On the morning of August 30, at the Hai Phong City Conference Center, Mr. Le Tien Chau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation, received and held a working session with a delegation from the Guangxi Zhuang Autonomous Region (China). The delegation was led by Mr. Liu Ning, Secretary of the Guangxi Party Committee and Chairman of the Standing Committee of the Guangxi People's Congress.
Present at the meeting were Mr. Le Khac Nam, Vice Chairman of the Hai Phong People's Committee; representatives from the Chinese Embassy in Vietnam, the Vietnamese Consulate General in Nanning (China), as well as officials from relevant local departments and agencies.

In his remarks welcoming the visiting delegation, Mr. Le Tien Chau, Secretary of the Hai Phong Party Committee, emphasized that Hai Phong places great importance on fostering strong, friendly relations with Chinese provinces and regions, particularly the Guangxi Zhuang Autonomous Region. He expressed the hope that this visit would serve as a foundation for further strengthening the cooperative ties between Hai Phong and Guangxi, with the aim of deepening collaboration between Hai Phong and cities within the Guangxi region.

Mr. Le Tien Chau also provided a comprehensive overview of Hai Phong's key socio-economic achievements. He noted that the city currently hosts 976 active foreign-invested projects with a total registered capital of USD 30.9 billion. Of these, 407 projects are from Chinese investors (including Mainland China, Taiwan, and Hong Kong), with a total investment of USD 6.36 billion, making China the largest source of foreign investment in Hai Phong by the number of projects, and the sixth by investment volume.
In addition to the existing 14 industrial zones, Hai Phong is focusing on developing 20 new industrial zones and has submitted a proposal to the Prime Minister for the establishment of the Southern Hai Phong Coastal Economic Zone, covering an area of approximately 20,000 hectares. This zone is envisioned as a 3.0-generation eco-industrial park, focusing on high-tech industries, seaport development, modern logistics, and smart cities. As such, the potential for cooperation between Hai Phong and Guangxi remains vast and highly promising.

Mr. Le Tien Chau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation, presented a souvenir to the delegation from the Guangxi Zhuang Autonomous Region during their visit to Hai Phong.
Mr. Le Tien Chau emphasized that Hai Phong and Guangxi share a close geographical and cultural affinity, with many areas of common interest, which creates significant complementary opportunities for mutual development. He further stated that to advance and deepen their cooperation, both parties should intensify exchanges at various levels, including through Party and government channels, and through people-to-people diplomacy. They should also share experiences in Party building and foreign relations at the grassroots level, and work to support and facilitate bilateral business investments in the logistics sector, thereby building a robust logistics trade chain. Additionally, the two regions should promote trade and expedite the construction of the Mo Cai–Ha Long–Hai Phong standard-gauge railway. There is also significant potential to enhance tourism, services, human resources development, education, and the sharing of best practices in the establishment of free trade zones.
The Secretary of the Hai Phong Party Committee expressed confidence that, in the near future, the two sides would achieve substantial and mutually beneficial results from their cooperation, contributing to the continued growth and development of both regions.

On behalf of the Guangxi delegation, Mr. Liu Ning, Secretary of the Guangxi Party Committee and Chairman of the Standing Committee of the Guangxi People's Congress, expressed his gratitude for the warm and respectful reception extended by the leadership of Hai Phong. He also conveyed his deep appreciation for the remarkable socio-economic achievements of Hai Phong. Mr. Liu emphasized that Guangxi is keen to strengthen cooperation with Hai Phong across a wide range of fields, particularly in the areas of economics, trade, railways, tourism, people-to-people diplomacy, and local Party exchanges. He affirmed that such cooperation would significantly enhance and deepen the strategic partnership and foster practical, mutually beneficial collaboration between the two regions.
