Leading to obtain many outstanding achievements in state budget revenue
Reporting to Secretary of Party Committee and Delegation, Mr. Ha Van Truong, Secretary of Party Committee, Director of Hai Phong Department of Taxation stated clearly: Party Committee of Hai Phong Department of Taxation is upper-level Party Committee and directly under Party Committee (from September 2019). The entire Party Committee has 651 members in 17 grassroots Party Cells and Party Committees (including 7 grassroots Party Committees and 10 grassroots Party Cells), 34 Party Cells under 7 grassroots Party Committees). Over the years, Party Committee of Department of Taxation has always had many drastic and effective solutions for implementing tasks of state budget collection and achieving outstanding results. Total state budget revenue in the 2016-2020 period increased sharply, with a total contribution of 122,540 billion VND, 2.65 times higher than result in the 2011-2015 period (45,570 billion VND).
Mr. Ha Van Truong, Secretary of Party Committee, Director of Hai Phong Department of Taxation reported to Secretary of Party Committee and delegation at the meeting.
In the first nine months of 2021, Department of Taxation collected 23,135 billion VND, reaching 88% of ordinance estimate, 66.1% of estimate assigned by People's Council, up 33.8% over the same period. There are 12/17 targets reaching over 75% of central estimate. In the last three months of this year, Party Committee of Department of Taxation continued to closely follow the leadership and direction of Ministry of Finance, General Department of Taxation, Party Committee, People's Council, and People's Committee, and focus on leading and directing the implementation of state budget collection, striving to collect 12,000 billion VND, of which collection of land-use fees is 3,162 billion VND.

In addition, Party Committee of Department of Taxation continued to strengthen the Party building work in terms of politics and ideology; official organization and Inspection. In particular, Party Committee always pay attention to educating and training tax officers, rotating leaders and officials within whole branch, strengthening public service discipline, resolutely handling the cases of officers, civil servants having negative behaviors and activities in duty performance, with a view of where to occur violations the head of agencies, units will take responsibility.
According to Resolution of the 16th Party Congress of Party Committee, by 2025, domestic budget revenue target is 65 trillion VND, nearly double the result of 2020. This is a very heavy task. Therefore, Party Committee of Department of Taxation proposed the City continue to study and issue mechanisms and policies to attract investors and enterprises to Hai Phong, thereby creating a large and sustainable revenue sources for city’s budget. In the short term, in order to collect 12,000 billion VND in the last 3 months of this year, and strive to fulfill domestic budget revenue target of 35,000 billion VND in 2021, Party Committee of Department of Taxation proposed the City direct departments and branches, especially districts being interested in coordinating to speed up the land auction on the area...
At the meeting, Deputy Directors of Department of Taxation; Managers of Operation - Estimation - Legal Division; Tax Inspection Division, District-level Departments of Taxation made additional statements raising a number of difficulties and obstacles in tax collection process, especially land-use fees, revenue from FDI enterprises and household businesses... and suggested the City continue to have solutions to attract investment in association with budget revenue; decentralize business household tax collection for communes and wards; increase the exploitation of revenue sources in a number of areas such as seaport service business, production of goods subject to excise tax, attraction of oil and gas businesses...

Concluding the meeting, Secretary of Party Committee Mr. Tran Luu Quang acknowledged and highly appreciated the efforts of Hai Phong Department of Taxation to achieve outstanding and excellent revenue results, exceeding annual budget estimate, actively contributing to city's development. Party Committee of Department of Taxation is constantly growing, maturing, truly unifying together, as well as has many measures to direct closely, correctly and effectively for creating a synergy to complete the tasks of tax collection.

Secretary of Party Committee shared with difficulties, hardships and especially pressures to increase annual revenue for tax branch. According to Secretary of Party Committee, the operation environment of tax branch is quite sensitive, with many temptations and risks, which is really a big challenge for each official and party member; tax officials and public servants are easy to get violence, if they are not brave and steadfast on duties. Therefore, Secretary of Party Committee Mr. Tran Luu Quang asked Party Committee of Department of Taxation to pay special attention and carry out better the Party building works in all aspects, especially official organization works. Accordingly, there should be detailed plan and schedule of educating, training and retraining officials; appointment, use and promotion of cadres must be public and transparent activities. Secretary of Party Committee noted that with the job peculiarity of tax branch, Party Committee of Department of Taxation needs to focus on regularly rotating officers, not allowing tax officers to work for too long time in one area. At the same time, further strengthening the inspection and supervision activities, as well as timely detecting, correcting and handling violations of collectives and each individual on duties. In addition, strengthening mass mobilization; creating consensus, connection, sharing and helping each other as well; encouraging all cadres and civil servants to commit to their work, actively and creatively complete their assigned tasks; preserving the quality and ethics of tax officials. Secretary of Party Committee emphasized that Party Committee of Department of Taxation should pay special attention to organizing the creative implementation of Directive No.05 of Politburo, so that each cadre, party member, and civil servant of Tax branch should study and follow Uncle Ho's example in a substantive and effective way, avoiding formality and inflexibility. Party Committee of Department of Taxation also needs to focus on organizing the development and signing of regulations on coordinating with District Party Committees; departments and agencies such as Hai Phong Economic Zone Authority, Department of Public Security... to further improve the efficiency of tax collection.

Regarding professional works, Secretary of Party Committee hoped that Party Committee of Department of Taxation would continue training and fostering so that each tax officer would be proficient in his works, firmly know inside out revenues and taxes to collect correctly, fully and timely into State budget. In addition, it is necessary to further strengthen administrative reform and modernization; accelerate the process of digital transformation and application to tax collection ensuring publicity, transparency and clarity; create a close relationship with enterprises, household business for effectively contributing to building and creating an openness about city's business investment environment.
Secretary of Party Committee kindly requested Party Committee of Department of Taxation to have a specific and detailed plan in domestic budget collection in accordance with Resolution No.45 of Politburo; Resolution of the 16th Congress of Party Committee striving to exceed the given targets. In the coming time, in the fourth quarter of 2021, Department of Taxation must strive to collect 12,000 billion VND to fulfill the target of 35,000 billion VND in 2021 contributing to city's overall development.
