After a half day of active and urgent working, with a high sense of responsibility to the Party Committee, authority and people of the City, the 3rd session (thematic session) of the 16th City People's Council for the term of 2021-2026, has completed given programs with great success.
At the session, the City People's Council delegates listened to the City People's Committee’s proposal, the City People's Council’s Committees’ reports on draft resolutions examination.
Delegates voted to pass resolutions at the session
The City People's Committee discussed the contents presented at the session. Delegates of the City People's Council stressed their sense of responsibility, contributing numerous enthusiastic and profound opinions to the 3rd session’s contents and issues of the city’s voters and people’s interest.
After discussion, the City People's Council voted to approve 03 resolutions on personneland 04 important resolutions on socio-economic development including: (1) Resolution on stipulating specific policies of COVID-19 epidemic prevention and control in Hai Phong City; (2) Resolution on investment policy of Project on implementing building digital government of Hai Phong City in the period of 2021 – 2025; (3) Resolution on adjusting and supplementing the public investment plan in 2021; (4) Resolution on supplementing list of projects using land for rice cultivation, protective forest and special-use forest land; list of projects subject to land recovery; the expectied state budget capital for compensation and site clearance in the city area of 2021.

In order to well implement resolutions approved by the City People's Council and complete goals and tasks of 2021 in the particularly difficult and challenging context due to COVID-19 pandemic, Mr. Pham Van Lap, Chairman of the City People's Council made the following suggestions: The City People's Council and Committee, the City Fatherland Front Committee and socio-political organizations, departments, agencies, branches, localities and delegates of the City People's Council should highly concentrated the prevention and control of COVID-19 epidemic to promote achievements in the past time, absolutely not being subjective or negligent with current situation; continue to maintain and control epidemic situation in localities; accelerate covid-19 vaccination so as to reach the herd immunity goal from the end of 2021 and the beginning of 2022; carefully prepare and well organize solutions to change the state from "no COVID-19" to "safe, flexible adaptation and effective control of COVID-19 epidemic" in accordance with new policies and guidelines of the Central agencies, the City Party Committee, and resolutions of the City People's Council.
The City People's Committee and all departments, localities need to continue to the synchronous and drastic implemention of tasks and solutions for socio-economic development, defense and security in order to successfully achieve the highest results of 2021 targets; focus on administrative reform, improve investment environment prioritizing accelerating digital transformation, step by step building digital government, economy and society in the city; reviewing revenue sources, promoting production and business development to increase budget revenue; speeding up key projects’ site clearance and construction progress; accelerating the disbursement of public investment capital; implementing cost savings, ensuring timely response to the requirements and tasks in COVID-19 epidemic prevention and control as well as tasks in development investment; accomplishing the goals mentioned in the City Council's Committee’s resolutions of 2021 and the following years.
Chairman of the City People's Council also suggested that Standing Committee of the People's Council’s Standing Committee, departments, delegate groups and every delegate create the most favorable conditions for the City People's Committee to well implement the contents of resolutions; strengthen supervision during the implementation process.
