New Momentum from Key Infrastructure Projects

In 2024, one of the results Hai Phong City achieved was ensuring the progress of many key projects and works, including those funded by the state budget. Ensuring the progress of key projects not only contributed to accelerating the disbursement of public investment plans, but also promoted the city’s socio-economic development. This is also an important foundation for the city to continue investing in many new projects and works, creating new momentum to boost socio-economic development in the new era.

Realizing Development Goals

In mid-December 2024, one of the most eagerly awaited events by officials, Party members, and the people of the city was the groundbreaking ceremony of the Nguyen Trai Bridge construction project and urban embellishment of the surrounding area. Not only is it a large-scale project with a total investment of over VND 6,200 billion, but it also carries the significance of realizing the city’s development goals set out in Resolution 45 of the Politburo and the 16th Party Congress of the city. The project not only builds a connecting axis between the existing urban area and the Northern Cam River Urban Area and industrial zones in the city such as VSIP, Dinh Vu, etc., but also shortens the transport distance of goods to/from Cat Bi International Airport and the city’s northern growth pole in the Northern Cam River area; meeting the development needs of production and business activities of enterprises. As a result, it will promote the socio-economic development of the city as well as some neighboring provinces and cities, creating favorable conditions to attract FDI. Due to the great significance of the project, although the investment implementation process faced many difficulties, especially in completing procedures, the city remained highly determined to ensure the project started on schedule.

According to the report of the City People's Committee, in 2024, not only the Nguyen Trai Bridge and surrounding urban embellishment project but many other key projects were also directed by the city to be implemented on schedule. Among the 20 key works and projects (6 projects expected to be completed within the year, 12 projects expected to start construction, and 2 key projects carried over from 2023), the city has implemented 16 projects to date. Notably, the projects using state budget capital that were scheduled to start or be completed have all ensured progress. Of the 5 projects expected to be completed within the year, 4 have basically completed the main workload, including: the project implementing several contents to build the city’s digital government in the period 2021–2025;the Ben Rung Bridge construction project; the Phase 1 construction project of Hai Phong Industrial College; the construction project of the extended Do Muoi Road to the VSIP axis and urban development in the surrounding area. All 3 state budget-funded projects expected to start construction within the year have started as planned.

Chairman of the City People's Committee Nguyen Van Tung affirmed that ensuring the progress of key projects not only contributes to speeding up the disbursement of public investment plans but also creates momentum to promote the strong socio-economic development of the city, gradually realizing the objectives set out in Resolution 45 of the Politburo.

Looking Forward to New Projects

Based on the results achieved in 2024, moving into 2025 – a year of great significance in striving to fulfill the targets of the 16th City Party Congress at the highest level and creating a solid foundation for the city to enter a new era – the city has identified 24 key projects to be implemented. Among them, there are:

- 11 projects using the city’s budget capital: 5 projects expected to be completed with a total investment of VND 7,281.931 billion; 3 projects expected to start construction with a total investment of VND 1,246.334 billion; 3 projects carried over from 2024 with a total investment of VND 14,638.964 billion;

- 13 projects using non-budget capital: 5 projects expected to be inaugurated; 5 projects expected to start construction; 3 carry-over projects.

All 24 key projects are breakthrough, leading, and impactful projects that contribute to completing the city’s transportation system, enhancing urban embellishment, creating inter-regional transportation connections, and meeting transportation and logistics needs among industrial parks and clusters. These efforts contribute to the socio-economic development of the city in particular and of the Red River Delta in general, in line with Politburo Resolution 30 dated November 23, 2022. Notably, among the projects expected to start construction, there are 5 projects using non-budget capital with total investment reaching tens of trillions of VND, including: the construction project of Terminal T2 at Cat Bi International Airport with a total investment of more than VND 2,405 billion; the construction of a new urban area in Duong Kinh District and Kien Thuy District with VND 23,218 billion in capital; the Hai Phong Sakura Golf Club project with over VND 2,271 billion; the 75-storey mixed-use building in the Northern Cam River Urban Area with more than VND 7,515 billion; the investment in infrastructure development and operation of the Tien Thanh Industrial Park with VND 4,597 billion in capital.

Among the 5 projects above, the new urban area project in Duong Kinh and Kien Thuy is the one with the largest investment. Currently, relevant authorities are actively carrying out land clearance to hand over the site to the investor for implementation. Through these key projects, the scale and position of the city are growing stronger, clearly affirming its role as a driving force for regional and national development. This also serves as a premise for Hai Phong to rise to become one of the most developed cities in Asia and the world.
