Promoting digital transformation for Hai Phong’s rapid and sustainable development to 2025, with an orientation to 2030

On the morning of August 9, Hai Phong City Party Committee in collaboration with Ho Chi Minh National Academy of Politics organized a scientific conference themed “Promoting digital transformation for Hai Phong City’s rapid and sustainable development to 2025, with an orientation to 2030", which was chaired by: Prof. Dr. Nguyen Xuan Thang, Member of Politburo, Director of Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Mr. Tran Luu Quang, Member of the Party Central Committee, Secretary of the City Party Committee, Head of Hai Phong’s Delegation of the National Assembly Deputies.

The conference was attended by Assoc. Prof. Dr. Le Van Loi, Deputy Director of Ho Chi Minh National Academy of Politics; Mr. Nguyen Huy Dung, Deputy Minister of Information and Communications; leaders of Vietnam Federation of Trade and Industry, Center for International Knowledge Sharing, departments and institutes of the Academy.

As for the city’s delegates, there were: Mr. Pham Van Lap, Chairman of the City People's Council, Vice Chairmen of the City People's Committee, and leaders of relevant departments, agencies, and sectors.

In his opening speech, Mr. Nguyen Xuan Thang emphasized the significant role of digital transformation as an inevitable trend in improving production and business efficiency, competitiveness; a key foundation to realize the goals of digital government, digital economy and smart society. That Hai Phong City organized the conference created a forum for leaders and managers to discuss and clarify the theoretical and practical issues of digital transformation, providing a clear analyze of Hai Phong’s difficulties and advantages in digital transformation.

At the conference, Vice Chairman of the City People's Committee Hoang Minh Cuong emphasized the City’s awareness ofdigital transformation as the driving force of the city's development, an opportunity and an inevitable solution for maintaining a high and sustainable growth rate in the coming decades, according to which the City Party Committee’s Standing Board had issued Resolution No.03-NQ/TU on digital transformation, setting big goals in the coming 10 years.

Based on Resolution No.03-NQ/TU, the City People's Committee had issued an action plan with 9 groups of solutions and 147 specific tasks in which the 2022 – 2023 priorities included: Digitization, big data; digital technology and digital platforms application in some key areas; new pilot models, services and open data; the comprehensive digital citizenship application expansion. Meanwhile, from 2024 to 2025, the City would implement a comprehensive digital transformation, focusing on exploiting big data, automation and artificial intelligence application to create new models, services, providing full utilities for people in the comprehensive digital space, open data; promoting the development of digital economy and digital society. In 2022, the City People's Committee had issued Plan No.174/KH-UBND on digital transformation 2022 with 59 specific tasks in 4 main groups: building digital infrastructure, digital platforms, digital data; carrying out the modernization and application of technology 4.0, digital technology; quickly and strongly implementing some digital transformations that affect the government, people and businesses. At the same time, selecting 5 priority sectors for implementation financial support: transportation, environment and natural resources, education and training, construction and health.

After a period of implementation, the city's digital transformation has initially achieved certain results. Notably, Hai Phong’s performance was among the top localities nationwide given the pilot sectors selected by the Government such as: building population data; e-invoices (ranked 3rdamong the 6 pilot localities ); being the first locality to fully deploy 4 functions of the land data management system and to implement the level 4 driving license renewal service... completing 6/22 key tasks assigned by Ministry of Information and Communications such as: Building national digital platform; putting agricultural households on the e-commerce platform, cloud computing platform; promoting digital technology businesses, community digital technology groups...

According to Director of Hai Phong Department of Transport, the Department had focused on reviewing 130 solved administrative procedures and built its own software to receive and handle online dossiers. Thereby, the online dossier rate of Department of Transport had reached 95%; by the end of the year, the Department strives to reach nearly 100% of dossiers being processed online. Along with the development of online public services, the Department cooperates with the City Post Office to promote the delivery of administrative results through the public postal service.

Director of Department of Construction said that to successfully implement Resolution No.03-NQ/TU, the Department thoroughly grasped the 3 key contents of the resolution including: digital transformation as the new driving force; awareness of people and digital transformation for people and businesses. In the past two weeks, the website http://quyhoachhaiphong.govone.vn had served the state management and provided people with easy access to the transparent planning information.

According to the Chairman of the City Union of Science and Technology Associations, member of VCCI Hai Phong advisory group, one of the difficulties of the city's advisory agencies regarding the digital economy indicator was to make detailed calculation of digital economic value. According to preliminary calculations, in 2021, the city's digital economy accounted for 6% of GRDP, making the the city's goal in Plan No.174-KH/UBND dated 2022 of raising the figure to 10% feasible.

Regarding digital transformation in enterprises, according to VCCI Hai Phong’s first quarter survey, a large proportion of small and medium enterprises were still confused and facing many difficulties, thus requesting for the City’s effective supporting solutions.

The conference also recorded Deputy Minister of Information and Communications’s viewpoint of solutions for realizing digital transformation as planned, in which he suggested Hai Phong intensify building solutions; encourage the development of Hai Phong own land database; identify and publish the list of digital platforms for the development of digital government, digital economy and digital society.
