Potential Destination for FDI Investors

Hai Phong is one of the localities with good investment environment and leading development potential in Vietnam. Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee worked with the working delegation of Vladimir Provincial Government (Russian Federation). That was the content presented at a recent working session between Hai Phong City leaders and the working delegation of Vladimir Provincial Government (Russian Federation) and the working delegation of the Southeast Asia and Oceania Department, Ministry of Industry and Trade of Singapore.

 

Attractive investment destination

Over the years, Hai Phong has always been among the top most attractive localities for foreign investors. Currently, Hai Phong has established 14 industrial parks (IPs) and is continuing to focus on developing 20 new IPs with a total area of ​​over 7,000 hectares. In particular, the city has been approved by the Vietnamese Government to establish the Southern Coastal Economic Zone with a scale of about 20,000 hectares. This is a comprehensive coastal economic zone, planned according to the green growth model, circular economy and sustainable development. Including a free trade zone with breakthrough and outstanding mechanisms and policies, connecting with other coastal economic zones in the region, contributing to creating development momentum for the Red River Delta region.

Assessing the potential of Hai Phong City, Mr. Avdeev Alexander Aleksandrovich - Governor of Vladimir Province (Russian Federation) expressed his impression of Hai Phong's 10 consecutive years of double-digit growth. Vladimir Province is currently actively encouraging and expanding investment attraction from Asian countries, including Vietnam. In particular, Hai Phong is one of the localities with a good investment environment and leading development potential in Vietnam. This is a favorable time for the two localities to promote cooperation in many fields such as agriculture, milk, meat, confectionery production; seafood, rice, trade, logistics... Through economic, trade, cultural, educational, people-to-people diplomacy cooperation... will be a solid foundation to further strengthen friendly cooperation, towards establishing a twinning relationship between the two localities in the coming time.

Hai Phong City has created favorable conditions and supported the stable development of Singapore's VSIP industrial park, while attracting many strategic investors. Singapore believes that the two sides will strengthen cooperation in many fields such as seaports - logistics, high-tech industry, tourism, energy in the direction of green growth, circular economy, digital transformation, contributing to promoting good cooperation between Hai Phong City and Singapore.

 

Strengthening cooperation in many fields

Hai Phong is the main gateway to the sea, has an important position in terms of economy, society, security and defense of the Northern region and the whole country, and is also one of the growth drivers of the Northern key economic region.

Hai Phong is known for its large development space and has all 5 types of transportation: road, railway, inland waterway, seaway, air. Hai Phong has the largest seaport system in the North, of which Lach Huyen Port is one of the 20 deep-water ports in the world, connecting directly to America and Europe without having to transit through a third country's port, and can accommodate large ships of up to 200,000 tons. Thereby, continuing to affirm the role of the largest transport hub in the Northern region for the import and export of goods of Hai Phong City. The expressways Hanoi - Hai Phong, Hai Phong - Ha Long, National Highway 5, National Highway 10, national railway... pass through key economic zones. Cat Bi International Airport meets the 4E standards of the International Civil Aviation Organization and can receive the world's largest aircraft. Inland waterway transport is smooth and convenient, connecting most provinces in the Northern region.

This locality is also one of the growth drivers of the Northern key economic region. As of the end of April 2025, the city had 1,071 valid foreign direct investment (FDI) projects with a total investment capital of 38 billion USD, coming from 39 countries and territories.

At a recent meeting between Hai Phong City leaders and the Vladimir Provincial Government Delegation, Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee said that investors from the Russian Federation have 5 projects, with a total investment of more than 9.6 million USD. In the coming time, Hai Phong will merge with Hai Duong province, which means expanding the space for cooperation and development of the locality with diverse types of industry, tourism, seaports, and agriculture. In particular, the Lao Cai - Hanoi - Hai Phong railway construction investment project approved by the Prime Minister not only serves domestic transportation needs, including Hai Phong, but also connects with international transportation routes, expanding trade with China and European countries, including the Russian Federation.

Agreeing with the cooperation proposals of the Vladimir Provincial Government Delegation, Mr. Nguyen Van Tung said that the two sides can further promote cooperation in education, culture, trade promotion, and investment to move towards specific cooperation agreements. At the same time, he assigned the Hai Phong Department of Foreign Affairs to be the focal point after the meeting to coordinate with agencies, units, and functions to provide specific information on issues of interest to the Delegation. At the same time, he suggested that the Delegation assign a focal point to coordinate with Hai Phong's functional agencies to further promote trade promotion activities, support Hai Phong - Vladimir Province enterprises in cooperation and investment...

Regarding the proposal of the Southeast Asia and Oceania Department, Ministry of Industry and Trade of Singapore, Mr. Hoang Minh Cuong - Vice Chairman of Hai Phong City People's Committee said that Singapore has 102 investment projects in the area with a total investment capital of more than 9.8 billion USD, mainly focusing on the fields of trade, services, industrial production and real estate. In particular, VSIP Industrial Park is one of the typical symbols of cooperation between Vietnam and Singapore in Hai Phong, contributing significantly to making the city a major industrial center of the Northern region. Hai Phong City hopes that the Southeast Asia and Oceania Department, Ministry of Industry and Trade of Singapore will become a bridge to promote investment between Hai Phong and Singaporean enterprises. Thereby, contributing to further deepening the comprehensive strategic partnership between Vietnam and Singapore in general, as well as between Hai Phong and Singapore in particular.
