme’s implementation, it is urgent to complete the project of building parks in the period of 2021-2025 for the approval of the City People’s Council; prepare for the start of Van My apartment construction in the 4th quarter of 2021; complete the work construction in 7 pilot communes of new exemplary rural area before 30/9/2021 and continue to apply this model to 14 communes in 2021; complete the project on building new exemplary rural area for the period 2021-2025 for the approval of the City People’s Council…

More drastic and responsible to accomplish the set goals
Speaking at the conference conclusion, Secretary of the City Party Committee Tran Luu Quang stated: The 4th conference of the City Party Committee was a successfully organized with the exchange of valid opinions and specific responsibilities. Looking back at the first 6 months of 2021, the Party construction had got synchronous leadership and direction, thus creating an exciting atmosphere and confidence among the entire Party’s Committee, officials and people. Personnel arrangement has strongly changed with drastical implemention of the City Party Committee’s Conclusion No 09 on strengthening the selection of young officials to hold leadership positions in districts; arranging and rotating officials among localities, departments and agencies. The mass mobilization has gained remarkable results, creating a high consensus of the people to the Party and Government, especially in the fields of site clearance, law observance and security and order maintenance. The inspection, supervision and internal affairs have had positive changes, contributing to gradually overcome the pending cases. The city has carefully prepared and successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the period of 2021-2026. In particular, the city's socio-economic growth continues have a positive growth, with an estimated GRDP of 13.52%, which is 3 times higher than the national average rate and being one of the few localities with a growth rate of 2 numbers, especially in the midst of complicated COVID-19 situation with confirmed cases recognized in the city.

Secretary of the City Party Committee Tran Luu Quang affirmed that this was a remarkable result. There were three reasons for Hai Phong to achieve such a high growth rate: Firstly, the index of industrial production (IIP) continued to rise; secondly, public investment had been promoted, being one of the localities with the highest disbursement rate in the country, in which the budget for site clearance was large; Thirdly, port services of Hai Phong has met the demand of the whole region with budget revenue of more than 45,660 billion VND.
However, some limitations were pointed out such as: There is a certain confusion in personnel arrangement caused by a lack of human resources. Some other aspects such as propaganda, mass mobilization, inspection and supervision, etc… need more drastic and responsible direction and guidance. Regarding socio-economic development, tourism and service sectors had not been given due attention; the implementation of some projects including site clearance had been slowly carried out; traffic accidents had been increased.
Regarding the last-6-month tasks, Mr. Tran Luu Quang stated clearly that: In the coming time, many difficulties especially the impact of the unpredictable COVID-19 epidemic will require the City Party Committee, Party’s committees at all levels, Party’s organization as well as each officials and Party’s to be more decisive and responsible to overcome the limitations and promote the advantages to accomplish the set goals. Moreover, this is the first year of a new term, also means that more positive results need to be achieved to create momentum and excitement for the whole term. First of all, regarding Party’s construction, it is necessary to focus on strengthening the personnel arrangement to ensure democracy and compliance with regulations, considering personnel rotation and mobilization from district to city level and vice versa; paying special attention to young and female officials in accordance with the Resolution of the City Party Committee and the actual situation. Regarding other aspects, it is necessary to completely solve the limitations and problems that had been pointed out by the central inspection delegation.
Regarding socio-economic field, Mr. Tran Luu Quang emphasized 9 key tasks. In particular, absolutely not be subjective with COVID-19 and must proactively forecast the worst scenario; make careful preparation, early implementation with specific calculations of the mass vaccination against COVID-19 among the people. Regarding political security and social safety order protection, localities and agencies must absolutely not be neglected and need to focus on building defensive area, preparing and organizing rehearsal in the those mentioned areas. The planning in some localities has shown many limitations, obstacles, overlaps without long-term orientation. Therefore, in the coming time, it is important to pay high attention in the city planning to create a legal basis for development.
Landfill has been the main measure for waste collection and treatment, especially in rural areas where modern technologies in waste treatment have not been applied. Hai Phong has many bright spots and is an image of strong development, but this current urgent problem requires the City People's Committee to have specific solutions on waste treatment and environment protection.
Regarding the policy of building one park in each ward, this is a daring and unique idea for the people’s benefit. Therefore, it is necessary to proceed cautiously with careful calculation for a long-term use, have appropriate consideration when converting the use of other works to construct parks with multi-function for the highest efficiency.
Many advantages and potential for tourism and service development of Hai Phong have not been paid due attention. Therefore, the Party’s Committee of the City People's Committee established a working team on sustainable tourism development lead by a Vice Chairman of the City People's Committee and the participation of leaders from departments and experts, scientists and businesses.
The coercion and handling of administrative violations at 9.2 ha land plot in Hai An district shown a lesson to other localities and agencies that determination, responsibility and thorough preparation will lead to the success in performing the tasks. In addition, Mr. Tran Luu Quang also noted that sectors and localities need to be more proactive in mobilizing all resources for socio-economic development. The Party’s Committee of the City People's Committee should calculate and consider the adjustment and decentralization in budget revenue; have a specific reward mechanism for localities and agencies with excess revenue.
There have been limitations in public administration reform, therefore, in the coming time, it is necessary to have clear assignment in implementing tasks, promoting decentralization, proposing and reporting to the Central Government to pilot public administration reform, especially in the management of land; to promote the application of information and technology and consider early 5G application. At the same time, it is the responsibility of each sector and locality to immediately review, highly focus and definitely solve the backlogs.
