Provincial Competitiveness Index (PCI) Report in 2022: Hai Phong ranked 3rd place out of 63 provinces and cities

According to the 2022 PCI’s annual report announced by the Viet Nam Chamber of Commerce and Industry (VCCI) on the morning of 11thApril in Ha Noi, Hai Phong ranked 3rd place out of 63 provinces and cities with 70.76 points. The first and second place belonged to Quang Ninh Province with 72.95 points and Bac Giang Province with 72.80 points respectively.

Hai Phong City was one rank lower but had a higher score than last year’s statistics. As for the 10 sub-indices, there are 5 sub-indices ranked in the top 10 provinces and cities with high points, including: Policy Bias with 7.16 points ranked 5th place; Proactivity of city government with 7.49 points ranked 6th place; Business Support Policy with 6.39 points ranked 6th place; Labor Policy with 6.57 points ranked 7th place; Time Costs with 7.91 points ranked 10th place. In addition, there are 5 sub-indices that increased points compared to 2021, including: Access to land, Time Costs, Informal Charges, Policy Bias, Legal Institutions, and Law & Order.

According to the survey results, the city enterprises highly appreciated that the city authority has established and put into operation the two working groups which are in charge of the order and procedures of important projects in the city and tourism development projects with a view to fully eliminate emerging challenges, foster the project implementation progress for investors. 89% of the city enterprises appraised that "the City People's Committee is proactive and innovative in solving new problems" and 92% of the city enterprises informed that "difficulties and problems are promptly resolved through the dialogues and meetings with enterprises in the city".

In addition, the Organizer also released the Provincial Green Index. According to the results, Hai Phong achieved 15.69 points and ranked 16th place out of 63 provinces and cities. Specific component index points include: Minimizing the risk of environmental pollution and negative effects of climate change with 3.08 points ranked 62nd place; Maintaining minimum environmental standards with 4.97 points ranked 39th place; Environmental leadership by provincial governments with 5.35 points ranked 1st place; policies and endowment for businesses in protecting the environment with 2.3 points, ranked 9th place./.
