That was the affirmation of Prime Minister Pham Minh Chinh at the groundbreaking ceremony of the Ninh Binh – Hai Phong expressway construction investment project (CT.08), the section through Nam Dinh and Thai Binh provinces under the public-private partnership model and the infrastructure development investment project of Hung Phu Industrial Park (IP), Tien Hai district recently.
Realizing development vision
Accordingly, the CT.08 expressway project, the section through Nam Dinh and Thai Binh provinces, is under the PPP public-private partnership model with a length of about 60.9km. Of which, 27.6km is in Nam Dinh province and 33.3km is in Thai Binh province. The project has a total investment of VND 19,784.55 billion, invested according to expressway standards with a scale of 4 complete lanes, a roadbed width of 24.75m, and a design speed of 120km/h. When completed and put into use, the entire CT.08 expressway will have a total length of 117km and pass through the provinces of the Northern Coastal region.
This is considered an important strategic traffic axis, helping to connect the provinces in the southern Red River Delta, the North Central region with the international gateway port of Lach Huyen (Hai Phong) and the coastal provinces and cities in the Red River Delta, connecting with Cat Bi and Van Don international airports, seaports, and Mong Cai international border gate. At the same time, it enhances the ability to connect traffic in the region and between the localities of the Northern Coast, opening up new development space for the southern Red River Delta and the North Central region in general and the provinces of Ninh Binh, Nam Dinh, and Thai Binh in particular.
As for the Hung Phu Industrial Park infrastructure development investment project, this is a project approved by the Prime Minister in Decision No. 971/QD-TTg with an area of 209.08 hectares and a total investment of VND 1,940 billion. The project is located in Thai Binh Economic Zone (EZ), with a favorable strategic location adjacent to the economic triangle of Hanoi - Hai Phong - Quang Ninh. At the same time, it connects with major provinces and cities in the region via the Ninh Binh - Hai Phong expressway and the coastal road from Quang Ninh to Thanh Hoa. This is also one of the fastest cleared industrial parks in the province. Upon completion, Hung Phu Industrial Park will contribute to a strong shift in economic structure and increase budget revenue in the province.

Evaluating these two projects, Prime Minister Pham Minh Chinh said that these are two important projects, very meaningful to Thai Binh province and the Red River Delta. The implementation of the Ninh Binh - Hai Phong expressway project will contribute to implementing the Party's guidelines and policies on infrastructure development as one of the three strategic breakthroughs. At the same time, it will create momentum to promote regional and provincial linkages, create momentum, open up new development space for the province, for the Northern Coastal region, develop industrial parks, attract investment, effectively exploit land funds, promote exchanges, reduce travel time, logistics costs, promote economic restructuring from agriculture to industry - services, ensure national security and defense, contribute to the successful implementation of the public-private partnership model on infrastructure development investment...
Mr. Nguyen Manh Hung - Chairman of Thai Binh Provincial People's Committee said that Thai Binh province especially acknowledged the support of Geleximco Group and investors, along with the authorities of Nam Hung commune and Tien Hai district for creating favorable conditions for the project to be implemented earlier than planned. This is a clear demonstration of the consensus between the state, businesses and people in developing the province's infrastructure and industry. Thai Binh province will continue to support and provide maximum support for investors to complete procedures, remove difficulties, speed up progress, ensure quality, safety and efficiency of projects.
Ensure project completion on schedule
In fact, in recent years, the concept of "regional connectivity" has become a clear strategic orientation in Vietnam's socio-economic development planning. Especially for the Red River Delta region, where the population is densely concentrated, with great potential for industry, high-tech agriculture, tourism and seaport logistics services, the urgent requirement is to have a synchronous, modern and interconnected transport infrastructure system to connect growth centers.
Therefore, the CT.08 expressway (Ninh Binh - Hai Phong) and Hung Phu Industrial Park are two components contributing to realizing the vision of developing the Northern Coastal region.

Regarding the CT.08 expressway project, Prime Minister Pham Minh Chinh requested Thai Binh province to promptly complete documents and procedures to ensure strictness, focusing on technical measures to handle weak ground. Pay attention to ensuring sufficient sand and raw materials for the project. Ensure the project's progress and quality, ensure technical, aesthetic, safety, environmental sanitation, and ensure the lives of people affected by the project.
As for Hung Phu Industrial Park, Prime Minister Pham Minh Chinh suggested better implementing the public-private partnership model of "public leadership - private governance", promoting smart governance, attracting high-tech and modern projects, and developing in a green, digital and sustainable direction.
Regarding tasks in the coming time, the Prime Minister requested that the provinces of Nam Dinh, Ninh Binh and Hai Phong need to coordinate closely to effectively exploit this important arterial route.
On the part of investors and contractors, the Prime Minister requested that they keep their commitments and urgently mobilize maximum machinery and human resources to organize construction in the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "working during the day is not enough, working at night", "only discussing work, not discussing back".
At the same time, it is recommended that Thai Binh province focus on leadership, close direction, regular inspection, supervision, and go down to the construction site to immediately remove difficulties and obstacles, and encourage investors, contractors, officials, workers, and laborers. Pay attention to people's lives and solve material problems. Urgently plan to exploit and maximize benefits from the expressway.
Relevant ministries and sectors must minimize the time for administrative procedures, closely coordinate with localities, and proactively remove difficulties and obstacles within their authority and according to the provisions of law. Resolutely do not push or avoid work, focus on solving work within their authority, and if it exceeds their authority, report to the competent authority for consideration and decision. The provinces of Nam Dinh, Ninh Binh, and Hai Phong need to closely coordinate to effectively exploit this important arterial route.
The Prime Minister proposed to shorten the time, strive to exceed the schedule, strive to complete in 2026, and soon put the route into operation so that people in Thai Binh and the Red River Delta can enjoy the results.
Mr. Nguyen Khac Than - Secretary of Thai Binh Provincial Party Committee said that Thai Binh province will fully concretize the requirements and directions of the Prime Minister into clear tasks, with specific timelines and assign responsibilities to each agency, unit and individual involved in the project implementation process. The province will focus on directing, coordinating and closely coordinating with localities and investors. At the same time, proactively review and promptly remove difficulties and obstacles to speed up the project implementation progress.
According to Mr. Nguyen Khac Than, with the close direction of the Government and the Prime Minister, the support of the Central Ministries and branches, the high determination of the Party Committee, the government and the people of the two provinces of Thai Binh and Nam Dinh, and the companionship of investors and construction units, the investment project to build the Ninh Binh - Hai Phong expressway, the section through Nam Dinh and Thai Binh provinces and the Hung Phu Industrial Park infrastructure project will be completed on schedule, ensuring quality and investment efficiency, contributing to realizing the development aspirations of the province.
