Need the guidance of a "common conductor"
In the journey of construction and development, the team of entrepreneurs and businesses in Hai Phong have made many great contributions to the economic growth, job creation, and social security of the city.
Currently, Hai Phong City has a total of nearly 47,000 registered businesses, but in reality, only about 27,000 businesses are actually operating. The number of large businesses accounts for less than 1%, small and medium-sized businesses account for 30%, and micro businesses account for 60% - 65%.
In the past time, the private economic sector has continuously contributed 40 - 45% of the city's GRDP and accounted for over 60% of total domestic revenue in the period of 2020 - 2024. This is a testament to the extremely important role of the business community in the economic structure of the Port City.
However, the business community in the city is still fragmented, lacking connections, and has not formed enough strength to participate in regional, national and global value chains and supply chains.
Mr. Tran Van Thang - Chairman of the Hai Phong City Business Association, Chairman of the Board of Directors of Sao Do Group Joint Stock Company shared that there are 3 key reasons that are directly affecting the existence and development of businesses today. That is the increasing economic pressure on the business community. The global economy is unstable, costs are rising, and demand is declining, causing tens of thousands of businesses to leave the market. Recently, the US's plan to impose a tax of up to 46% on Vietnamese export goods has caused great concern, reducing competitiveness, reducing orders and severely affecting key export industries such as textiles, footwear, electronics, agriculture and fisheries. In particular, the imbalance in the business ecosystem is causing the entire system to lack stability and resilience. Along with that, administrative procedures still have many barriers, many existing preferential policies are still focused on the state sector or large-scale projects, while small and medium enterprises are almost forgotten. On the other hand, the business community of Hai Phong City is still fragmented, lacking connectivity, limited management and competitive capacity, and has not formed a strong enough strength to participate in regional and global value chains and supply chains. Most of the success of enterprises in the past has mainly come from their own efforts, with almost no support from organizations or associations, especially in Hai Phong, where associations are still operating in a formal manner, the connection between members is still loose, and they have not yet demonstrated their role as representatives or market leaders.
Therefore, Hai Phong City needs a common home, gathering the strength of large and small enterprises in the area, promoting the spirit of entrepreneurship and innovation to make the business community strong, ready to enter the new era.

In the context of restructuring and comprehensive transformation, Hai Phong City must find its internal strength and breakthrough spirit from within. The establishment of the Hai Phong City Business Association at this time is an urgent task, suitable for the new context. The establishment of the Hai Phong City Business Association is not only a bridge between businesses and the government but also a voice that gathers and represents the will and aspirations of businessmen and businesses in the city.
To promote the role of the Association in the coming time, it is necessary to have specific goals and tasks, ensuring that the Hai Phong business community achieves the highest efficiency.
Mr. Le Tien Chau emphasized: “The Association needs to proactively strengthen the organization and develop the membership network in the direction of diversifying fields and professions. The Executive Board must be a united, dedicated, and visionary collective, putting the common interests of the business community and the city above all else in order to build a strong organization, operating practically, transparently, effectively and in compliance with the law. In addition, the Association needs to proactively coordinate with departments, branches, sectors and authorities at all levels to promptly reflect difficulties and obstacles, propose initiatives, contributing to perfecting the mechanisms and policies for socio-economic development of the city. Actively propagate and disseminate legal policies and guidelines to members, build a production value chain, aiming to participate in the global supply chain, cooperate with FDI enterprises, expand international cooperation, enhance trade - investment promotion - regional links…”.
Mr. Tran Van Thang affirmed: “The Association will be a bridge, promoting solidarity and effective cooperation among member enterprises, sharing opportunities, information and supporting each other for mutual development. Reflecting difficulties, proposing policies, contributing to building an open and stable business environment. At the same time, the Association is also a focal point connecting enterprises, especially small and medium enterprises, participating in domestic and foreign value chains, promoting linkages, innovation and cooperation for mutual development. Focusing on building a cultural identity of Hai Phong enterprises. The Association will organize training, consulting and information provision activities to help enterprises update their knowledge on modern management, digital transformation, market integration ...”. At the Congress, there was also a signing ceremony of the Coordination Regulations between the Association of Enterprises and the People's Committee of Hai Phong City; Signing a cooperation agreement between the Association of Enterprises and the Northern Coastal VCCI Branch; Presenting the decision of the Chairman of VCCI on the recognition of official membership of VCCI.
This is considered an important milestone, demonstrating the strong commitment, practical companionship and deep trust from the city leaders, VCCI towards the business community. This event also opens a new cooperation framework, creating a solid foundation for the Association to promote its role of connecting, creating and accompanying the economic and social development of Hai Phong.
The Secretary of the Hai Phong City Party Committee affirmed: “The city leaders are committed to accompanying businesses, focusing on providing comprehensive support for businesses from land to implement projects, investment procedures, capital mobilization, production technology, market connection, participation in investment promotion activities, human resource training, connecting experts with the expectation of building a system of strong city enterprises capable of participating in the global production and value chain. In particular, soon forming industrial enterprises with the capacity to provide supporting products for FDI enterprises”.
On March 27, 2025, the People's Committee of Hai Phong City issued Decision No. 1020/QD-UBND on allowing the establishment of the Hai Phong City Business Association.
On April 9, 2025, the Vietnam Federation of Commerce and Industry issued Decision No. 0524/LDTM-CTHV on recognizing the Hai Phong City Business Association as an official member of the Vietnam Federation of Commerce and Industry.
At the Congress to establish the Hai Phong City Business Association for the 2025-2030 term, the Congress approved the Charter, Regulations, approved the Personnel Plan, elected the Executive Committee consisting of 30 exemplary, dedicated and capable businessmen representing many fields and professions in the city. The Congress also elected the Inspection Committee, elected the Chairman, Vice Chairmen, and Head of the Inspection Committee of the Association. 100% agreed to propose and nominate Mr. Le Tien Chau - Secretary of Hai Phong City Party Committee as Honorary Chairman of the Association. Mr. Tran Van Thang - Chairman of the Board of Directors of Sao Do Group Joint Stock Company holds the position of Chairman of Hai Phong City Business Association.
