Online meeting themed “Overcoming challenges, taking advantage of opportunities, cooperating for mutual development”

On the morning of September 17, 2022, the Prime Minister Pham Minh Chinh chaired an online meeting themed “Overcoming challenges, taking advantage of opportunities, and cooperating for mutual development” with participation of representatives from ministries and sectors, 63 cities and provinces nation while, foreign commercial and industrial associations and enterprises. Attending the meeting from Hai Phong city were the Standing Vice Chairman of the City People’s Committee and representatives of relevant departments, agencies (Hai Phong VCCI, Small and Medium Enterprises Association, Logistics Association) and FDI enterprises.

Speaking at the opening of the meeting, the Prime Minister shared the updated data on economic and social achievements, positive results in fields of FDI, health, economic growth… In the current complicated and unpredictable context caused by geopolitical changes, the COVID-19 pandemic, supply chains shortage, increasing inputs prices, climate change, etc. Vietnam has been facing various challenges; however, Vietnam would have never made sacrifice by all costs for growth. Developing a socialist-oriented economy with a focus on people and enterprises, social welfare, environmental protection, towards a green, modern, and sustainable economy have driven Vietnam.

With a mindset of: i) seeking stability inside instability, ii) determination and endurance in multidimensional impacts, iii) controlling risks in crisis through tools, iv) building up strong cooperation lines in the competitiveness of current fair international economy; under the Party’s brilliant leadership, people and enterprises’ support; Vietnam has gained remarkable results such as inflation control (under 2.58%), growth increase by semesters of the year, with estimation of national growth of 2022 is above 7%. Other crucial achievements are quality life of people has been upgraded and better than previous years, national territory, stable political system, independence, sovereignty and territorial integrity have been well ensured and consolidated. In the international arena, the role and position of Vietnam is increasingly enhanced. On a clear and solid perspective that is cooperate is to win together, Vietnam has been working hard to implement and make it reality.

After the Prime Minister’s opening speech, the Minister of Investment and Planning gave a remark on the present status of foreign direct investment attraction in Vietnam, good comments and positive assessments given to Vietnam’s bright future of economic development. The Minister also shared some figures on FDI enterprises, such as more than 90% of enterprises doing business effectively; more than 66% expanded their investment and operation and more than 76% support pro-enterprises policies at medium and high level.

The Ministers identified tasks for short and long terms. Indeed, in short-time, the central and local governments actively support enterprises to overcome difficulties, strengthen supply chain capacity, increasing linkages with domestic enterprises for joining supply chains, settle the matter of human resource shortage, particularly high-skilled labors, well preparing for reception of new investment flows (such as preparation of clear ground, well equipped infrastructure, labor supply, packages of incentives, etc.). In long-term, set up plan to complete investment environment, strengthening domestic competence, boosting up establishment of R&D facilities, innovation, startups, technological applications in industries, adjusting FDI trend toward national strategy with key sectors and key locations, and building a FDI attraction agenda which for a balance in development among localities.

At the meeting, representatives of foreign associations, organizations and enterprises such as JICA, KOCHAM, AMCHAM, EUROCHAM, Singapore, HSBC Vietnam, Dell Corporation, Bosch Vietnam, Boeing Vietnam, Panasonic Vietnam, Orsted Vietnam, CMA CGM Vietnam JSC.. gave their assessment on current FDI in Vietnam as well as suggestions for better FDI operation and attraction. Besides mentioned challenges, the FDI representatives shared their positive perspectives on economic recovery and growth of Vietnam, the country’s ambition to achieve net zero emission by the year of 2050, and their commitments working with Vietnam in specific sectors from human source education and training, logistics, banking, clean and renewable energy, air cargo, to targets of digital transformation.

In conclusion, the Prime Ministry once again thanked for the contribution of FDI for the common benefit and committed to instruct ministries, localities to continue to actively and effectively support to FDI in the coming time.
