Strengthening cooperation between cities Hai Phong City and Guangxi Zhuang Autonomous Region (China)

On the morning of February 18, Mr. Le Tien Chau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Hai Phong City Party Committee, and Head of the Hai Phong National Assembly Delegation, hosted and held talks with a delegation from the Guangxi Zhuang Autonomous Region (China), led by Mr. Chen Gang, Member of the Central Committee of the Communist Party of China, Secretary of the Guangxi Party Committee, and Chairman of the Standing Committee of the Guangxi People’s Congress.

 

Also joining the delegation were Mr. Ha Wei, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Vietnam, and representatives from the Consulate General of Vietnam in Nanning, China.

Representing Hai Phong City were Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee and Chairman of the Hai Phong People’s Committee; Mr. Pham Van Lap, Member of the Standing Committee and Chairman of the City People's Council; along with members of the City Party Standing Committee, Vice Chairmen of the City People’s Committee, and leaders of relevant departments and agencies.

In a warm and friendly atmosphere, Secretary Le Tien Chau congratulated Mr. Chen Gang on his appointment as Secretary of the Party Committee of Guangxi. He noted that since the visit to Hai Phong by Mr. Liu Ning, Secretary of the Guangxi Party Committee in August 2024, the direct international flight between Nanning and Hai Phong had been officially launched on January 7, 2025. This has created favorable conditions for promoting exchange and cooperation between the leaders and people of both localities.

Providing an overview of Hai Phong’s socio-economic development, Mr. Chau stated that the city currently hosts over 1,000 valid FDI projects with a total registered capital of USD 33.8 billion from 39 countries and territories. Of these, China ranks first in the number of projects (440) and second in total investment capital (USD 6.52 billion). The city’s import-export turnover with China in 2024 exceeded USD 4.5 billion. Hai Phong is currently focusing on developing 20 new industrial zones with a total area of over 7,000 hectares. In particular, the city has been approved by the government to establish the Southern Hai Phong Coastal Economic Zone, with an area of approximately 20,000 hectares, aiming to follow a green growth, circular economy, and sustainable development model.

To further deepen the cooperation between the two localities, Secretary Chau proposed continued exchanges at all levels, strengthening Party and Government channels of cooperation across fields; jointly organizing cultural exchange activities in celebration of the 75th anniversary of Vietnam–China diplomatic relations and the “Vietnam–China Year of People-to-People Exchanges”; connecting and exploiting maritime routes between Lach Huyen Port (Hai Phong) and the ports of Fangcheng and Qinzhou (Guangxi); cooperating in the development of industrial parks, export processing zones, and logistics centers; promoting the construction of the standard-gauge railway from Mong Cai – Ha Long – Hai Phong; boosting trade and investment promotion, supporting industries, tourism, and human resource training. With the attention and direction of leaders from both sides, especially Secretary Chen Gang, Mr. Chau expressed his belief that Hai Phong and Guangxi would achieve many fruitful cooperation outcomes in the future.

 

Speaking on behalf of the delegation, Mr. Chen Gang sincerely thanked Hai Phong’s leaders for the warm reception and congratulated the city on its socio-economic achievements. He expressed his desire for the two sides to continue strengthening exchange and cooperation in key fields such as seaports, railways, industrial development, cultural exchange, and particularly in artificial intelligence (AI). Secretary Chen affirmed that Guangxi would always accompany and facilitate the implementation of cooperation agreements with Hai Phong, contributing to strengthening the comprehensive strategic partnership between Vietnam and China.

On this occasion, witnessed by leaders of Guangxi and Hai Phong, the two sides signed:

  • The Memorandum of Understanding on the 2025 Cooperation and Exchange Plan between the Hai Phong People’s Committee and the People’s Government of Nanning City, Guangxi;
  • The Framework Cooperation Agreement between Lach Huyen International Deep Water Port and Industrial Zone JSC and Beibu Gulf Holdings Co., Ltd. (Hong Kong);
  • The Memorandum of Cooperation between Shinec JSC – the investor of Nam Cau Kien Industrial Zone – and the Management Committee of the Beihai Economic and Technological Development Zone.
