(HPDT)- On the morning of September 28, Mr. Tran Luu Quang, Member of Party Central Committee, Secretary of Municipal Party Committee, Head of Hai Phong National Assembly Delegation worked with School Party Committee, Administrators, and key officials of To Hieu School of Politics.
Attending the meeting together, there were: Mr. Do Manh Hien, Standing Deputy Secretary of Municipal Party Committee; Ms. Dao Khanh Ha, Member of Standing Committee of Municipal Party Committee, Head of Propaganda Department of Municipal Party Committee; Mr. Dao Trong Duc, Member of Standing Committee of Municipal Party Committee, Head of Organization Department of Municipal Party Committee; Mr. Le Khac Nam, Vice Chairman of Municipal People's Committee; leaders of Municipal Party Committee Office and relevant departments: Home Affairs, Planning and Investment, Finance, Science and Technology.
Before the meeting, Mr. Tran Luu Quang, Secretary of Municipal Party Committee and delegates offered incense in front of the monument of Mr. To Hieu, the loyal revolutionary soldier of the Party and visited traditional room, some faculties, departments and classes at the School.

The School achieved 41/56 criteria of standard level 1
With the tradition of more than 70 years, To Hieu School of Politics is one of the earliest provincial schools of Politics in our country. Reporting at the meeting, Mr. Nguyen Van Hieu, Secretary of School Party Committee, Rector of school stated that currently, the School has 45 officials and 6 contract workers, of which there are 4 doctorates (accounting for 8.9%); 34 masters (accounting for 75.5%); 7 graduates (accounting for 15.6%). In terms of political theory, there are 16 advanced levels and bachelors (accounting for 35.6%); 23 intermediate levels (accounting for 51.1%). According to the assignment and decentralization, the School is implementing most of training and retraining programs as prescribed. In addition, according to the assignment and permission of Standing Committee of Municipal Party Committee, the School in collaboration with Ho Chi Minh National Academy of Politics, Region I Political Academy to organize and manage some advanced classes of political theory, a number of master's courses. However, due to the impact of COVID-19 epidemic, the implementation of training and retraining programs was regularly interrupted. With the permission of Standing Committee of Municipal Party Committee, the School issues the regulations and conducts the training and retraining programs in the combination form of face-to-face and online from June 2021. In addition to teaching activities, the School focuses on scientific research, practical research, and participates in practical review activities; organizes seminars and scientific talks; publishes the publications; compiles documents, and operates school's website.

According to the regulations, with standard level 1, the School achieved 41/56 criteria (reaching 73.2%); with standard level 2, the School achieved 34/67 criteria (reaching 50.7%). The level of meeting standards in the comparison of School with regulations is still low. To Hieu School of Politics is developing a project on striving for standard level 1 by 2025, standard level 2 by 2030.
From school's difficulties and problems in training activities and facilities, To Hieu School of Politics proposed a number of recommendations to Standing Party Committee. Specifically, directing relevant agencies and units to coordinate together and help To Hieu School of Politics to build a project on achieving standard level 1. Agreeing to assign the tasks of implementing the training and retraining activities for To Hieu School of Politics in accordance with Regulation No.9 of the Secretariat, especially the task of implementing the following programs: Retraining and updating the knowledge for officials under the management of Standing Committee of District Party Committee; Retraining the candidate of grassroots party committee; Retraining the grade of civil servant and senior civil servant; Retraining the leadership and management of division level; Retraining the leadership and management of department level; Retraining the deputies of People's Councils of district and commune levels. Assigning the Organization Committee of Municipal Party Committee with prime responsibility coordinate with To Hieu School of Politics, Department of Home Affairs, relevant agencies and units in reviewing the officials participating in annual training courses at To Hieu School of Politics as well as organizing the implementation in accordance with regulations of the Party and State; advising the Standing Committee of Municipal Party Committee to periodically organize city-level conferences on the activity of training and retraining cadres, civil servants of the city-wide political system. Assigning the Organization Committee of Municipal Party Committee with prime responsibility coordinate with To Hieu School of Politics, relevant agencies and units to focus on opening the intermediate classes of political theory from the city's budget, especially classes concentrated at To Hieu School of Politics associated with ensuring regimes and policies for cadres, officials, lecturers and students. Directing the competent agencies and units of the City to create favorable conditions for conducting scientific and technological tasks, participating in organizing city-level scientific seminars, talks and conferences for To Hieu School of Politics; creating favorable conditions for officials, staff especially the lecturers of school to participate in practical research and summary activities.
To Hieu School of Politics kindly proposed Municipal Party Committee, Municipal People's Council, Municipal People’s Committee, relevant agencies and units to pay attention and create conditions for investment in the overall school construction in accordance with the approved detailed planning project; In coming time, provide fund to repair degraded construction works and supplement teaching equipment to ensure conditions for performing tasks.
