The city has issued Plan No. 173/KH-UBND to implement Government Resolution No. 138/NQ-CP and Action Plan No. 07-KH/TU of the City Party Committee's Standing Board to promote this sector's breakthrough.

Hai Phong aims to create a strong shift in the quality, efficiency, and competitiveness of private enterprises. The city focuses on large private enterprises capable of leading spearhead economic sectors such as processing, manufacturing, logistics, high technology, and the marine economy.
Specific targets by 2030 include:
- Over 87,000 active enterprises, with at least 03 large enterprises participating in global value chains.
- Private economy contribution: 43 - 45% of GRDP and 55 - 57% of total domestic budget revenue(excluding land use fees).
- Breakthrough Solution Groups
The city is drastically implementing three groups of solutions:
- Creating a fair and transparent business environment: Removing barriers and prejudices against the private sector; accelerating administrative reforms in land, investment, and construction.
- Promoting innovation and digital transformation: Encouraging private enterprises to join high-tech industrial clusters and shifting from labor-intensive models to automation and Artificial Intelligence (AI) by 2035.
- Specific mechanisms for domestic enterprises: Researching tax and credit incentives for innovative startups and supporting industries to build a complete supply ecosystem linked with large FDI corporations.

- Logistics and Marine economy: Smart warehousing and multimodal transport.

- Production site support: Providing "clean land" with flexible areas (from a few hundred square meters) by Q2/2026.

- Phasing out obsolete technology: Cement, steel, and chemical enterprises must stop polluting, energy-intensive lines before 2030.
- FDI - Domestic enterprise linkage: Prioritizing enterprises that can become Tier 1 or Tier 2 vendors for corporations like LG, VinFast and Pegatron.
- Human resource training: Training practical engineers according to international standards.
- Specific Assignments for Focal Agencies
Tasks are assigned according to the principle: "Clear people, clear tasks, clear time, clear responsibility, clear products, and clear authority". Totaling 63 specific tasks, the assignments include:
- Department of Finance: Leading the monitoring of the entire Plan; building trust capital mechanisms for SMEs; researching 2% interest rate support for green projects; and reviewing public assets for SME rental.
- Department of Science and Technology: Leading innovation, digital transformation, and the Sandbox mechanism; researching the construction of technology incubation centers.
- Department of Industry and Trade: Combating counterfeit goods; promoting "Vietnamese people prioritize Vietnamese goods"; and connecting domestic firms with FDI.
- Department of Education and Training: Leading international training links and developing STEM and digital skills programs.
- Department of Justice: Guiding enterprises on legal systems and protecting intellectual property rights.
- Department of Agriculture and Environment: Digitalizing land data and integrating planning information for equal access.
- City Police: Simplifying fire safety procedures and sharing data for remote inspection.
- Department of Culture, Sports, and Tourism: Promoting a shift in thinking about the private economy and building the "Code of Ethics for Hai Phong Entrepreneurs".
Administrative Reform Goals: The city requires units to reduce processing time by at least 30% and legal compliance costs by 30%. A dedicated section on the web portal will be established to resolve enterprise difficulties promptly.
