On the morning of August 14, the Standing Committee of Hai Phong City Party Committee and Quang Ninh Provincial Party Committee jointly held a conference at the City Convention Center to review the cooperation program between Hai Phong city and Quang Ninh province. Cooperation for breakthrough development
At the conference, Mr. Nguyen Van Tung - Chairman of the City People's Committee approved the report on the results of Hai Phong – Quang Ninh cooperation program. After more than 2 years of implementing the Conclusion No. 01-KL/TULT between both Standing Party Committees of Quang Ninh province and Hai Phong city on Hai Phong – Quang Ninh cooperation program, the two localities directed functional agencies to promulgate cooperative programs, plans and regulations for each field. Hai Phong and Quang Ninh coordinated and closely worked with the central ministries and agencies to complete the dossier to submit the World Heritage Center for UNESCO’s recognition of Ha Long Bay with an extended area to Cat Ba Archipelago of Hai Phong as World Natural Heritage. Besides, the two localities submitted to the Prime Minister the proposal on renovating and upgrading the National Highway No.10 from the intersection with the highway No.18 (Quang Ninh) to Quan Toan overpass (Hai Phong); focus on leading, directing, and prioritizing local budget for Ben Rung and Lai Xuan bridge construction projects; cooperating in conservation and promotion of historical relics’s value along the Bach Dang river; actively developing cooperations in various fields such as tourism, trade, marine economic sector, culture, environmental protection, social order and safety and traffic safety... Thereby, Hai Phong and Quang Ninh achieved a number of important results, contributing to promote socio-economic development, ensure national defense - security and social welfare, continuing to affirm the position of Hai Phong and Quang Ninh as the main growth drivers of the Northern Key Economic Zone and making positive contributions to the general development of the region and the whole country.

However, there were limitations during the cooperation progess between the two localities that did not fully make use of the potential and strengths of both sides. The cooperation in designing tourism routes and developing tourism products and marine economy and seaports were not commensurate with the potential of the two localities. The construction of Lai Xuan bridge and Ben Rung bridge was behind schedule. The Cooperative Regulation on state management between the two localities regarding tourist transport activities in Ha Long Bay and Lan Ha Bay had not been issued yet.

Close cooperation to promote advantages for the development of regional linkages
At the conference, leaders of Quang Ninh province and Hai Phong city gave additional comments and proposed specific solutions for the continued close cooperation and effective implementation of the Resolutions and Conclusions of the Politburo and Central Executive Committee for each locality to actively contribute to socio-economic development and promote the development of regional linkages and regional cooperation in the coming time. In the context of various difficulties and challenges, especially the impact of the COVID-19 epidemic, although there were no COVID-19 cases in the community of Quang Ninh and Hai Phong, both localities identified the immediate task was to focus on the prevention and control of the COVID-19 epidemic to ensure the safety of people's health, create conditions for socio-economic stability and development of the two localities to contribute to the achivement of "double goals".

Chairman of the Quang Ninh Provincial People's Committee Nguyen Tuong Van shared experiences and results in the prevention and control of the COVID-19 epidemic, and made proposals on closer cooperation in disease prevention to control the travel between the two localities. In particular, a taskforce for disease control should be established; the COVID-19 test results should be mutally accepted ... Along with that regional linkages, marine cooperation and development between the two localities should be strengthened in order to maximize the utilization of seaport infrastructure and transport connections. The two localities should: strengthen experience sharing, have a close coordination mechanism to develop common spaces, promote investment attraction, develop economic zones and industrial parks, promote the development of multi-modal transport and logistics to effectively utilize the existing infrastructure systems such as Cat Bi International Airport, Hai Phong seaport system, Van Don International Airport, Con Ong - Hon Net seaport, Hanoi - Hai Phong - Ha Long - Van Don - Mong Cai highway route, Mong Cai - Dong Hung international border gates, Hoanh Mo - Dong Hung and Bac Phong Sinh - Ly Hoa bilateral border gates, study and propose soon the planning of a railway connecting Hanoi - Hai Phong - Quang Ninh, connect road, sea and air transport infrastructure between the two localities...

