This is the target identified in the City’s People Committee’s Plan on lifting Hai Phong’s province competitiveness index (PCI) in the period of 2022-2025.

In order to break down barriers and to make positive changes regarding investment and business environment as well as to raise PCI score rank, the Plan indentified priorities: speeding up administrative reform, enhacing transparency, competitiveness index assessment at departmental and local levels (DDCI) for better economic operation; boosting up e-government construction, conducting researches on smart urban development applications; reforming, enhancing quality, increasing topicality, convenience and attractiveness of the city’s portal for an increase of businesses accessing rate; requesting departments, agencies, sectors and districts’ public announcement of Masterplan, budget for enterprises’ easier approach and usage for its manufacturing and businesses. Conducting work ethics, building modern and professional administrative platform.
With regards to tasks and measures of enterprises support enhancement, particularly small and medium sized enterprises, the City kept focus on trade promotion activities, supply and demand connection, linking and cooperation in goods delivery expansion, supporting enterprises participating in e-commerce, digital transformation, etc.
Regarding land approaching capacity improvement, the City accelerated support to enterprises, manufacturing and business units, people in land-related administrative procedures implementation. Fastening on-land database system establishment, modern and synchronous information system on land; Publishing all Masterplans and plans on land use, information on available land bank for investors calling, projects using land for investment calling, etc; Directly responding to obstacles related to State management on land sector in order to make people and enterprises to get more understanding on administrative procedures implementation.
Concerning new trend of foreign direct investment (FDI) calling, the City would boost up investment promotion through numerous flexible measures. Regarding solutions for ranking improvement of the city’s indexes, it was a vital need to analyze causes to come up with proper measures of new approaches.
The City’s People Committee requested departments at all levels to keep promoting self-attempt for improvement through innovative thinking, flexible and creative management, modern and open administration in order to reach the city’s target as the most favorable investment and business destination of all domestic and foreign investors. Officers and public servants must bring about drastical changes in attitude, responsibilities, activeness and work ethics based on the spirit of “support – listen – understand – friendly – enthusiastic”. Departments, agencies, sectors and districts have been requested to strengthening officials’ awareness and responsibilities on the PCI for Hai Phong City’s development and status.
