On November 04, at 8:00am, the 3rd thematic meeting of the 16thterm City People’s Council was opening.
Attending the meeting was Mr. Tran Luu Quang, Member of the Party Central Committee, Secretary of Hai Phong City Party Committee, Head of Hai Phong City’s delegates to the National Assembly.
Co-chairing the meeting were Mr. Pham Van Lap, Member of the City Party Committee’s Standing Affairs Committee, Chairman of the City People’s Council; Mr. Bui Duc Quang, Vice Chairman of the City People’s Council.
Participating in the meeting were Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People’s Committee; Mr. Do Manh Hien, Standing Deputy-Secretary of the City Party Committee; Mr. Cao Xuan Lien, Chair of National Fatherland Committee Hai Phong Branch; members of the City Party Committee’s Standing Affairs Committee; Vice Chairmen of the City People’s Committee and the City People’s Council; Hai Phong City’s delegates to the National Assembly, deputies of the City People’s Council; leaders of departments, units, and local districts.

Gave speech at the opening session, Mr. Pham Van Lap, Chairman of the City People’s Council, underlined that, the thematic meeting was organized that grounded on practice, consideration and decision on contents contributing to eco-social development, residential life of population in the city and human resource work under authority of the City People’s Council. Indeed, there was special mechanism in COVID-19 prevention and control at the city; digital governance construction in years of 2021-2025; adjustment and amendment of public investment plan of the year 2021; updated portfolio list needed to shift purpose of paddy land use, protection forest land, special-used forest, portfolio list needed to get land acquisition, tentative budget to compensation and ground clearance at the city in 2021.

Those contents were well prepared by the City People’s Committee, in alignment with regulations, and were scanned by divisions of the City People’s Council. The Chairman of the City People’s Council hoped that delegates of the City People’s Council would strengthen the sense of responsibility before voters, enhance solidarity, democracy, concentration on researching contents, discussion, and approve feasible and quality resolutions.
Meet the actual requirements
At the meeting, members of the City People’s Council listened to Mr. Le Anh Quan, Standing Vice Chairman of the City People’s Council presenting project investment undertakings “Implement some contents to construct Hai Phong City’s digital governance in the period of 2021-2025”, with targets of organization and working environment operation and tools improvement so that officials are able to do best their duties through breakthrough measures grounded on a new tech platform, then to serve people, enterprises, create value, benefits, satisfaction, and consensus of the society.
Mr. Le Anh Quan, Standing Vice Chairman of the City People’s Committee, read the Project Investment Undertakings of Hai Phong City in the years of 2021-2025.
Regarding the report on adjustment and supplement of the city’s 2021 public investment plan, due to changes in tasks, programs and plans in terms of using demands and capital disbursement capacity, the City People’s Committee requested an adjustment and update to ensure capital-use effectiveness and 100% capital disbursement as being planned before.

Next, Mr. Le Khac Nam, Vice Chairman of the City People’s Committee, reported implementation of the COVID-19 prevention and control in years of 2020, 2021, and presented specific policies proposal on the COVID-19 prevention and control in the city’s area. The built resolution aimed to actively cope with the pandemic’s increasing complexity, maintaining the city’s eco-social development stability, contributively encouraging forces on time and effectively maintaining the pandemic prevention and control at the city.

Mr. Nguyen Duc Tho, Vice Chairman of the City People’s Committee, presented proposal of “Supplement the projects investment list required to shift usage purposes of paddy land, protection forest land, specific-used forest, investment projects list required for land acquisition, tentative budgeted capital for ground compensation and clearance at the city’s area in 2021”, in which, 12 projects needs to shift land use purpose; an area of land acquisition is 153.46 ha, and expected state capital for disbursement and ground clearance support is 4,280.94 billion dong.

After hearing the City People’s Committee’s members report, divisions’ leaders of the City People’s Council presented scanning report on appropriation of resolutions and projects’ contents, decision-making authority, legitimate bases, process, procedures of establishment and assessment, format of drafted resolution; they also basically approved proposals of the City People’s Committee. At the meeting, some delegates participated in giving comments on the draft that was received, explained, added, and clarified by the drafting unit’s leader. Then, 100% delegates of the City People’s Council attend the meeting voted on the contents of the aforementioned reports and resolutions.

Mrs. Tran Thu Huong, Head of Eco-Budget Division, reported assessment on the specific policies in the pandemic prevention and control.
Gave closing speech, Mr. Pham Van Lap, Chairman of the City People’s Council, requested that, right after the meeting, Standing Committee of the City People’s Council would focus on the COVID-19 pandemic prevention and control direction with speeding up vaccination, targeting achievement in community’s immunity in the ending 2021 and beginning 2022, well prepare and implement measures in shifting from non-COVID-19 to flexible adaptation, safety and effective monitoring. Mr. Pham Van Lap requested the City People’s Committee, departments, districts to simultaneously and decisively implement eco-social development missions and measures, defense-security warranty, to operate plans of year 2021. Chairman of the City People’s Council requested the Standing Committee of the City People’s Council, divisions of the City People’s Council, delegate groups, and deputies of the City People’s Council, facilitate the City People’s Committee, Departments, and units to effectively implement approved resolutions and to boost monitoring process.

Accomplishment of human resource under authority of the City People’s Council
At the meeting, the City People’s Council implemented the human resource work under its authority.
Accordingly, the City People’s Council voted on dismissing the position of Head of Budget-Economic Committee of the 16th City People’s Council in 2021-2026 term, to Ms. Tran Thu Huong, member of the City Party Committee, Secretary of Le Chan District Party Committee.
