(HPĐT)- Hai Phong implemented about ¾ of the tasks in 2021. By this moment, the city has overcome numerous difficulties, pressure, and obstacles, and has firmly gained outstanding and proudful achievement. The latter, once again, affirmed solidarity, bravery to overcome difficulties, and particularly valid and effective measures of the City Party Committee, the City People’s Council, and the City People’s Committee.
Growth rate maintenance
Overcomeing all difficulties, by its bravery, will and energy, Hai Phong has continuously recorded impressive figures in targets and duties implementation. Director of the Department of Planning and Investment, Mr. Nguyen Hoang Long mentioned: The pandemic has made big economic centers in the country severely impacted. Nonetheless, Hai Phong has achieved GRDP growth with 02 digits that was 12.28%, in a group of localities achieving the highest level across the country. Compared to the full year plan of 13.5%, Hai Phong‘s growth has almost reached that number and for sure, the city will certainly strive more in the fourth quarter.
Such result was explained by that, according to Mr. Le Trung Kien, Head of Hai Phong Economic Zone Authority, the city has well managed the epidemic control. During previous 09 months, the pandemic has constantly approached, but Hai Phong has been firm and determined to overcome the pandemic, and has kept the city safe. That was decisive factor to maintain entrepreneurs’ operation basically normal, irrupted nor broken. Thanks for that, revenue and import – export turnover have grown that has positively contributed to the city’s impressive growth of industrial manufacturing. Indeed, whenindustrial index was planned 17% for the all year (of 2021), industrial index of the previous 09 months increased more than 19.68%. Among the latter, manufacturing and mechanical industry raised up to 21,65%. Foreign direct investment (FDI) has continuously flown into Hai Phong. Indeed, only in previous 09 months, LG Display Ltd. Company took 02 times raising its capital up to 2.15 billion USD, that was an essential nudge with new projects and other capital-increasing projects that lifted the FDI in Hai Phong up to approximate 2.9 billion USD in the previous 09 months, exceeding the year’s target of 13.97% and approaching the target of 3 billion USD in 2021. Besides, many domestic investors raised their investment in Hai Phong, such as: Hateco Group Joint Stock Company invested more than 6,400 billion dong for construction of Terminal 5 and Terminal 6 of Hai Phong International Gateway Port; Hai Phong Port Joint Stock Company invested 7,000 billion dong for construction of Terminal 3 and Terminal 4, etc.
Economic stability of Hai Phong is shown with another figure, which is State revenue. Indeed, in the previous 09 months, total State revenue gathered over 67 thousand billion dong, increasing 20.6%. It was remarkable that gathering from both import tax and domestic revenue went up high. Revenue from import and export activities reached 42,793 billion dong, increasing more than 22.2%; with that speed, according to Customs’ estimation, it has a high probability that Hai Phong has continued receiving reward this year, for exceeding import and export tax collection. Domestic revenue of the previous 09 months reached 23,135 billion dong, increasing mostly 34%. Thereby, the city has still been able to rely on itself, continuing investment to key projects, such as Road Dong Khe 2, Road from the South of Binh Bridge’s intersection point to Mang Nuoc Road, Road 359 Thuy Nguyen, Road 10 (distance from Da Bac Bridge to Kien Bridge), Rao Bridge 1, Dinh Bridge, Quang Thanh Bridge, pavement embellishment of many big street lines (including Hoang Van Thu, Tran Phu, Nguyen Duc Canh, Quang Trung, Tran Hung Dao, Dinh Tien Hoang), new model rural communes.
Other economic targets have still grown, such as export turnover, cargo volume through port; increasing number of employees at industrial parks, from only around 160,000 to almost 170,000 employees, that showed attractiveness and potential capacity of Hai Phong in terms of jobs and employment.
Mr. Tran Luu Quang, member of Central Party, Secretary of the City Party Committee, Head of Hai Phong’s delegation to the National Parliament, affirmed that, to gain such achievements, there were attempts made by the City Party Committee, the City People’s Council, the City People’s Committee, with application of higher and faster measures than recommendations of Health Ministry for the pandemic prevention and control. Particularly, Hai Phong has had a firm ground, thanks to its previous 05-year outstanding achievements in economic development and always a will and determination of going through all difficulties to implement admiration of development. Such outcomes of the previous 09 months confirmed appropriate and effective measures in leadership and guidelines of the City Party Committee, the City People’s Council, the City People’s Committee; consolidating and strengthening public trust is a solid base for Hai Phong to confidently step towards, gathering big results in the fourth quarter, accomplishing comprehensively and excellently targets of the 2021 plan, the first year bringing the Party Congress’ resolutions of all levels into life.
No “fall asleep on laurel wreath”
Despite those remarkable achievements, the city has forged itself to continue its effort, move forward, and not “falling asleep on laurel wreath”. Accordingly, remaining duties of the fourth quarter have been heavy, many targets have required relay races and year-ending sprints to be able to get completed. According to Mr. Nguyen Van Tung, Chairman of Hai Phong People’s Committee, in comparison with the whole country, Hai PHong has been leading in public investment disbursement, but not yet has met the city’s expectation; capital source has been but speed of ground clearance, slow construction that has requested more drastic and synchronous measures in the fourth quarter. Specifically, it needed to pay attention to certain important projects, such as Road Dong Khe 2, infrastructure of new urban areas in Cam River’s Northern Road No. 10 (from Da Bac Bridge to Kien Bridge), etc. Compared to the same period of 2020, domestic revenue was high, but compared to the city’s target, it needed to do more. Indeed, in the remaning 3 months of this year, it has to gather 12,000 billion dong to make (the city’s) domestic revenue gain 35,000 billion dong for the whole year of 2021. That is an essential factor to keep the GRDP growth rate of Hai Phong from 13.5%. The city needed to have enough sources to implement big projects in 2022, such as residential complex Van My, green park at Binh Bridge’s Southern intersection point, embellishment of Tam Bac River phase 2, Administrative and Political Center of Cam River’s Northern with other big transportation projects, 14 new model rural communes.
In the sprint to complete the task in 2021, still other fields and targets required more effort from Hai Phong. They were that, social investment capital, tourist attraction, etc. has stayed low. However, the facilitating point was that the city has step-by-step opened its tourism; having enhanced cooperation and linking with Quang Ninh; having speeded up the process of completing the dossier to submit to UNESCO for recognition of Ha Long Bay along with Cat Ba as a world heritage site. According to Hai Phong Construction Department’s leaders, adjustment of Hai Phong’s common Master Plan by 2040, vision to 2050 has been submitted to the Prime Minister for approval. By then, Hai Phong has had more favorable conditions to attract social investment capitals. Currently, many large corporations have come to survey the site and register to implement of big projects in the city, such as new urban areas at Duong Kinh, Do Son, Kien Thuy districts; investment in the construction of Trade Center Cho Sat, etc. Another good news was that proposals on mechanism, specific and breakthrough policies for Hai Phong under Resolution no. 45 of the Politburo were submitted to the Government; the Standing Affairs Committee of the National Parliament has considered and commented that opened room for Hai Phong to develop. It shows that, in 2021, Hai Phong has still firmly overcome difficulties and challenges, not only exceeding the set targets, but also did attempts to break through to propose key mechanisms and policies to create the premise for the city’s steady development./.
