Survey of the Lào Cai – Hà Nội – Hải Phòng Railway Construction Investment Project

On the morning of February 4th, a working delegation from the National Assembly’s Economic Committee (15th term), led by Deputy Chairman Nguyễn Minh Sơn, conducted a field survey of the Lào Cai – Hà Nội – Hải Phòng railway construction investment project at the Lạch Huyện Port railway station site.

Welcoming and working with the delegation were Mr. Lê Tiến Châu, Member of the Party Central Committee, Secretary of the Hải Phòng Party Committee, and Head of the Hải Phòng National Assembly Delegation; and Mr. Nguyễn Văn Tùng, Deputy Secretary of the Party Committee and Chairman of the Hải Phòng People’s Committee.

The Lào Cai – Hà Nội – Hải Phòng railway line has a total mainline length of over 388 km, with 36 stations. The section running through Hải Phòng City includes over 46 km of the mainline and two branch lines: from Nam Hải Phòng Station to Nam Đồ Sơn Station, and from Nam Đình Vũ Station to Đình Vũ Station, with a combined length of 20.5 km. The design speed for the mainline section is 160 km/h, and 80 km/h for the branch lines. According to the design, the Hải Phòng section will include six stations: Nam Hải Phòng Station (a mixed-use station with train marshalling), Tân Viên Station and Nam Đình Vũ Station (technical stations); and Nam Đình Vũ, Lạch Huyện Port Station, Nam Đồ Sơn Station, and Đình Vũ Station (mixed-use port-adjacent stations).

 

In recent times, the city has cooperated with the Ministry of Transport to prepare a pre-feasibility study report for the project. During the survey, the city proposed that the National Assembly’s Economic Committee and the Ministry of Transport consider investing in the segment from Nam Hải Phòng Station to Nam Đồ Sơn Station and the construction of Nam Đồ Sơn Station in Phase 1, to be completed before 2030.

The city also requested technical solutions and land use assessments to allow the railway to run parallel and adjacent to the Hà Nội – Hải Phòng Expressway and the Tân Vũ – Lạch Huyện Highway, in line with Hải Phòng’s general master plan towards 2040, with a vision to 2050. This aims to minimize fragmented land use between the railway and other roadways, ensure efficient land use, and avoid overlapping with the boundaries of other ongoing project studies.

Additionally, the city asked for specific plans to address intersections with roadways (existing and planned roads) to ensure traffic safety and connectivity to residential areas, industrial parks, and projects along the route, aligned with local conditions and the city’s planning. Furthermore, the project should include detailed solutions to ensure traffic safety, environmental cleanliness (dust, noise) in residential areas, and protection of local living conditions.

According to the plan, in addition to the field survey at Lạch Huyện Port Station, the working delegation will also conduct surveys at Yên Viên Station (Hà Nội), the new Lào Cai Station, and hold working sessions with relevant provinces and cities in Lào Cai Province.
