Implementing Resolution 57 of the Politburo, Hai Phong has determined that attracting investment and developing high-tech industry are key pillars for fast, breakthrough growth—driving the entire region and the nation firmly into a new era.

Creating a Favorable Ecosystem for S&T, Innovation, and Digital Transformation

With deep awareness that science & technology, innovation, and digital transformation are universal keys to development in the new era, Hai Phong is concentrating resources to build a comprehensive support ecosystem—as a solid launchpad. These efforts harmonize multiple fronts and concretely follow the breakthrough directions set out in Resolution 57‑NQ/TW dated December 22, 2024 by the Party Central Committee. The city focuses on four strategic tasks for its industrial parks (IPs) and economic zones (EZs).

Firstly, perfecting institutions and policies. This legal foundation is the “rules of the game” that enable breakthroughs. The city goes beyond applying general regulations by proactively reviewing, studying, and boldly proposing to the central government distinctive, superior mechanisms and policies. The goal is to create a truly transparent and open legal corridor, minimizing barriers and maximizing convenience for R&D investment, deployment of new technologies, IP protection, and especially digital‑based business models. Preferential policies on taxes, credit, and land are thoughtfully designed to focus on high‑tech, innovation, and digital transformation projects.

Simultaneously, administrative procedure reforms—especially those for business registration, investment, and tech project licensing—are accelerated through digitization and maximal simplification. Continuously improving the business investment environment and the Provincial Competitiveness Index (PCI) is a top political task to build strong trust among enterprises.

Secondly, developing synchronous, modern infrastructure. Hai Phong continues to leverage its logistics center advantage with a multimodal transport system (inter‑regional expressways, future Lạch Huyện and Nam Đồ Sơn deep‑sea ports, upcoming Cát Bi and Tiên Lãng international airports, and a modernly planned rail network).

 

The Southern Coastal Economic Zone is expected to become a new generation growth nucleus, where technological quintessence and investment resources converge, creating a strong momentum for Hai Phong's socio-economic development.

A breakthrough emphasis is the city’s prioritization of advanced digital infrastructure. A wide 5G telecom network, secure modern data centers, and robust cloud computing platforms are being established—essential foundations enabling deep digital transformation in governance, industrial manufacturing, logistics services, and social life, ready for IoT, Big Data, and AI applications.

Thirdly, improving quality human resources. Resolution 57‑NQ/TW affirms the deciding role of people. Embracing this view, Hai Phong regards investment in high‑quality human resources as an investment for sustainable future. The city is implementing comprehensive measures—from fundamentally reforming university, college, and vocational training curricula to market‑oriented programs—especially in high‑growth sectors like high tech, IT, automation, semiconductors, AI, and data science. It has also issued breakthrough policies to attract domestic and international talent. The “State‑School‑Enterprise” linkage model is vigorously promoted, ensuring training aligns with production needs and solving high‑tech labor supply–demand gaps.

Recognizing that “stability in housing fosters success in career,” the city is fast‑tracking modern, convenient social and workers’ housing projects, while developing quality cultural, sports, healthcare, and education infrastructure—creating an attractive living environment that draws and retains top talent.

Finnally, innovating investment promotion work. Investment promotion is being modernized—proactive, professional, and targeted. Beyond standard conferences and seminars, city leaders directly engage in promotion campaigns in potential markets, engaging in frank dialogue with major investors and global tech firms. The consistent message: Hai Phong is deeply committed to providing utmost favorable conditions, standing shoulder‑to‑shoulder with businesses to address difficulties quickly and decisively. Particularly, the city “rolls out the red carpet” to invite high‑tech, core‑tech, R&D, and green‑environment‑friendly projects aligned with national high‑tech, innovation, and digital transformation breakthroughs.

Expanding Development Space: Southern Coastal EZ & Technological Breakthrough Aspirations

Approval by the Prime Minister to establish the Southern Coastal Economic Zone (EZ) in Hai Phong, with a planning area of 20,000 ha, marks a strategic milestone. This is more than an expansion—it’s a brand‑new chapter and strategic turning point for the Port city. The EZ is expected to be a new‑generation growth nucleus, consolidating tech brilliance and investment resources, generating a powerful economic and social boost.

Its potential multiplies within a synchronous, globally scaled infrastructure context: alongside mega‑projects such as Tiên Lãng international airport, Nam Đồ Sơn deep‑sea port gateway and transshipment hub, and pioneering ideas for a Free Trade Zone with breakthrough mechanisms and policies. Altogether, this offers an ultra‑modern industrial‑service‑urban complex that will attract unprecedented investment, especially in high tech projects, R&D centers, semiconductor, renewable energy, smart logistics, and advanced marine digital ecosystems.

Looking toward the future, Hai Phong outlines a clear roadmap by 2030: continue planning and launching advanced IPs and EZs; reinforce core IP/EZ systems so that their contribution to industrial output and export value exceeds 90%; and steadfastly pursue high‑quality FDI and domestic investment (DDI) in value‑added, core‑tech projects.

With strong political resolve to pioneer Resolution 57‑NQ/TW on breakthroughs in high tech, innovation, and digital transformation, Hai Phong sets ambitious socio‑economic and tech development targets for 2030: raise the share of manufacturing in GRDP to 55%; increase the share of high‑tech industrial product value within manufacturing to over 70%; and drive corporate technology/equipment innovation at an average of 20–22% per year. These are key indicators reflecting the city’s high-level political determination to make high tech and innovation the primary engines of fast, sustainable, and comprehensive modernization.

With strong political determination, strategic development planning, and the unity of all political systems, businesses, and citizens, Hai Phong is effectively utilizing the opportunities from Resolution 57‑NQ/TW—accelerating the development of high‑tech/innovation/digital‑based industries. This is the crucial lever to successfully implement Resolution 45, Conclusion 96 of the Politburo, helping Hai Phong soon become a national frontrunner in industrialization and modernization, a development engine for the region and the whole country, as Vietnam strides firmly into an era of self‑strengthening./.
