Science meeting on development of Hai Phong to become a modern international logistic services hub

(Haiphong.gov.vn) – On October 25 morning, Department of Science and Technology (DST) of the city collaborated with Vietnam Economic Institute organizing the Science Meeting on development of Hai Phong City to become a modern international logistic services hub. Mr. Tran Quang Tuan, Director of the DST, and Vice Professor – Doctor Bui Quang Tuan, Head of Vietnam Economic Institute, co-hosted the meeting. From central agencies, leaders and experts of the Vietnam Economic Institute, World Eco-Political Institute, Economic Research Magazine, and Analysis and Forecast Center participated in the meeting. Leaders of relevant departments, units, and universities, research units, and enterprises also attended. The meeting was organized offline and online on Zoom and Youtube platforms.

In the context of dramatically more-than-ever increasing cooperation, integration, and economic globalization, logistic services have been born as a measure for manufacturing and distribution demands to reach out customers the most conveniently and fastest. Logistics has gradually confirmed its crucial contribution to many economies including Vietnam. Since the beginning of 2020, COVID-19 pandemic has severely impacted to the global economy and Vietnam, paralyzing manufacturing and goods navigation, breaking down production and supply chain worldwide.

Located nearby the sea, with a geographic display as the Northern area’s gate owning a long coastal line over 125 km, domestic waterline over 400 km, gathering various transport types, conveniently connecting with domestic provinces and international localities via important transport system including Cat Bi International Airport, Hai Phong seaport, railway, National Road No. 5, National Road No.10, Hai Phong has been the main and crucial gate of Northern provinces and cities to the sea, linking with international maritime transport lines. It may be said that, Hai Phong is the only city of the Northern gathering all 5 types of transport including roadway, railway, maritime way, domestic waterway, and airway.

Hai Phong has been also one of the biggest economies of the country, being ranked at the second of the Northern crucial areas, beside Hanoi and Quang Ninh. Hai Phong has been one of the three locomotives promoting the Northern region’s economic development and acting as an important pole of the “Two corridors, one economic belt” Program between Vietnam and China. In 2020, Hai Phong raised up to become one of five localities owning the biggest industrial scale across the country, an arrival destination of many domestic and external enterprises. By the end of 2020, there were 10 industrial zones that went into operation in Hai Phong city. Hai Phong has become one of the industrial hubs of the region; its industrial parks have become attractive points for investment eagles.

Doctor Vo Tri Thanh, Head of Trademark Strategic Research and Competition delivered his remarks at the meeting.

Mr. Nguyen Hoang Long, Member of the City Party’s Committee, Director of Department of Planning and Investment of the City, presented his presentation on “Investment into logistic infrastructure – Key of success at Hai Phong City”

At the meeting, representatives listened to scientists, units, and enterprises’ discussion, sharing and opinion exchange about: leading Hai Phong to become a modern international logistic hub, using dry ports as an extension arm of seaports; analysis and suggestions from Hai Phong Port’s viewpoint; Digital transformation of logistic industry to cut down logistic costs; investment into logistic infrastructure – crucial key of Hai Phong; measures to turn Hai Phong into a modern international logistic services center.

Delivering the speech, Mr. Tran Quang Tuan, Director of the DST, underlined that, thanks to its natural advantage in geography, aligning with attention, guidance, and investment of the Central, combining with the city’s effort, Hai Phong city’s logistic infrastructure has been accomplished. Hai Phong international model port has completed construction of the starting up phase and has put into operation Routes No. 1 and No. 2. Crucial projects such as the road bridge Tan Vu – Lach Huyen, expressway Hai Phong – Ha Long, coastal road Ninh Binh – Hai Phong – Quang Ninh, or railway Lao Cai – Ha Noi – Hai Phong has been invested, upgraded synchronously, and put into operation. Thereby, logistic service activities of Hai Phong have gained achievements, such as: through-port goods ongoing year have grown higher than in previous year. Total output of goods increased from over 79 million tons in 2016 to 142.8 million tons in 2020 that was an average increase of 17.55%. Logistic services of Hai Phong has grown higher than an average of 23% per year, crucially contributing to manufacturing, business, export and import of the city and all the country; container growth has continued increasing during years of 2015 - 2020, from 1,019,967 (2015) TEUs to 1,270,760 TEUs (2019) and growing the highest in 2020 with an amount of 1,297,920 TEUs. Investment attraction of logistic services has developed. Many big maritime navigating companies of Vietnam have been gathering in Hai Phong, such as: Vosco, Vinaship, Oermatrans, Vinalines, Vitranchart, Vietfract, etc., dozens of maritime carriers and shipping agencies such as Vosa, Saigon, Sallands, Yangming, Hyundai, K - line, Cosco established their offices at Hai Phong. Currently, Hai Phong has 3 logistic centers, in which 02 centers including Logistics Green and Yusen Logistics (at Dinh Vu IZ) have been put into operation and one logistic center named CDC center (at Dinh Vu IZ 2) has been under construction. By now, there have been 250 enterprises registered for logistic services provision in the city’s area, including many big logistic centers such as the logistics center of Saigon Newport Corporation, GSL, DH, Yusen, Hai An, etc. There have been about 30 logistic companies and multinational groups operating at Hai Phong.

Resolution No. 45-NQ/TW issued on 24/01/2019 by the Politburo on construction and development of Hai Phong to 2030 and vision to 2045 identified that: “constructing and developing Hai Phong to become a pioneering city in industrialization and modernization of the country; a momentum for development of the Northern area and all the country; getting modern, smart, an sustainable industrial development; modern and synchronous transport infrastructure conveniently connected to domestic and international markets by roadway, railway, maritime way, and air wayc; a logistic services center”. Towards 2030, Hai Phong would become a modern international logistic services center by all maritime way, air way, expressway, express railway. The Resolution of the 16th Hai Phong City Party’s Congress in 2020-2025 term also set out logistic goals, such as: a logistic services growth of about 30 - 35% per year and contributing to the city’s GRDP 20 - 25% per year. The City also identified development of logistic services as one of three pillars for Hai Phong construction and development. Hai Phong would become a smart and innovative city grounded on greening and digitalization, creative and high-tech industries; a crucial logistic port regionally and internationally, tourism and trade.

The conference was to open a forum for central and local scientists to discuss, exchange ideas and propose schemes for mobilization of all sources, making connection, tightening collaboration between logistic transport infrastructure systems (bridges, ports, yards) with logistic service centers, digital platform development, and connecting to the global logistic network; suggestive ideas to build Hai Phong into a port urban, a modern international logistic services hub associated with a Free Trade Zone, and then to turn to a global port city.
