In the context of accelerating national digital transformation, data-driven administrative procedure reform has become a top priority. To implement the directives of the Government and the Prime Minister, Hai Phong City has been drastically deploying the reuse of connected and shared information and data to create a breakthrough in serving citizens and businesses.

- Strategic Vision from Government Resolutions
Based on Resolution No. 66.7/2025/NQ-CP, the reduction and simplification of administrative procedures must now be grounded in a data-driven foundation. The core principle is that agencies receiving dossiers must proactively exploit and use information already available in national and specialized databases to replace paper-based dossier components. In particular, individuals who have logged in via the National Public Service Portal or the VNeID application to complete interactive electronic forms will not be required to re-provide integrated information.
- Reality and Urgent Requirements for Data Reuse
Despite significant progress, some localities still face inconsistency in legal application. Some agencies continue to require citizens to provide information and documents even though this data already exists in national databases or has been integrated into the VNeID electronic identification application. This situation causes inconvenience, incurs unnecessary costs for citizens, and creates administrative pressure at the commune level due to unnecessary information verification procedures.
Faced with this reality, the Prime Minister issued Official Dispatch No. 159/TTg-CĐS, requiring provinces and cities to grasp the spirit of proactive data exploitation and absolutely not require citizens to re-provide information already available in the system.
- Hai Phong's Determination and Action
Responding to the Central Government's direction, on February 22, 2026, the Hai Phong City People's Committee issued Document No. 321/UBND-TTPVHCC directing departments, agencies, sectors, and localities to focus on the following key tasks:
- Restructuring administration procedures resolution processes: Units must urgently review and submit for approval plans to restructure processes toward simplicity and convenience, with data as the core. The provision of online public services must remain seamless and uninterrupted.
- Enhancing official responsibility: Heads of units must ensure that authorized officials and civil servants proactively exploit and reuse data; they must absolutely not require citizens to resubmit documents already available in national databases or VNeID. In cases of incorrect or un-updated information, the resolving agency must proactively coordinate with relevant parties to handle it, preventing citizens from having to correct it themselves multiple times.
- Information openness and transparency: Hai Phong requires the public posting of the list of dossier components replaced by electronic data on the E-information Portal and at Public Administration Service Centers at all levels for public awareness and supervision.
- Strictly handling violations: The city will strengthen inspection and supervision of official duty performance; it will resolutely rectify and strictly handle officials and civil servants who cause trouble or request additional documents contrary to regulations.
Reusing data is not only a technical requirement but a shift in the service mindset for the digital era. With a proactive and drastic spirit, Hai Phong is committed to building a modern administration where data is widely connected and shared, bringing substantive benefits to all citizens and businesses.
