On January 06 morning, the City People’s Committee organized Meeting on implementation of the City People’s Council and Party Committee’s Resolution on the city’s eco-social development and defense – security tasks in 2022. Mr. Tran Luu Quang, Member of the Central Party, Secretary of the City Party Committee, Head of the city’s National Assembly delegation, attended and commanded the meeting. Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People’s Committee, hosted the meeting. Participated in the meeting Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee, Standing Committee’s members of the City Party Committee, leaders of the City People’s Council, the City People’s Committee, Vietnam Fatherland Front Hai Phong City, and leaders of departments, agencies, localities, and units.

At the meeting, on behalf of the City People’s Committee, Standing Vice Chairman of the City People’s Committee, Mr. Le Anh Quan announced the City People’s Committee’s decisions on: Targets assignment for the city’s eco – social development in 2022; Assignment for State budget’s revenue – expenditure estimate in 2022.
Accordingly, in 2022, the city identified the year’s topic: “Promote urban embellishment and modernization –Build up new model rural areas – Manage digital transformation”.

With the targets: Safe and flexible adaptation, COVID-19 pandemic effective control, optimal protection to People’s health and eco – social development enhancement. Continuing growth model innovation, restructuring economy in orientation of development of the three main poles: high tech industry, ports – logistics, tourism – trade. Boosting administrative reform, improving business and investment environment, removing difficulties and obstacles to facilitate enterprises maintain business operation, manufacturing, and development, attracting optimally and utilizing effectively resources for investment and development. Strengthening technological and scientist application, innovation, creativity, and digital transformation. Developing culture, society, constructing healthy and civilized social culture and ethics environment, guaranteeing social welfare, enhancing People’s material and spiritual life. Improving efficiency and effectiveness of land and natural resources management, environment protection, biodiversity, being active in effective adaptation to climate change and sea level rise. Firmly maintaining national defense and security, political stability, and social safety and order.
The City People’s Committee identified 19 main targets. Among the latter, there were 11 economic targets including: (1) an increase from 13% of the GRDP growth speed (2010 comparison price) compared to 2021 in that: agriculture, forestry, aquaculture increases 1.16%; industry and construction raise 19.25%; services grow 5.15%; taxation and product subsidy go up to 9.0%; (2) per-capita GRDP average (according to current price) achieves 7,300 USD; (3) Index of Industrial (IIP) grows 19% - 20%; manufacturing and creation industry proportion in the GRDP reaches 46.66%; high tech industrial products’ value rate in the manufacturing and creation industry achieves 53%; (4) State revenue collection in the city’s area gains 105,645.46 billion dong, in which domestic revenue gains 41,000 billion dong; from-customs revenue reaches 60,000 billion dong; (5) total investment capital from society reaches 200,000 billion dong; (6) Goods through port reach 168 million tons; (7) export turnover gains 31 billion USD; (8) Tourists attraction gains around 4.53 million people; (9) New rural areas: 100% rural districts get new rural standards; accomplishment new model rural commune standards at 08 pilot communes since 2020 and 14 communes since 2021; continuous construction of 35 new model rural communes; (10) capacity rate of synchronous factors (TFP) contributing to growth reaches 42%; (11) 2.5 – 3.0 billion USD attraction from foreign direct investment (FDI).
05 social standards consist of: (12) Urban unemployment rates 3.68%; (13) Job solution for about 56,700 workers; (14) trained labors reach 86%, in which 37% workers get trained from 03 months and certificated; (15) Attendees to health insurance reaches 92% of the city’s population; (16) poor households (according to poverty criteria in years of 2021-2025) reduce 0.5%.
03 environment standards include: (17) 100% households use clean water according to standards; (18) Rate of solid waste collected and treated: 100% in urban area, 95% is collected and 71% is treated hygienically in rural areas; (19) 21.2% of urban wastewater treated up according to technical standards.
Delegates at the meeting
The City People’s Committee also identified 10 groups of main tasks and measures to be implemented in 2022 that consist of: focusing on flexibly and effectively implementing the COVID-19 prevention and control and the city’s eco-social development. Strengthening business and investment environment, attracting and appropriately utilizing resources for development; enhancing discipline of State budget revenue and expenditure, economically and efficiently use of resources. Continue to innovate the city’s growth model, restructure economy oriented with three main poles, which have been high-tech industry, ports – logistics, and tourism and trade. Constructing, developing, and modernizing urban Hai Phong City; developing modern and synchronous transport. Restructuring (the city’s) agriculture aligned with new model urban areas construction. Enhancing quality of education and training, boosting scientist research, tech application, and boosting innovation and digital transformation. Natural resource management, environment protection, being active in adaptation to climate change and sea level rise. Implementing programs on cultural and human development, guaranteeing social welfare and equality, and enhancing people’s life quality. Administrative and judiciary reform, corruption, wasting and extremism prevention and control. Boosting efficiency and effectiveness of foreign affairs work; strictly maintaining standing readiness to fight, knowing the local situation well, remaining political security and social safety and order.
At the meeting, delegates were guided by the Director of Planning and Investment Department regarding implementation of eco-social development and public investment plan of the year 2022; by the Director of Finance Department regarding implementation of the State budget estimate for the year 2022. Meanwhile, the delegates listened to speeches of: Director of Information and Telecommunication Department on the 2022’s topic “Digital transformation Implementation”; Chairman of Hong Bang District People’s Committee on the 2022’s topic “New model rural areas construction” tied with criteria accomplishment of transforming An Duong Rural District into Urban District administratively.