Besides, all participants agreed on the coordination, support and sharing of experiences in planning of the Hai Phong City and Quang Ninh Provincial for the period of 2021-2030, with a vision to 2050; cooperation in the inter-regional construction planning of Quang Ninh province and Hai Phong city to ensure the promotion of advantages, potential, strengths and increase the linkages to promote the balance in development of both localities. Regarding cooperation for tourism development, it is important to soon promulgate the Cooperative Regulation on state management of tourist transport activities in the area of Lan Ha Bay (Hai Phong) and Ha Long Bay (Quang Ninh); agree on standards and regulations of overnight vehicles parking on the bay; jointly create a unified and synchronous legal corridor in solving common relevant issues in order to ensure the safety, security, order, environment protection and sustainable development. At the same time, both localities should level up their management to the professional model and upgrade their unique tourism products and services to meet the international standards; soon complete the management plan of Ha Long Bay - Cat Ba Archipelago Heritage… At the same time, the development of transport infrastructure connecting the two localities with the Northern key economic region and the Red River Delta should be focused; the construction of Lai Xuan bridge and Ben Rung bridge should be started soon; public passenger transport (e-buses and buses, etc.) connecting Hai Phong city center to Ha Long city center and vice versa should be developed, thus contributing to bilateral trade and socio-economic development between the two localities and facilitating inter-provincial, regional and inter-regional development in the coming time; supporting Quang Ninh in the process of proposing the Ministry of Transport and Vietnam Maritime Administration to implement the project of dredging Chanh river channel...

Attending the conference, Mr. Nguyen Xuan Ky - Secretary of Quang Ninh Provincial Party Committee said that the conference was a very meaningful meeting. In addition to the close coordination between the two localities in the prevention and control of the COVID-19 epidemic, through the preliminary assessment and comments, the two localities will work closely to complete and submit to the Government for its approval of their planning project, in which the regional linkage, marine spatial planning will be clearly described. The two localities will also complete a proposal to the Politburo, National Assembly and Government for their consideration of the specific mechanisim and policy to develop Hai Phong and Quang Ninh to become the centers of marine economy and gateways for the development of the Northern key economic region in association with Lach Huyen international port. These are the principal contents of the 13th Party Congress on the strategy for socio-economic development of the period 2021 – 2030. It is essential for the two localities to set up a Scheme team for the implementation of these contents. To carry out the policy of the Government in promoting the development of digital economy, digital society and smart cities, it is necessary for the two localities to soon coordinate to digitize regional data in line with their development orientation, especially data on tourism, COVID-19 prevention, population related to marine space and other common contents... Due to this, the policies and decisions will not cause conflicts of interests, but to take advantage of the strength and development opportunities of two localities. Moreover, the two localities need to promote their potential and advantages, further enhance multimodal transport, develop logistics services and trade through border gates. With their important geographical positions, Quang Ninh and Hai Phong will strengthen coordination to protect the nation, maintain political security, social order and safety.

Mr. Tran Luu Quang - Secretary of the City Party Committee stated that “the linkage and cooperation between localities is an inevitable trend and it has increasingly been becoming stronger. Due to this, the two localities’ advantages will be maximized, the obstacles and difficulties will be removed. With the geographic positions and similarities in culture, history and economy scale, the cooperation between two localities should be tighter in all fields to bring about practical results, contributing to their strong and sustainable development. The strong development of Quang Ninh in recent years has been valuable experience to Hai Phong in terms of domestic budget revenue, administrative reform, tourism and infrastructure development... Cooperation principles between Hai Phong and Quang Ninh need to be comprehensive towards both competition and cooperation without any conflicts, sharing and companionship for common development goals. From those general principles and on the basis of the signing cooperation agreement, relevant departments and agencies as well as leaders of the two localities will actively exchange and coordinate to implement the specific tasks. Mr. Tran Luu Quang also expressed high agreement with the opinions of Mr. Nguyen Xuan Ky and other participants at the conference on the key contents and solutions for cooperation in the coming time. The two localities will closely coordinate, develop the project on specific mechanisms and policies to submit to the Central Government for its consideration, soon implement digitization, build and connect the common database system between the two localities...

At the end of the conference, Secretary of Hai Phong City Party Committee Tran Luu Quang and Secretary of Quang Ninh Provincial Party Committee Nguyen Xuan Ky signed a cooperation program between Hai Phong and Quang Ninh to create a basis for the two localities to continue working closely together to maximize the potential and strengths of each locality for breakthrough development and regional linkages./.
