(HPDT)- On November 30, Standing Committee of Municipal Party Committee held a scientific conference on the project "History of Hai Phong Party Committee - Episode 4 (2000 – 2020) which was chaired by Mr. Tran Luu Quang, Member of Party Central Committee, Secretary of Municipal Party Committee, Head of Hai Phong City National Assembly Delegation, Head of Steering Committee for the project "History of Hai Phong Party Committee - Episode 4.
The conference was attended by: Mr. Nguyen Van Tung, Deputy Secretary of Municipal Party Committee, Chairman of Municipal People's Committee; Mr. Do Manh Hien, Standing Deputy Secretary of Municipal Party Committee; members of Standing Committee of Municipal Party Committee; Members of the Steering Committee; Vice Chairman of People's Council; Vice Chairman of Municipal People's Committee; Former members of Standing Committee of Municipal Party Committee; Former Vice Chairman of People's Council; Vice Chairman of Municipal People's Committee from 2000 to the present.

Speaking at the opening of the conference, Mr. Tran Luu Quang, Secretary of Hai Phong Party Committee, noted that the compilation and completion of the "History of Hai Phong Party Committee - episode 4 (2000-2020)" was an important task at the beginning of the term considered to be full of great events of the City Party Committee. The compilation of the work was conducted with great endeavour, aiming at honestly and accurately reflecting the activities and achievements of the City Party Committee in the period of 2000-2020. Secretary of the City Party Committee Tran Luu Quang hoped that the conference would receive constructive opinions from the city current and former leaders, greatly contributing to the completion of the manuscript.

At the conference, Mrs. Dao Khanh Ha, Member of Municipal Party Committee’s Standing Committee, Head of the city Commission for Propaganda and Education , briefly reported the research and compiling process of the project "History of Hai Phong Party Committee - episode 4". Specifically, from 2019, the Standing Committee of Municipal Party Committee issued Plan No. 82 on compiling and publishing the project "History of Hai Phong Party Committee - episode 4 (2000-2020)"; Decision No. 1456-QD/TU establishing a Steering Committee for project compilation, consisting of 11 members, headed by the Secretary of the City Party Committee. On this basis, the the city Commission for Propaganda and Education established a material collection group;organized activities of the Editorial Board in orienting and collecting opinions, completing the general and detailed outline of the project.
Mrs. Dao Khanh Ha, Head of the city Commission for Propaganda and Education, introduced the implementing process of the project "History of Hai Phong Party Committee - Episode 4(2000-2020)”.

The Editor and the author team had actively implemented the work construction on the basis of the detailed outline and the provided documentation system, along with interviewing former city leaders for further information. During drafting the manuscript, due to the impact of the COVID-19 epidemic, , the Standing Committee of the City Party Committee and the Steering Committee for the work compilation directed to ask for written opinions in order for the scientific, objective, comprehensively and faithfully reflection of the entire Hai Phong Party Committee historical progress in the period of 2000-2020. The draft was sent to 27 former leaders of the city over the periods (from 2000 to present) and experienced experts, officials with good knowledge abour the history of Hai Phong Party Committee for consultation. Up to now, the manuscript of 390 pages had been edited, with 4 main parts: Introduction; 4 content Chapters; Conclusion, Appendix.

At the conference, the former leaders of the city contributed various rational ideas, added numerous valuable documents and information to the draft of the project "History of Hai Phong Party Committee - episode 4 (2000-2020)", voicing the common high appreciation of, the city’s development and achievements over the past 20 years. The project "History of Hai Phong Party Committee" in this period needed to properly and honestly evaluate the achievements, at the same time analyze and explain clearly the role of the City Party Committee leaders, the organization and implementation. Meanwhile, it was necessary to analyze objective causes and factors such as the impact of the 2008 economic crisis, the COVID-19 pandemic to highlight those achievements among which was the city's outstanding development in terms of infrastructure system; the scale of industrial production structure; new rural construction; civilized and modern urban construction; remarkable growth in budget revenue; national defense – security well maintained.

From the achievements and results in the past 20 years, it was many delegates’ viewpoint that the project "History of Hai Phong Party Committee" needed to be analyzed more clearly with additional lessons which was the solidarity of the whole Hai Phong Party Committee, the Standing Committee Hai Phong Party Committee, the Standing Committee of Hai Phong Party Committee, promoting democracy, creating a high consensus; the creative dynamism, dare to think, dare to do, dare to take responsibility, expressing the aspiration for development, affirming the position of a big centrally-controlled city; innovation lessons, overcoming tenure thinking; being brave and decisive in action; the consent, support of Hai Phong people; make use of the support of the Central Government and neighboring localities...

Some comments stated that the content throughout the book "History of the Hai Phong Party Committee" in the period 2000-2020 must adhere to Resolution No. 32 of the Politburo in order to highlight the city's achievements; pointing out achievements depicting the drastic action and enterprising spirit of Hai Phong Party Committee such as the construction of a deep-water port at Lach Huyen, Cat Bi international airport... In addition to the achievements and results, many other opinions affirmed the necessity to clearly state, the limitations, incompleted work to ensure the objectivity, comprehensiveness and honest assessment; consider to add further evaluation of the Party organization construction, the political system, the people's mobilization, the results in the internal party committee works, the prevention of corruption and waste, external relation works... In addition, there were some comments on the book structure, word changes, the content balance in chapters, appendix arrangement as well asillustrating image selection.

At the end of the conference, Secretary of Hai Phong Party Committee Tran Luu Quang expressed the sincerely thanks and recognized the enthusiastic, responsible opinions of the Former city leaders. Mr Tran Luu Quang affirmed the principle in conducting the project "History of Hai Phong Party Committee - Episode 4 (2000-2020)" which was to ensure the honesty, objectivity and dialectic; to highlight the achievements as well as the shortcomings, the incompleted work in a constructive and objective spirit. The book "History of Hai Phong Party Committee" needed to well highlight the unique features of Hai Phong city over the past 20 years.

The project Editorial Board needed to consider the opinion voiced at the conference to balance relative contents of each main part, each tenure. The “History of Hai Phong Party Committee – Episode 4 (2000-2020) must clearly express the cultural elements, the aspiration to thrive of the city entire Party Committee, all-level local authorities and people, with the enterprising spirit despite the difficulties and obstacles. On the basis of the conference content and Former city leaders’ comments, the Standing Board of Hai Phong Party Committee would promote the collective spirit and wisdom to complete the book content, especially highlight valuable lessons from core experience, ensuring the brief and concise lesson for the next terms.