Giving a speech of orientation at the meeting, Mr. Tran Luu Quang, Secretary of the City Party Committee, noted and toasted achievements gained by the City Party Committee, local government, the city’s army and people in 2021. In the context of the complicated COVID-19 pandemic, the city has excellently performed the dual goals of preventing and controlling of the epidemic, protecting people’s health, and strengthening eco-social development implementation.
Secretary of the City Party Committee also agreed on groups of tasks and measures posed by the City People’s Committee; and noticing that, in 2022, Hai Phong needs to keep continuously implementing its desire to develop, doing attempts to keep the third position in the country’s ranking list in many fields; Hai Phong has a low rate of free immigration from other localities, hence, how to strive for the city to double local population compared to previous term in order to get enough resources to implement the identified targets. To make real those targets, it needs to push up social accommodation construction to replace out-of-date accommodating complexes as well as to facilitate immigrants in searching residential places and jobs; social accommodation needs to be built synchronously to eco-social development, hospitals, schools, transport, etc. During the new model rural areas construction, it needs to be calculated appropriately, focusing on quality and guaranteeing practice and effectiveness. It requires calling sources outside the State budget for investment and development, administrative reform, paying attention to and facilitating small and medium sized entrepreneurs’ growth, as the latter has contributed to the city’s budget. It tries to attract projects to get profits in the future.

Giving a speech to conclude at the meeting, Mr. Nguyen Van Tung, Chairman of the City People’s Committee, requested Departments, localities, and units to get stick to the targets and tasks assigned in 2022, to get united and join hands with determination to optimize all opportunities and strive to complete all targets noted in the Plan of eco-social development and the State budget estimate in 2022. The traditional New Year has come, so it is necessary to base on the current COVID-19 situation to propose organizing activities to celebrate Tet in a reasonable and safe way. The City Police Department has organized peak attacks suppressing criminals, ensuring security and order; urban and rural districts have worked together, focusing on social criminal prevention and control; campaigning to recall weapons, explosives, supporting tools, firecrackers and sky lanterns; paying attention to merit families and those facing difficulties so that all people have Tet.
On this occasion, Chairman of the City People’s Committee launched emulation movement in 2022 to implement successfully Resolution of the 16th City Party Congress; and to do well the city’s Action topic of 2022: “Promote urban embellishment and modernization – Build up new model rural areas – Manage digital transformation“.
