Strategic Vision for Hai Phong

The city will implement comprehensive tasks and solutions to accelerate industrialization and modernization by 2030, with a vision toward 2045.

This was affirmed by Mr. Nguyen Van Tung, Chairman of Hai Phong City People’s Committee, during the Business Forum.

Mr. Tung stated that after five years of implementing Resolution No. 45-NQ/TW, Hai Phong’s socio-economic sector has achieved many outstanding accomplishments.

- Could you please share some detailed achievements of the city?

The city’s economic scale has expanded, maintaining the second position in the Red River Delta region after the capital Hanoi, and is among the localities with the highest labor productivity nationwide. The average per capita GRDP growth during 2019-2023 reached 11.64% per year, 2.83 times higher than the national average GDP per capita growth. Transportation infrastructure has been invested in and developed in a synchronized and modern manner, playing an important role as a key transport hub and the main sea gateway for northern provinces.

Urban space has been invested in and expanded in three breakthrough directions. By 2023, the urbanization rate reached about 46%, significantly higher than the national average.

The investment and business environment has improved strongly, making Hai Phong an attractive investment destination. In 2022 and 2023, Hai Phong’s Provincial Competitiveness Index (PCI) ranked 3rd nationwide and 2nd in the Red River Delta region. The city’s Public Administration Reform Index (PAR Index) consistently ranks among the top five localities nationwide. Hai Phong has continuously been among the leading localities in attracting FDI nationwide, with total FDI capital from 2019 to 2023 exceeding 14 billion USD.

Notably, the Prime Minister recently approved the establishment of the Southern Coastal Economic Zone of Hai Phong, covering about 20,000 hectares, focusing on high-tech industries, seaports, modern logistics, and smart urban development. The city aims for this zone to become a new economic hub attracting investment with a green and ecological orientation, serving as a new growth driver for Hai Phong in the coming period.

— Resolution 45-NQ/TW set the target for Hai Phong to become a modern, civilized, and sustainable industrial city at the Southeast Asian regional level by 2030. What plans and solutions does Hai Phong have to realize this goal?

In the upcoming period, the city will synchronously implement tasks and solutions to boost industrialization and modernization toward 2030, with a vision to 2045. It will continue restructuring the industrial sector, shifting growth models from quantity to quality by increasing added value and intelligence; focusing on developing key industries; and mobilizing resources to develop infrastructure for high-tech industrial parks, industrial zones, and clusters.

Tourism development will fundamentally become a key economic sector, aiming to make Hai Phong an international tourism center, continuously improving service quality and the Hai Phong tourism brand.

Digital transformation is the main driving force for city development, as well as an urgent and long-term task. Recognizing the importance of actively participating in the Fourth Industrial Revolution, the City Party Standing Committee issued Resolution No. 03-NQ/TU dated October 26, 2021, on digital transformation in Hai Phong city until 2025, with orientation toward 2030.

Especially in the process of green transformation, the city is implementing synchronized solutions to improve environmental quality, protect urban landscapes, and build a green living space.

— What proposals does Hai Phong have for the central government and related ministries to support the city’s development and continue realizing Resolution 45-NQ/TW?

According to Conclusion No. 96-KL/TW, the Politburo has directed the Party Delegation of the National Assembly and the Government’s Party Committee to lead and guide ministries and central agencies to consider and resolve Hai Phong’s proposals.

Specifically, to apply Hai Phong’s urban government model, which was concretized by National Assembly Resolution No. 169/2024/QH15 dated November 30, 2024, on organizing urban government in Hai Phong. To issue new special mechanisms and policies suitable for the city’s development. The Southern Coastal Economic Zone of Hai Phong was established by the Prime Minister’s Decision No. 1511/QD-TTg on December 4, 2024.
