New regulations on the National Public Service Portal: Driving digital government, centering on citizens

On June 4, 2026, the Prime Minister signed and issued Decision No. 29/2026/QD-TTg regarding the Regulation on management, operation, and exploitation of the National Public Service Portal. This document replaces Decision No. 31/2021/QD-TTg and will officially take effect starting from July 20, 2026. This is a strategic step toward modernizing the administrative system, ensuring the seamless, safe, and effective provision of online public services in the digital era.

Core Principles: Transparency, Thrift, and User-Centricity

The new regulation stipulates that the management and operation of the National Public Service Portal must strictly comply with legal regulations on administrative procedure control, cybersecurity, and the protection of state secrets. Notably, the regulation emphasizes the principle of placing the user at the center, ensuring that information and services are provided accurately, consistently, and are easily accessible to all target groups, including persons with disabilities, the elderly, and ethnic minorities.

The system is designed to operate 24 hours a day, seven days a week, maintaining continuous connection with the Administrative Procedure Resolution Information Systems of Ministries, sectors, and localities. One of the most important utilities is the Single Sign-On (SSO) mechanism, which allows citizens and businesses to use just one electronic identity account to access all different applications and public services.

Diverse and Modern Information Content

The National Public Service Portal is not merely a place for submitting documents but is also a massive digitized information repository. The shared data categories include:

  • Catalog of administrative procedures and online public services.
  • Catalog of administrative procedure resolution results.
  • Catalog of State Treasury unit accounts.

Users can look up instructions, track the status of their files, perform online financial obligations, and send feedback or recommendations regarding difficulties encountered during the process. In particular, the new Regulation promotes the reuse of information, allowing organizations and individuals to reuse existing data on the system to save time and costs.

Application of Artificial Intelligence (AI) and Digital Utilities

A breakthrough in this Regulation is the official provision for applying Artificial Intelligence (AI) on the National Public Service Portal to:

  • Support automated guidance and answers for users through virtual assistants (Chatbots).
  • Intelligently classify and check the completeness of files.
  • Warn of and detect anomalies during the reception and processing of files.
  • Analyze data to serve the direction and administration of leaders at all levels.

Furthermore, the system integrates public interest postal services to support the reception and return of results at home, and provides functions to notify file status via SMS Brandname and the VNeID application.

Decentralization of Responsibilities and Coordination

Decision 29/2026/QD-TTg assigns specific responsibilities to state agencies:

  • Ministry of Public Security: Manages the system, ensures cybersecurity and information safety, and provides electronic identity data from the National Database on Population.
  • Ministry of Justice: Presides over the review and evaluation of administrative procedure data quality and guides the professional restructuring of procedure processes.
  • Provincial People's Committees: Responsible for timely updating decisions announcing administrative procedures within their management scope and ensuring that local technical infrastructure and transmission lines remain stable.

Agencies and localities are responsible for appointing representatives as focal points for receiving and managing administrative accounts, and they are legally accountable for the use and security of these accounts. Regular inspection and supervision are conducted through an access log system to facilitate tracking and handling of cybersecurity incidents.
